Presidential Succession And Inability: Before And After The Twenty-Fifth Amendment, John D. Feerick

The Framers of the Constitution did not spend a great deal of time on the succession provisions, but just enough to get the nation started. The Twenty-Fifth Amendment answered questions they left open in the area of presidential inability and gave further significance to the Vice Presidency, which had been adopted almost as an afterthought. As strong as the system of presidential succession may appear, complacency can easily set in, leading to an unwillingness to confront gaps and defects that reveal themselves along the way.

Agrifood scholars working within a political economy framework increasingly draw upon the concept of governance to analyze the regulation of global agricultural and food systems. An important limitation of this approach is that it fails to explain how governance strategies are legitimated. Drawing on three diverse cases that span three continents, our paper examines how standards makers appeal to technoscientific norms and values to establish both credibility for their standards and their authority in constructing them. This paper examines the shift by the marine conservation movement from state-centered to market-based strategies and its implications for the democratization of food and agriculture. Using two theoretical frameworks form social movement theory – the opportunities approach and resource mobilization theory – three factors are identified as driving the shift by marine conservation organizations to market-based strategies. First, limited success using state-centered strategies created the impetus for marine conservation organizations to seek out alternative strategies. The Lamprey River Nomination Committee sought the assistance of the Piscataqua Region Estuaries Partnership (PREP) to complete an extensive and detailed information package to nominate the Lamprey River and its major tributaries to the NH Rivers Management and Protection Program. The nomination package was due at DES on June 1, 2010, was reviewed and accepted by the State Rivers Management Committee in September and forwarded to the Commissioner of DES. The nomination is now working through the NH legislature with hearings anticipated during the spring 2011 session. If passed, the bill should be signed by Governor Lynch in July of …

In 2006, an outbreak of E. coli O157:H7 associated with California spinach resulted in widespread illness across the United States. The magnitude of the outbreak and the resulting media attention demanded a change in the governance of leafy green produce. Drawing from more than 130 personal interviews, this paper critically examines how powerful players in the produce industry organized a strategic approach to governing leafy greens production in California. Networks are used to explore the evolution of new industry-led food safety standards and how they directly conflicted with and overpowered environmental agendas. A Note On The Economy Of Qualities: Attributing Production Practices To Agricultural Practices, B. James Deaton, Lawrence Busch, Warren J. Samuels, Paul B. Thompson

Agricultural products are valued for many attributes including those that describe production practices. These production attributes are established through public and private efforts to promulgate standards and labels that differentiate products based on labor treatment, environmental impact, animal welfare, and other practices that occur during production. Organizations, like third-party certifiers, coordinate information and give credence to products in a way that enables consumers to differentiate products by production practices. Libertarian and utilitarian arguments may be used in the normative debate surrounding the appropriate role of government in sponsoring standards and labels that inform consumers about the modes of production.

Lawrence Busch claims that, although some philosophers may recognize the ethical import of standards, they do not endeavor to understand how people justify standards in social reality. The argument in this paper is that the Michigan State University (MSU) School of Agrifood Governance and Technoscience should actually be understood as fleshing out a more important role for ethicists. This argument is explored through an analysis of the MSU School’s research on standards, a reassessment of J.O. Urmson’s “On Grading,” and a review of major ethical theories, from utilitarianism to discourse ethics. The conclusion is that, though standards may be used …

Brain Computer Interface (BCI) is a direct communication channel between brain and computer. It allows the users to control the environment without the need to control muscle activity [1-2]. P300-Speller is a well known and widely used BCI system that was developed by Farwell and Donchin in 1988 [3]. The Impact Of A Responsive And Proactive Market Orientation On Innovation And Business Performance, Mateja Bodlaj

The purpose of the presented empirical study was to examine the impact of a responsive and proactive market orientation on the degree of novelty, innovation performance and business performance. Data obtained from 325 Slovenian companies that introduced product, process, marketing and organisational innovations during the 2005-2007 period were analysed via structural equation modelling. The main findings reveal that only a proactive market orientation is positively related to the degree of novelty, whereas no support was found for the direct impact of both market orientations on innovation performance and business performance.

