Rural America has long been a crucial supplier of recruits and civilian personnel to the U.S. military. Rural America is also an essential source of cultural and political support for military activity. After their tours of duty have ended, many veterans return to rural communities where they continue to carry the values of their military experiences and extend military traditions into rural culture. Far away from the Pentagon and other corridors of military power live millions of geographically-dispersed rural veterans whose Veterans Administration benefits (cash payments, loans, medical care) and retirement pensions flow into, and become a crucial economic support …

This paper attempts to analyze protests1 carried out by ships as acts of objection in the exercise of the human right to protest. The purpose of the analysis is to find out whether protests carried out by ships have recognition and legitimation in the maritime industry. Also, considering the one proposal to regulate this maritime activity at the International Maritime Organization (IMO), the analysis attempts to find out whether a new maritime instrument such a Code of Conduct is necessary. Initiatives
Guarantees local governments their existing statutory allocations of state sales tax and vehicle license fees, to fund government services that were shifted from state to local responsibility in 2011. Continues guarantee as long as local governments have responsibility for shifted services. Prohibits legislation that increases scope of services shifted, unless state provides adequate, ongoing funds to pay for increased costs. Caps state obligation for actual costs of shifted services at amounts of guaranteed allocations. Requires four-fifths vote in Legislature to reduce local law enforcement mandates predating shift. Eastern moose (Alces alces americana) populations have been increasing in New England over the past decade. Moose populations have the potential to generate human conflict due to their size, speed, nocturnal behavior, and seasonal mobility. As problems associated with increasing moose populations become more common, the need to develop management strategies that are both effective and acceptable to stakeholders becomes increasingly important. The potential for moose to continue to expand in southern New England and the long-term impacts they may have on Connecticut residents, is unclear. One of the many lessons of the recent earthquake and tsunami in Japan is that we cannot mitigate disaster risk through building codes and other structural solutions alone. Location is key to a community’s natural hazard vulnerability. Consequently, the most far-reaching and important question for disaster mitigation today is where we will channel the growth that will be needed to accommodate our expanding population. Yet, both environmental scholars and policymakers are promoting sustainability initiatives that will channel our country’s future growth into existing urban areas that are already extremely vulnerable to disaster. The culture of law enforcement is an all or nothing proposition with no gray area where membership into this society is concerned. You are either “on the job” or you are not. Even references among officers to “the job” indicate there is only one job. Likened to a secret handshake, that initial phrase if answered correctly opens the door to instant fraternal acceptance, get out of violation passes, and the many other assumed privileges of brotherhood. The Effects Of Negative Publicity On The Performance Of Professional Baseball Athletes., Crystal M. Smallwood

This study researched the effects of negative publicity on the performance of professional baseball athletes. Four athletes’ performance statistics were evaluated before a scandal that produced negative publicity, during the height of the negative publicity and after the scrutiny tapered off. Chipper Jones, Wade Boggs, Alex Rodriguez and David Justice were the athletes chosen for the study, and all four athletes experienced a similar scandal and negative publicity about their personal and professional lives. The results showed an effect on performance, but it was not always negative and could not be definitively linked to the negative exposure in the media. …

Adolescent offenders commit a significant number of physical and sexual assaults every year. A critical task for researchers and clinicians is to understand the distinct pathways that lead to these serious types of offending. The current study attempts to test the importance of these different pathways by comparing violent, violent sex, non-violent sex, and non-violent offenders based on SAVRY risk items, reoffending, and effects of treatment. A sample of 517 adolescents on probation was assessed for several risk factors (i.e., anger management, ADHD, low empathy/remorse) by probation officers. Recidivism over 12 months was assessed from official records. Results indicated that …

The Dunbar Siding to Livengood rail extension study is an economic prefeasibility investigation, and is conducted from two perspectives as a cost benefit analysis. The first perspective is, that of the Alaska Railroad Corporation (ARRC) in which the capital and operating costs of the proposed extension are recovered through the revenue stream resulting from the out-bound mineral freight loads, the in-bound re-supply freight loads, and the potential commuter passenger service to mining projects and communities in the Livengood area. Three Strikes Law. Sentencing For Repeat Felony Offenders. Initiative Statute.
Initiatives
Revises three strikes law to impose life sentence only when new felony conviction is serious or violent. Authorizes re-sentencing for offenders currently serving life sentences if third strike conviction was not serious or violent and judge determines sentence does not pose unreasonable risk to public safety. Continues to impose life sentence penalty if third strike conviction was for certain non-serious, non-violent sex or drug offenses or involved firearm possession. Maintains life sentence penalty for felons with non-serious, non-violent third strike if prior convictions were for rape, murder, or child molestation. Problems of the open mines in the Tri-State area had been a hot topic for many years in the early 1900s. The problems that the surrounding communities faced were deadly. Many people, unknowingly, stepped into open mine shafts and were seriously injured or even killed. Properly closing mines after they had been stripped of all their valuable ore was not a priority of the mining companies; seeing how there was no enforcement of the laws when it came to closing down mines and covering up open mine shafts, many companies just left the open shafts uncovered.
