An Irrational Oversight: Applying The Plra's Fee Restrictions To Collateral Prisoner Litigation, Walker Newell

The Federal Prison Litigation Reform Act precludes prisoners from filing lawsuits in forma pauperis and imposes significant limitations on the recovery of attorney’s fees. Many states have followed the lead of Congress by prohibiting their courts from waiving filing fees in prisoner cases. The federal fee provisions have withstood a barrage of constitutional challenges, with courts uniformly holding that the provisions are rationally related to a legitimate government interest in deterring frivolous inmate litigation. Many courts, however, apply these fee restrictions in a manner that cannot be justified by the analysis generally supporting the constitutionality of the provisions. In both …

Using Video And Contact To Change Attitudes Toward Gay Men And Lesbians, Jonna J. Cooley, Gary J. Burkholder
Journal of Social, Behavioral, and Health Sciences
Prejudice against gay men and lesbians has continued to fuel negative attitudes that are perpetuated by stereotypes and by validation from those within one’s own social group. While there has been some research regarding the impact of contact on attitudes, the present study expands the theoretical approach of Allport and the empirical work of researchers such as Herek to examine the impact of adding media to interactive contact with lesbian and gay individuals. Participants were placed into one of three treatment groups: control, video only, and video plus contact with gay men and lesbians. The sample included 106 undergraduate students …

Initiatives
Guarantees local governments their existing statutory allocations of state sales tax and vehicle license fees, to fund government services that were shifted from state to local responsibility in 2011. Continues guarantee as long as local governments have responsibility for shifted services. Prohibits legislation that increases scope of services shifted, unless state provides adequate, ongoing funds to pay for increased costs. Caps state obligation for actual costs of shifted services at amounts of guaranteed allocations. Requires four-fifths vote in Legislature to reduce local law enforcement mandates predating shift. Exposure To Intimate Partner Violence: Does The Gender Of The Perpetrator Matter For Adolescent Mental Health Outcomes?, Emily M. Wright, Abigail A. Fagan

Youth who are exposed to intimate partner violence (IPV) between their parents may be at increased risk for a multitude of behavioral and emotional problems, including mental health problems such as depression, anxiety, posttraumatic stress disorder (PTSD), and internalizing symptoms (Fergusson & Horwood, 1998; Finkelhor, Ormond, & Turner, 2009; Graham-Bermann, DeVoe, Mattis, Lynch, & Thomas, 2006; Zinzow et al., 2009). Research also suggests that males and females may react differently to being exposed to parental violence, although most of the findings in this area are mixed with regard to mental health outcomes. Perceived Support, Belonging, And Possible Selves Strategies Among Incarcerated Juvenile Offenders, Samantha S. Clinkinbeard, Colleen I. Murray

Possible selves theory (Markus & Nurius, 1986) suggests that future-oriented expectations, fears, and strategies are constrained by feedback in one's sociocultural context. The current paper represents a preliminary look into the relationship between support in one's immediate context and the development of strategies for the achievement of desired future selves. Youthful offenders (N = 543) were surveyed in secured treatment facilities in Alaska, Idaho, Nevada, and Oregon. Program belonging was a consistent predictor of strategy generation among both males and females, and attributional support from a staff person was significant among males. According to Ernest Gaines‘ personal experiences as a Southerner, without addressing the history of slavery, the quest for human dignity becomes meaningless. The discourses and the ideologies of the characters in AGathering of Old Men represent a call for social change. A Gathering of Old Men is however, more than just a novel about whites dominating blacks; it is a novel about the fight for humanity in spite of the threat of a new social order. The social repercussions of slavery and the denial of black manhood are central issues in A Gathering of Old Men, but Gaines also exhibits …

A Career Development Program For At-Risk Youth Created For Writerz Blok, Anjanette Maraya-Ramey, Nicole Miller-Coleman, Kathy Myrers, Sharon Van Bruggen
Program Design and Evaluation
Research indicates at-risk youth (ages 15-24) in Southeast San Diego are likely to be unemployed or underemployed, and lack the knowledge and skills necessary to pursue meaningful living-wage (or better) employment. A review of the literature and primary data collection is presented and suggests an individualized career development program, supported by family members, community mentors and peers, would improve the opportunity for these youth to secure meaningful living-wage (or better) employment. The researchers propose the implementation of such a program, utilizing a quasi-experimental study design to determine program effectiveness.