In the article, I addressed the model of attitudes/values/behaviours to Internet advertising among children by reviewing the existing literature, starting by critically reviewing existing models for adults. The concepts of organizational and occupational identification have been identified as key factors in workplace morale and behaviour. Through a survey, we determined the extent of both concepts and the link between them among Slovenian accountants and auditors. The results show that Slovenian accountants and auditors identify more with the organization than with the profession, and the level of both identifications is relatively low. Based on the results, we conclude that cultivating employees' professional identification should be in the interest of companies, as there is a positive relationship between professional and organizational identification and the latter has important positive effects …

Traffic signals are an elementary component of all urban road networks and play a critical role in controlling the flow of vehicles. However, current road transportation systems and traffic signal implementations are very inefficient. the objective of this research is to evaluate optimal phase ordering within a signal cycle to minimize the average waiting delay and thus in turn minimizing fuel consumption and greenhouse gas (GHG) emissions. through extensive simulation analysis, we show that by choosing optimal phase ordering, the stopped delay can be reduced by 40% per car at each signal resulting in a saving of up to 100 …

The pedestrian facilities at intersections must be usable by pedestrians of all ages and capabilities. Intersections in particular must be designed to safely accommodate pedestrians of all ages and physical and mental abilities. Often, however, intersection designs fail to accommodate people with visual and mobility disabilities. In this regard, for pedestrians with disabilities, intersections can prove to be a challenge. Some of those challenges include provision of insufficient pedestrian clearance time due to use of inappropriate design pedestrian speed. In May 2009, the landlord of a rent-stabilized building in Williamsburg, Brooklyn openly declared his intention to force out the current tenants if they did not leave on their own. Located on North 8th Street right off trendy Bedford Avenue, the property was prime real estate in Williamsburg. The only obstacles that stood between the landlord and the potential for him to reap large profits were the rent-stabilized status of the building and all the tenants who paid the regulated rent, a fraction of the market rate. On November 4, 2009, an Italian court found a group of Italian military intelligence agents, operatives from the Central Intelligence Agency and a U.S. Air Force (USAF) officer guilty of the 2003 kidnapping of terror suspect Abu Omar. Thrown in a van on the streets of Milan, the abduction took Abu Omar from Italy to Egypt, where he was allegedly tortured and interrogated about his role in recruiting fighters for extremist Islamic causes, including the insurgency in Iraq. Identifying Service Quality Dimensions As Antecedents To Customer Satisfaction In Retail Banking, Barbara Culiberg, Iča Rojšek

This paper explores service quality in a retail bank setting in Slovenia and its influence on customer satisfaction. In previous studies both SERVQUAL and SERVPERF scales have been used for measuring service quality. Based on SERVPERF a 28-item scale has been developed for this study. Through factor analysis four dimensions of service quality have been obtained. The results from regression analysis suggest that all four dimensions of service quality as well as service range influence customer satisfaction. The information provided by this research can be used when designing marketing strategies to improve customer satisfaction in retail banking.

In my first Critical and Creative Thinking course, I chose to explore singing and performing meaningful songs with my father as a form of creative thinking. This project led to the realization that, as an adult, I had forgotten what it was like to play. With this acknowledgement, I was prompted to explore underlying reasons for why my capacity to play was blocked in the first place. In doing so, I explored play theories and reflected on my own forms of play, as a basis for understanding how to successfully re-introduce play into my life. The New York City Human Resources Administration has implemented a policy that has a punitive and disproportionate impact on poor families of color. The policy departs from the legislative mandate to support New York’s neediest and most at risk by arbitrarily excluding incarceration from the definition of “temporary absence,” as it applies to the Cash Assistance program. The purpose of the presented empirical study was to examine market orientation between groups of companies in terms of three company characteristics, i.e. main business sector, company size, and type of the market, and three environmental characteristics, i.e. market turbulence, technological turbulence and competitive intensity. Market orientation is analysed by distinguishing between a cultural and behavioural perspective and by distinguishing between a responsive and proactive form. Comparisons between groups of companies are made by testing invariant latent mean structures. The present article investigates whether Eastern European enlargement influences the co-operative potential of firms in the borderland between Western and Central Eastern Europe more than of other firms, i.e. of those not being located in the borderland. Based on theoretical arguments as well as empirical evidence, we build a micro-level framework of factors, which determine a firm’s likelihood of cross-border business co-operation. Using logistic regression, this framework is empirically tested and compared for two cross-sectional datasets of firms located in the border regions in Northern Bohemia (the Czech Republic) and Saxony (East Germany).
