Uncovering The Hidden Dimensions Of Rural Disaster Mitigation: Capacity Building Through Community Emergency Response Teams, M. A. Brennan, Courtney G. Flint
Journal of Rural Social Sciences
The increasing magnitude of hurricane damage in the southern United States in recent years, capped off by Hurricane Katrina in 2005, highlights the reality that local people and communities are often the first responders to crisis or disaster. Driven by policy and necessity, rural communities find themselves taking on more responsibility in preparing for and resolving local crises and emergencies. Locally-based Community Emergency Response Teams (CERTs) are teams of local volunteers, trained to aid in disaster preparation, provide first aid, and contribute other assistance during emergency situations. Focusing on the southern United States, this article explores the rural/urban distribution of …

The No Child Left Behind Act ("NCLB" or the "Act") 1 has created a once in a lifetime opportunity to improve American public education. NCLB has embraced vital goals for the new Information Age: academic proficiency for virtually all public school students and elimination of the severe racial/income "achievement gap." The Act provides four pillars on which states and localities might build a bridge to reach the goals: higher standards; periodic testing to measure the extent to which the standards are being met; disaggregating test results by student subgroup; and reporting to the public. Recent events related to the planning and execution of the war in Iraq, most notably the perceived 2003 "firing" of then Army Chief of Staff Eric Shinseki, have raised concerns over the effect of Executive Branch dominance of the military and how that dominance impacts the ability of Congress to obtain timely and important information. Such actions, perceived to discourage members of the military from providing candid views to Congress when they differ with the Administration, even if implied instead of express, strike at the very core of the founder's intent to balance military power within the national government. This paper documents various unresolved issues in using surface temperature trends as a metric for assessing global and regional climate change. A series of examples ranging from errors caused by temperature measurements at a monitoring station to the undocumented biases in the regionally and globally averaged time series are provided. The issues are poorly understood or documented and relate to micrometeorological impacts due to warm bias in nighttime minimum temperatures, poor siting of the instrumentation, effect of winds as well as surface atmospheric water vapor content on temperature trends, the quantification of uncertainties in the homogenization of surface temperature data, …

Modeling Aboveground Biomass Of Tamarix Ramosissima In The Arkansas River Basin Of Southeastern Colorado, Usa, Paul Evangelista, Sunil Kumar, Thomas J. Stohlgren, Alycia W. Crall, Gregory J. Newman
Western North American Naturalist
Predictive models of aboveground biomass of nonnative Tamarix ramosissima of various sizes were developed using destructive sampling techniques on 50 individuals and four 100- m2 plots. Each sample was measured for average height (m) of stems and canopy area (m2) prior to cutting, drying, and weighing. Five competing regression models (P < 0.05) were developed to estimate aboveground biomass of T. ramosissima using average height and/or canopy area measurements and were evaluated using Akaike's Information Criterion corrected for small sample size (AICc). Our best model (AICc = −148.69, ΔAICc = 0) successfully predicted T. ramosissima aboveground biomass (R2 = 0.97) …

Observations On An Association Between The Weevil Scaphomorphus Trivittatus (Say) And Two Astragalus Species On Selenium-Rich Soils In Carbon County, Utah, Gary R. Hooper, Boyd F. Holdaway

The weevil Scaphomorphus trivittatus (Say) was found in close association with Astragalus praelongus var. elliseae (Rydb.) and Astragalus asclepiadoides (Jones) in selenium-containing soils in Carbon County, Utah. The weevils fed on roots of the Astragalus species and formed soil cocoons, which were attached to the tap roots. The weevils pupated and developed into adults in these cocoons over the fall and winter and then emerged in the spring. The plants and soil cocoons contained highly elevated levels of selenium compared to the soils. The weevils, in contrast, differed little from the soils in selenium content.

