Application Of The Analytic Hierarchy Process For Selecting And Modeling Stormwater Best Management Practices, Kevin D. Young, Tamim Younos, Randel L. Dymond, David F. Kibler, David H. Lee
Journal of Contemporary Water Research and Education
Engineers are increasingly expected to consider several influential criteria when selecting a single best management practice (BMP) for stormwater management. These criteria include site physical characteristics; local, state, and federal pollution control ordinances; stakeholder input, and BMP implementation and long-term maintenance costs. This paper discusses the development of a software-aided approach based on the Analytic Hierarchy Process (AHP) as a decision-making tool for selecting stormwater management BMPs. Supported with input from a geographic information system, the AHP can provide an objective, mathematically-based alternative to the existing, often subjective BMP selection approaches. Accurate information can mean the difference between life and death for emergency responders and the people they serve. At the Harrisonburg Fire Department, laptops with customized databases for street maps and building preplans are one source of information for first responders. Another available resource is a Geographic Information System for the City of Harrisonburg and Rockingham County. However, ESRI’s ArcGIS® software is far from user-friendly in a mobile atmosphere. The purpose of this study was to determine the availability of internet access for students attending Walters State Community College during the spring semester 2010. In particular, it is unknown to what degree broadband internet access is available in the counties that Walters State considers the service area of the college.
The research was conducted during the spring semester 2010 including the months February, March, and April of 2010. Data were gathered by surveying currently enrolled students of the college. This study spatially analyzes emergency 911 call-for-service records from January 1, 2000 through December 31, 2009 for motor vehicle accidents inside the corporate limits of Johnson City, Tennessee. Records were compared according to the land use classification for adjacent properties, roadway type, and traffic signal proximity. Data were evaluated through ArcGIS software using proximity analysis, point pattern analysis, and hotspot analysis.
Motor vehicle accidents evaluated during this study consist of accident locations reported to the Washington County Emergency Communications District concerning property damage, personal injury, and fatalities. This thesis focuses on bicyclists using the Jefferson Davis multi-use, off-street trail in the City of New Orleans. Understanding user characteristics and perceptions of bicyclists will help inform planning, policy, and design related to bicycle infrastructure. This thesis uses a review of the relevant literature, intercept surveys of bicyclists, and automatic bicycle counts to understand how user characteristics can influence successful bicycle design, policies, and planning. The user characteristics of the bicyclists on the Jefferson Davis Trail provide us with information on who is using the trail, how often, why, and what users would like to see improved. Mimicking the biological olfactory systems that consist of olfactory receptor arrays with large surface area and massively-diversified chemical reactivity, three dimensional (3D) metal oxide nanowire arrays were used as the active materials for gas detection. Metal oxide nanowire arrays share similar 3D structures as the array of mammal's olfactory receptors and the chemical reactivity of nanowire array can be modified by surface coatings. In this dissertation, two standalone gas sensors based on metal oxide nanowire arrays prepared by microfabrication and in-situ micromanipulation, respectively, have been demonstrated. An Exploration Of The College-Educated Female Incarceration Experience, Tanisca Wilson

There has been a significant increase in the nation's female incarceration rate. During 2006, the number of women in prison increased by approximately 4.5 %. The increase of female prisoners from 2005 to 2006 was larger than the average growth rate of 2.9% from 2000 through 2005. Women ages 35 to 39 made up the largest percentage of female prisoners. At the end of 2006, females made up 7.2% of the prison population under State or Federal jurisdiction, up from 6.7% in 2000. Oklahoma had the highest female incarceration rate in the nation, approximately 129, 000 inmates; followed by Louisiana, …

Marginalized Stakeholders And Performative Politics: Dueling Discourses In Education Policymaking, Celina Su

American urban education policy debates pivot around dueling lines of discourse on what ails inner-city youth; such students are portrayed as emblems of a largely African-American and Latino ‘culture of failure’, even as their voices remain largely absent from debates about them. In response, youth-led organizations attempt to forward youth as political stakeholders. I draw upon ethnographic data from two such organizations to examine the performative aspects of their campaign work. I focus on how they engaged in (1) counter-scripting, to imagine themselves as political stakeholders and substantively prepare themselves for their new roles, and in (2) counter-staging, to gain …

Public health is currently undergoing significant changes and becoming increasingly dependent on one another to achieve their missions. The restructuring is forcing public health stakeholders to reexamine their present and future roles. This case study examines a local health department’s staff and its awareness of the department’s epidemiology program as a practical framework for thinking about and implementing cross-sectoral collaboration. An OEB (Office of Epidemiology and Biostatistics) Awareness Survey was developed and administered to 492 participants at the Allegheny County Health Department. Cross-sectional analysis examined associations between demographics, behavioral and cultural factors, and help seeking (attempts at collaboration). Results indicate …

California criminal justice agencies need access to data in order to provide security, health care treatment, and appropriate programming, as well as to coordinate these activities with other agencies. By the same token, outside agencies—whether criminal, social service, or non-governmental—could often do their jobs more effectively with access to information generated or retained within particular criminal justice agencies. Criminal justice realignment under AB 109 has only heightened the need for inter-agency data sharing and cooperation, yet there continue to be misunderstandings about the legal framework surrounding information exchange.
