CBN Annual Report

In 2007, the Central Bank of Nigeria (CBN) faced significant challenges in monetary management due to statutory allocations to government tiers, autonomous foreign exchange inflows, and pre-election spending. These challenges were addressed through Open Market Operations (OMO), issuance of treasury securities, standing facilities, and foreign exchange swaps. The introduction of the monetary policy rate (MPR) in December 2006 moderated inter-bank rates, encouraged trading, and improved the transmission of monetary policy actions. The Bank intensified its non-regular management activities to ensure the Policy Support Instrument (PSI) target was met. The Texture Of Local Disaster Response: Service Providers' Views Following Hurricane Katrina, John J. Green, Anna M. Kleiner, Jolynn P. Montgomery

Journal of Rural Social Sciences

Disasters highlight elements of community vulnerability and resiliency. Effective responses are organized and managed to provide goods and services to survivors while also being supportive of the organizations attempting to meet these needs. Collaboration among local service providers, such as nonprofit, faith-based, and governmental organizations, allows communities to build upon internal and external networks and resources to prepare for and respond to disasters. Using a livelihoods framework, we analyze 139 qualitative field interviews conducted in the Mississippi Gulf Coast and Southeast Louisiana, to learn from the experiences, needs, and recommendations of people working on the front lines of disaster in …

The No Child Left Behind Act ("NCLB" or the "Act") 1 has created a once in a lifetime opportunity to improve American public education. NCLB has embraced vital goals for the new Information Age: academic proficiency for virtually all public school students and elimination of the severe racial/income "achievement gap." The Act provides four pillars on which states and localities might build a bridge to reach the goals: higher standards; periodic testing to measure the extent to which the standards are being met; disaggregating test results by student subgroup; and reporting to the public. Community colleges face great challenges in dealing with students with disabilities. The purpose of the Americans with Disabilities Act of 1990 (ADA) is to extend protection against discrimination to individuals with disabilities. Although the Americans with Disabilities Act is very general and does not address specific situations, the fact is clear that colleges are mandated to provide equal educational opportunities for students with disabilities. Proper implementation of the Americans with Disabilities Act is necessary not only to assure compliance with the law but also to assure that every student is afforded equal opportunity to achieve success in college. Research on spouse abuse has received greater attention during the last 3 decades around the world. This research was conducted to investigate the selected correlates of alcohol use, drug use, and marital status and the effects they have on use of weapons and violent behavior. The secondary data used was from a study done in Chicago from 1995-1998, called the Chicago Community Crime Prevention and Intimate Violence Study. There were 210 domestic violence victims studied in one Chicago area. Each victim was asked a series of the same questions. It was found that 39.4% of the domestic violence cases involved …

Fulfilling The Drive: Dutch Morial And The 1982 New Orleans Mayoral Election, Daniel Braud

This study examines the impact of racial politics on the New Orleans mayoral election of 1982. Ernest "Dutch" Morial, the city's first black mayor, sought re-election against a popular white candidate, Ron Faucheux, and a well-liked black candidate, William Jefferson. Race played an integral role throughout the campaign as Morial continually battled attacks from both the conservative white community and the traditional black politicians, all of whom resented the oftentimes brash mayor and his push for change. Controversy also surrounded his handling of the police strike of 1979 and the Fischer Housing Project shootings of 1980. This study argues that …

I have been asked to focus my testimony on litigation and how it contributes to oversight of jails and prisons, in particular to incentivizing appropriate prison and jail supervisory practices and policies that minimize sexual misconduct and sexual violence behind bars. Litigation is an accountability mechanism operative in many spheres, of course, but whereas in most other areas of governmental activity, other such mechanisms have pride of place, we have as a polity largely failed to implement any other effective regulatory system to govern our burgeoning incarcerative apparatus. The crisis in the housing and financial sectors has led to a dramatic slowdown in U.S. economic growth. Fourth quarter GDP growth and job growth are expected to be anemic and the economy may fall into recession in 2008. Indeed, several of the dozen members of the Nebraska Business Forecast Council do believe that the U.S. economy will likely slip into recession during 2008. However, the overall consensus of the Council is that the U.S. economy will avoid a recession. Economic growth will be slow in the first three quarters of 2008 before recovering in late 2008 and 2009.

How do nonprofit organizations use data and research? What challenges do they face in conducting research and managing data? In spring of 2004, 80 nonprofit organizations in Toledo, Ohio returned a survey on their research and data needs and practices. The survey found that nonprofits collect data on a wide variety of topics, but do not use much of the data that they collect, and do not collect much data that could be useful for other groups, particularly neighborhood organizations. The average nonprofit in the survey has five employees and four volunteers who, together, spend 56 hours per week collecting, …

Medium-Specific Regulation Of Attorney Advertising: A Critique, Lyrissa Barnett Lidsky, Tera Jckowski Peterson

This Article conducts an in-depth analysis of Florida's new and proposed attorney advertising rules and demonstrates that they are not only unconstitutional, but also fail to serve consumers' needs for legal services. The Article first provides the background necessary to assess the constitutionality of the rules and then addresses point-by-point their many constitutional flaws, both procedural and substantive. Additionally, this Article shows that Florida's new medium-specific regulations are flawed in their conception.