Measurements of nitrogen and phosphorus (N and P) concentrations from previously unstudied streams and rivers throughout west Siberia suggest that climate warming and/or associated permafrost thaw will likely amplify the transport of N and P to the Kara Sea and adjacent Arctic Ocean. We present concentrations of dissolved organic nitrogen (DON), ammonium (NH4-N), nitrate (NO3-N), total dissolved nitrogen (TDN), and total dissolved phosphorus (TDP) from 96 streams and rivers within the Ob'-Iriysh, Nadym, and Pur river drainage basins. The sampled sites span ∼106 km2, a large climatic gradient (∼55°N-68°N), and include 41 cold, permafrost-influenced and 55 warm, permafrost-free watersheds. Concentrations …

Bureacratizing Ethics: Institutional Review Boards And Participatory Research, Deborah Martin

This paper provides a brief history of regulatory research ethics, as embodied in Institutional Review Boards in the United States. The purpose is to foster common disciplinary understanding of the origin and purpose of IRBs, and to identify the core conflict between the philosophies of participatory action research and regulatory ethics. That conflict centers on the contradictory language and associated understandings of research "subjects" and "participants". I suggest a need for more disciplinary engagements around this conflict, to foster more open ethical debates and competencies among geographers. © Deborah G. Habitat loss, degradation and fragmentation are an issue of primary concern in the area of Village Barali Kass. Dengue is currently the most important arboviral disease globally and is usually associated with built environments in tropical areas. Control measures are currently focused on community participation in control of the vector Aedes aegypti and larval source reduction. In Costa Rica, dengue fever is a relatively recent re-emerging disease and has become a serious public health problem. Remotely sensed information can facilitate the study of urban mosquito-borne diseases like dengue by providing multiple temporal and spatial resolutions appropriate to investigate urban structure and ecological characteristics associated with infectious disease. The cryoconite holes of the McMurdo Dry Valleys are simple, closed biogeochemical systems involving water, ice, mineral and organic debris, which serve as ecosystems for consortia of microorganisms. This study is the first to document the seasonal and annual chemical evolution of solutes in cryoconite holes. Samples of glacier ice, frozen cryoconite holes and those containing water were collected during the austral summer of 2005–2006. The isolation age was calculated from the excess Cl‾ in the holes, and varied from 0 to 5 years (a), consistent with the last hot summer when the cryoconite holes were open to the atmosphere. …

Numerous studies have examined the association between the surrounding neighborhood environment and physical activity levels in adolescents. Many of these studies use a road network buffer or Euclidean distance buffer around an adolescent's home to represent the appropriate geographic area for study (i.e., neighborhood). However, little empirical research has examined the appropriate buffer size to use when defining this area and there is little consistency across published research as to the buffer size used. The Changing Faces Of New Hampshire: Recent Demographic Trends In The Granite State, Kenneth M. Johnson

New Hampshire, with a total population of 1.3 million, gained 79,000 residents between 2000 and 2006. Most of this growth (51,000 residents) came from migration. The migration also brought economic gains: New Hampshire gained at least $1.4 billion in income from migration between 2001 and 2005, and households moving in earned nearly $9,000 more than those leaving.

A first analysis of new daily discharge data for 111 northern rivers from 1936–1999 and 1958–1989 finds an overall pattern of increasing minimum daily flows (or “low flows”) throughout Russia. These increases are generally more abundant than are increases in mean flow and appear to drive much of the overall rise in mean flow observed here and in previous studies. Minimum flow decreases have also occurred but are less abundant. The minimum flow increases are found in summer as well as winter and in nonpermafrost as well as permafrost terrain. Early civic education is crucial for worldview formation compatible with living in an increasingly interdependent world. In U.S. public schools, social studies is the locus of civic education. Social studies textbooks are the container of civic subject matter and teachers are its transmitters. Traditionally, civic education has been linked with national identity creation. In this study, educators are challenged to stimulate a complementary cosmopolitan identity because of social, political, and economic globalization trends and transition to an Information (and instant communication) Age.
