Automated Algorithm For The Identification Of Artifacts In Mottled And Noisy Images, Onome Augustine Ugbeme, Eli S. Saber, Wencheng Wu, Kartheek Chandu

Articles

We describe a method for automatically classifying image-quality defects on printed documents. The proposed approach accepts a scanned image where the defect has been localized a priori and performs several appropriate image processing steps to reveal the region of interest. A mask is then created from the exposed region to identify bright outliers. Morphological reconstruction techniques are then applied to emphasize relevant local attributes. The classification of the defects is accomplished via a customized tree classifier that utilizes size or shape attributes at corresponding nodes to yield appropriate binary decisions. Applications of this process include automated/assisted diagnosis and repair of …

Town Of Strafford Nroc Projects, Carolyn Page, Al Pratt, Jeff Schloss, Harmony Anderson

PREP Reports & Publications

The three Strafford committees formed through the work with the Natural Resources Outreach Coalition in 2004 and supported by the grant award from the New Hampshire Estuaries Project have succeeded in furthering land protection, water quality protection, and managing growth here in Strafford. The original NROC meetings brought many new volunteer citizens into the process, but even their enthusiasm and willingness to work could not have earned these results without the financial support of the NHEP grant award. Hours of letter writing and personal contact with landowners by the volunteers of the Land Protection Group have raised awareness of the …

Environmental Justice, Community Empowerment, And The Role Of Lawyers In Post-Katrina New Orleans, Janell Smith, Rachel Spector

City University of New York Law Review

Working together toward a common goal often requires mobilizing the strength and energy of many groups of people, all of whom share the same passion for accomplishing that goal. This Article addresses how lawyers from around the country can work with local advocates on reconstruction efforts in New Orleans in a way that increases, rather than …

The Role Of Caregivers In The Management Of Alzheimer’S Disease : Examples From Asian Countries, Joydeep D. Chaudhuri, Srijit Das

Sultan Qaboos University Medical Journal

The demographic profile of the Asian population is rapidly changing, with a fast increasing ageing population, owing to an increase in longevity and a decreasing birth rate. Moreover, due to improved medical facilities and the increased aged population, Alzheimer’s disease (AD) is fast emerging as a major health problem in many Asian countries. As curative treatment for AD is still elusive, care giving is an important component of the management of AD. While Western countries have recognised this issue, besides highly industrialized Japan, the Asian initiative has been relatively slow. This article aims to address issues involved in caregiving in …

Spontaneous Intracranial Hypotension With Multiple Ischemic Stroke: A Casereport, Won-Jean Lin, Wai-Keung Lee, Yau-Wai Wai, Li-Rong Chen, Cheng-Chih Liao

Rehabilitation Practice and Science

The causes of cerebrospinal fluid leakage leading to intracranial hypotension are generally iatrogenic or due to trauma. Postural headache is usually a characteristic symptom of intracranial hypotension, although other presenting neurologic symptoms occur, such as cranial nerve injury, vomiting, dizziness, photophobia, ataxia, dementia, coma, or death. A spontaneous cause for intracranial hypotension is uncommon. Intracranial hypotension with ischemic stroke, as described herein, has not been previously reported.A 43-year-old man complained of intermittent headaches for approximately one year, but the symptoms remitted with bedrest. He was ultimately sent to the hospital due to a severe headache. Although there were no significant …

Varietal Role In The Management Of The Larger Grain Borer, Prostephanus Truncatus (Horn) In Stored Maize, C. P. Rugumamu

Tanzania Journal of Science

The study determined the amount of haemolymph vitellogenin (Vg) of the Larger Grain Borer (LGB), Prostephanus truncatus (Horn) vitellogenic females reared on different maize varieties. The varieties were ZM 521, ZM 421, ECAVL1-DLN, WEEVIL A, LOCAL 1 and LOCAL 2. Sodium Dodecyl Sulphate-Polyacrylamide Gel Electrophoresis (SDS - PAGE) was conducted on the insect haemolymph. F1 LGB adults from each variety were used to determine Indices of Susceptibility (IS) of the varieties to the insect pest attack. Percentages of Vg from female insects and IS were in the order ZM 521>ZM 421> ECAVL1-DLN>WEEVIL A >LOCAL 1>LOCAL 2. Weight …

Coastal Tanzania, A New Home To The Living Coelacanth: An Oceanographic Analysis, N. Nyandwi Dec 2006

Coastal Tanzania, A New Home To The Living Coelacanth: An Oceanographic Analysis, N. Nyandwi

Tanzania Journal of Science

Coelacanth is no longer a new fish in Tanzania. After it was first discovered in September 2003 off Kilwa Masoko in southern Tanzania and with awareness campaigns, fishermen have reported further landings since, mostly in Tanga, northern Tanzania at Kigombe village. Analysis of habitat conditions suitable for the coelacanth indicates that the oceanography may just be right for the fish to have a permanent residence as opposed to the theory of drifters from a natural home elsewhere. At one time three specimens were captured together in the same net indicating that they formed a group. Oceanographic studies of the habitat …

Replacing The Federal Income Tax With A Postpaid Consumption Tax: Preliminary Thoughts Regarding A Government Matching Program For Wealthy Investors And A New Tax Policy Lens, J. Clifton Fleming Jr. Dec 2006

Replacing The Federal Income Tax With A Postpaid Consumption Tax: Preliminary Thoughts Regarding A Government Matching Program For Wealthy Investors And A New Tax Policy Lens, J. Clifton Fleming Jr.

Faculty Scholarship

In recent years, proposals have been made to replace the federal income tax with a postpaid consumption tax - that is, a federal value added tax ("VAT"), a federal retail sales tax ("RST"), or a federal cash-flow (consumed income) tax. Because these taxes can be constructed so that they are indistinguishable at the level of the ultimate consumer in terms of their principal effects, and because a prominent recent proposal is the RST approach, I have written this article in terms of an RST/income tax comparison. The analysis, however, would be mostly the same if the income tax was compared …
