Illegal Dumping: Large And Small Scale Littering In Rural Kentucky, Kenneth D. Tunnell

Journal of Rural Social Sciences

Illegal dumping, a social problem greatly affecting some rural states, occurs at both the large and small scale as open dump sites and roadside trash. Focusing on Kentucky, a rural state without mandatory trash pickup and a per capita income below and a poverty rate above the national average, this photo essay describes the dumping and littering problem. As is shown, legislative and executive initiatives have made some inroads in large-scale clean up. Some local governments, however, appear apathetic about addressing illegal dumping in their own communities. In this paper I have explored the importance of community service experiences and ultimately created a guide for implementing a high quality and meaningful community service program at the high school level. This paper begins with an initial discussion of my personal experiences in New Orleans after Hurricane Katrina, when I discovered firsthand the importance of personal reflection and sharing. I have defined community as a group of people with common place and common interest. Community service is an action within the community that betters the community in some way. Requires law enforcement officers to obtain a license that must be renewed each year. Creates a board consisting of 13 non-law enforcement officers appointed by the Governor, and empowers it to issue, suspend, revoke or cancel licenses. Requires the board to investigate incidents involving the use of deadly force and to maintain a process for the public to complain about law enforcement officers. Imposes training and notification requirements on law enforcement agencies. The purpose of this study was to analyze local law enforcement's counter-terrorism capabilities as it relates to the varying size of United States local law enforcement agencies. Data for the study came from a study entitled "Impact of Terrorism on State and Local Law Enforcement Agencies and Criminal Justice Systems in the United States, 2004". Statistical analysis revealed that there are large disparities in the allocation of resources to intelligence gathering, analyzing, and sharing between smaller local law enforcement agencies and their larger counterparts. Furthermore, smaller agencies are not interacting with federal agencies in a manner consistent with the interactions …

Sociological studies of society-environment interactions are based on a premise that population well-being is dependent on the environment. Here, I argue that not only are people innately connected to the environment, but the environment also bonds people to one another. That is, people have a mutual obligation to one another to care for the environment. An often ignored factor is that individual participation toward protecting and improving the quality of the environment rests upon the local social and spatial context in which the individual is situated. As universities enhance their civic engagement and build connections between campus and communities across the state, the county extension office and local staff have an opportunity to broker resources between the two entities. The question is not ‘if’ this needs to happen, but specifically what role Extension should play. County Extension Coordinators in Alabama have differing opinions about the role of their office and the value of specific engagement activities to the community. The Injustices Inflicted On Nonviolent Offenders In The U.S. Correctional System, Carly B. Ouellette

Pell Scholars and Senior Theses

This thesis explores the U.S. correctional system in order to determine its most serious problems and call for a change in policy in order to eliminate the injustices within the system. Prisons are not benefiting inmates, correctional officers, or society. The goal of rehabilitation of inmates is a failed one. Inmates are destroyed in prison; they lose connection with the outside world, they suffer from the harsh realities of prison life, and they return to society worse off than when they entered prison. Current prisons are degrading the inmates through its dismal atmosphere, its extreme violence, and its culture. Society …
