This article examines the relationship between just war theory and the modern principle of responsibility to protect (R2P). In the absence of the principle’s clear use as a justification for the use of force, this article considers two situations which prompted debate about the applicability of the principle - the UN Security Council authorised no-fly-zone in Libya in 2011 and the decision not to use force in Syria in 2012. The article’s core message is that the debates about R2P suggest that rather than view R2P as a ‘new’ principle of international law, it should be viewed as a modern …

More than two decades have passed since the end of apartheid, yet freedom is elusive for those who battled to bring democracy to South Africa. There are more than 16,000 military veterans living in South Africa, according to the Department of Military Veterans database. The real figure is likely much larger since the database is still under development. Many of these veterans are caged by the psychological, social and financial consequences of their past.

In her article "Ethical Discourse and Narrative Strategies in Yan's老师，好美 (To My Teacher, with Love)" Zhuo Wang discusses the way in which narrative converges with ethics at the site of a radical "ethical environment" in Geling Yan's novel. Wang focuses on how the novel's first-person confessional narration, third-person reflective narration, and online narration dialogue with and interrogate one another working together to bring forth Yan's reconsideration of the ethical dimensions of her text. However, many of them are survivors who possess courage and resilience. They also possess exceptional visual literacy developed through experiences with video and other images. In tactical aviation, decision superiority brought upon by high situation awareness remains the arbiter of combat effectiveness. The advancement of sophisticated avionics and highly automated cockpits has allowed for the reduction of aircrew size, and in certain platforms, removal of the crew from the aircraft entirely. However, these developments have not reduced the complex and dynamic interaction between situation awareness and crew workload. While many predictive and experimental methods of evaluating workload exist, situation awareness can only be measured by conducting trials with human operators in a functional prototype. This project, devoted to the Old English epic fragment Judith, argues that the title character arises from the complex multicultural forces that shaped Anglo-Saxon society, positing that she exists between the mythological, the heroic and the Christian. Simultaneously Christian saint, Germanic warrior and pagan demi-goddess or supernatural figure, Judith arbitrates amongst the seemingly incompatible forces that shaped the poet’s world, allowing the poem to serve as an important site for the making of a new Anglo-Saxon mythos, one which incorporates these disparate yet co-existing elements. In June 1919, President Woodrow Wilson returned from Paris after several months of negotiating the Treaty of Versailles to end World War One. At the peace conference, Wilson achieved his goal of establishing the League of Nations. However, he had one more hurdle: convince the Republican Senate to ratify the treaty. This was no easy task as Republicans claimed the treaty nullified the Monroe Doctrine, even though the century-old foreign policy was recognized, by name, in the League of Nations Covenant. This essay explores three historical events that took place during the nineteenth, twentieth and twenty-first centuries in Puerto Rico to extract the ways in which new technologies became the vehicle for massive political and economic disruptions. The first event recalls the electrification of Old San Juan and the change from kerosene gas to electricity, which prompted a grassroots revolt in which the quarter’s street-lamps were torn down. The purpose of this historical case study was to understand and describe rural community experiences during the 1918 influenza pandemic in Nebraska.

Examining the rural experience in Nebraska during the 1918 influenza pandemic provided a new level of insight into the differences and similarities between the urban and rural experience. As related by a detailed study of Omaha during the 1918 pandemic, the community was devastated by disease. Despite public ordinances and health department warnings, streetcars ran at capacity, parades were held to raise money for war bonds, and the annual Aksarben Coronation took place. Nearly all discussions of Hemingway and his work touch on the theme of masculinity, a recurrent theme in all of his works. Examinations of Hemingway and his relationship to masculinity have almost unanimously treated the author as a misogynist and a champion of violent masculinity. However, since the posthumous publication of The Garden of Eden in 1986, there has been much discussion of Hemingway’s uncharacteristic use of androgynous characters in the novel. The Global Health Security Agenda (GHSA) was created on February 13, 2014, to improve country's ability to detect, prevent and respond to emerging health threats. Eleven action packages were created. The detection action package included antimicrobial resistance, zoonotic diseases, national biosafety/biosecurity and immunization. The prevention action package included establishing a national laboratory system, strengthening real-time biosurveillance, advancing timely and accurate disease reporting and establishing a trained global health security workforce.The response action package focused on establishing emergency operation centers, linking public health and law enforcement and enhancing medical countermeasures/personnel deployment.

The questions continue and are valid because Milton's works, as considered in the paper, offer support for both pro-war and pro-peace interpretations. The paper also addresses a middle-ground interpretation-that Milton's position can best be understood in light of the legal theories of Hugo Grotius, the seventeenth-century Dutch scholar who is generally accepted as the father of modern international law.

In response to the United States’ Cold War policies to contain Communism, the Guard expanded, professionalized, and was occasionally called to federal service. The paper discusses the concept of memory and the functions of memorialization. An anguilliform swimming robot replicating an idealized motion is a complex marine vehicle necessitating both a theoretical and experimental analysis to completely understand its propulsion characteristics. The ideal anguilliform motion within is theorized to produce ``wakeless'' swimming (Vorus, 2011), a reactive swimming technique that produces thrust by accelerations of the added mass in the vicinity of the body. The net circulation for the unsteady motion is theorized to be eliminated.
