Since the commercialization of the amazonian fishery in the early 1970´s there have been major problems with enforcement of minimum capture length laws and regulations. It has been well documented with species such as tambaqui (Collosum macroponum) and mapara (Hypopthalamus edentates) that juveniles and pre-adults are being targeted by fishermen. This has led to a situation where most of the individuals present in fish markets are undersized and illegal according to IBAMA regulations. The majority of the research done on undersized illegal market fish has focused on markets in Manaus, Tefé and Santarem. This study seeks to find out if …

The Western Australian Department of Fisheries is responsible for the management of aquaculture in WA and is committed to implementing ESD. These principles are contained within the objectives of the Fish Resources Management Act 1994 and the Department is keen to demonstrate both to the Government and the broader community that these principles are being achieved. The Department developed a policy statement in 2002 - “Policy for the Implementation of Ecologically Sustainable Development for Fisheries and Aquaculture within Western Australia” (Fletcher 2002) – that described its direction on incorporating ESD within fisheries and aquaculture management.

U.S. Counterterrorism In Sub-Saharan Africa: Understanding Costs, Cultures, And Conflicts, Donovan C. Chau Dr.

Sub-Saharan Africa (SSA) has never been the centerpiece of U.S. foreign and defense policy. Yet the current struggle between the United States and its allies against terrorist groups and individuals motivated by Islamic extremism thrusts SSA forward as a front in the global conflict. The author asks, centrally, what is the most effective long-term approach to U.S. counterterrorism in SSA. By comparing views in Washington, DC, with perspectives from SSA, he assesses that a fundamental and dangerous misunderstanding of SSA may be leading U.S. policy astray. Recommending a new grand strategic approach to U.S. counterterrorism policy, he suggests urgently educating …

The world’s fish stocks are suffering from over-utilization. The earth’s oceans are subject to exploitation by all nation states and very little preservation. Because of the nature of the international legal regime of the Law of the Sea, enforcement of what conservation and management measures exist is challenging. Boundaries, ephemeral on land, are even more so on water, making rights allocation and management particularly difficult. Investigating Marine Recreational Fishing Stakeholders' Perspectives Across Three South Carolina Coastal Regions: The First Step Towards Collaboration, Kyle M. Woosnam, Laura W. Jodice, Amber Von Harten, Raymond J. Rhodes

Collaborative endeavors are increasingly utilized to assure active involvement of local stakeholders in natural resource planning and management. In order to enhance collaborative capacity and involve marine recreational anglers in resource management, the South Carolina Sea Grant Extension Program conducted semi-structured interviews in three coastal regions of South Carolina in order to determine: 1) the main problems associated with marine recreation fishing and 2) key non-regulatory solutions to those problems. Top themes for problems and non-regulatory solutions across each region as well as implications for Extension and outreach opportunities are included.

The seizure of the very large crude carrier (VLCC) Sirius Star (see previous article) unfortunately represents only the latest, though certainly the most high-profile, incidence of "piracy" in the Horn of Africa region. Indeed, as this article was going to press, numerous fresh incidents were being reported daily - notably the 30 November attack on the luxury cruise liner the M/S Nautica, carrying 656 passengers and 399 crew members. While the Nautica got away, largely by piling on speed and in effect outrunning the pirates (who reportedly got within 300m of the vessel and fired eight shots at it), the …

The South Pacific as a region has far more ocean space than land territory. The majority of small island States in the South Pacific are heavily dependent on the sea for their resources and livelihoods. While militaries in our region have recently been focussed on resolving the civil disorder generated by political unrest on land, in locations such as Bougainville, Solomon Islands and Fiji, navies have also had prevalent maritime law enforcement roles in the region, both advisory and operational, for several decades. The legal regime for the high seas is fragmented both sectorally and geographically and is incomplete. Governance, regulatory, substantive and implementational gaps in the legal framework serve to limit the effectiveness of the high seas regime in securing a sustainable future for the conservation and use of the high seas environment and its resources. A global approach to further developing the high seas regime based on the concept of international public trusteeship for the oceans beyond national jurisdiction could foster environmentally responsible use of of the high seas and its resources and ensure the application of modern conservation principles and …

The planting of a flag in a titanium canister on the seabed at the North Pole in August 2007 on the part of the Russian Federation and efforts by the other Arctic Ocean littoral states to reinforce their territorial and, particularly, maritime jurisdictional claims in the region, led to the Arctic becoming the focus of considerable global media attention in recent months. Much of this coverage has been alarmist in tone, replete with tales of a “scramble” or “race” for the Arctic, talk of an Arctic “land-grab”, and unease over a resultant Arctic resource “gold rush”. For much of the 2006-07 academic year, elements of the US Naval War College facilitated an elaborate process designed to provide the intellectual foundations for the Chief of Naval Operations (CNO) and his staff to draw upon in drafting a new maritime strategy. The process brought together experts from throughout the world to take part in workshops, strategic foundation "war" games, conferences and listening sessions.

There currently is a breadth of literature outlining and justifying international best practices for regional fisheries management organisations (RFMOs) to ensure that highly migratory and shared fish stocks under their purview, such as tuna, are effectively conserved and managed. Most of this literature has noted the link between quality data and the formulation of scientific advice, which subsequently underpins the development and implementation of fishery conservation and management measures. However, the literature to date has not evaluated how tuna RFMOs can effectively balance the diverse capabilities of their members, including developing States, so that the best quality data can support …

The Yangtze finless porpoise (Neophocaena phocaenoides asiaeorientalis) is endemic to the middle and lower reaches of the Yangtze River, China. It is the only freshwater population of porpoises in the world and is currently listed as Endangered by IUCN. In November and December 2006 we used two boats and line transect methods to survey the entire current range of the population, except for two lakes (Poyang and Dongting). Sighting results were similar for both boats, so we pooled all data and analyzed them using two line transect models and a strip transect model. All models produced similar estimates …

Comparative Capitalism And Sustainable Development: Stakeholder Capitalism And Co-Management In The Kenyan Fisheries Sub Sector, Cosmas Milton Obote Ochieng Ochieng

This paper argues that stakeholder capitalism is more appropriate to natural resource management and rural development in Africa than other varieties of capitalism. It examines different management arrangements in Kenyan Lake Victoria fisheries resources to argue that whilst stakeholder capitalism is still far from being the mainstream model of capitalism in Kenya, theoretically and empirically, it is more appropriate to sustainable development than the Anglo-Saxon variety of capitalism that the country inherited from its British colonizers.
