Assessing Program Effects Or Impact In Enterprise Development Programs, Tristi C. Nichols

Responding to questions increasingly posed by finders regarding what works best in assisting small businesses and what impacts are caused by program interventions, this paper aims to help program administrators answer these questions. Focusing on business development service provision, specific conceptual measures and quantitative variables are presented with examples in an effort to provide some guidance for collecting and analyzing data. The paper elucidates how program planners may emphasize the impact of their interventions, thereby explaining to finders what works best and how to prove it. This paper offers insights on the need for increased program accountability and the benefits that arise from the use of better performance measures. Examples of impact and accountability reports are presented to highlight the best practices. Weaker impact reports are analyzed so as to emphasize more effective ways to demonstrate outputs and impact to funders.

Spreadsheet languages are widely used by end users to perform a broad range of important tasks. Evidence shows, however, that spreadsheets often contain faults. Thus, in prior work we presented a dataflow testing methodology for use with spreadsheets, that provides feedback about the coverage of cells in spreadsheets via visual devices. Studies have shown that this methodology, which we call WYSIWYT (What You See Is What You Test), can be used cost-effectively by end-user programmers. Shape descriptors are used extensively in computer vision/automated recognition applications such as fingerprint matching, robotics, character recognition, etc. The conventional two-dimensional shape descriptors used in these applications do not readily lend themselves to compact representations in three dimensions. The situation is even more challenging when one attempts to numerically describe the three-dimensional shapes of a mixture of objects such as in an aggregate mix.

War is inherently damaging to the environment. Though these deleterious actions are often attributed to "states" during times of armed conflict, they are normally the result of military operations conducted by members of the military who are carrying out orders from military superiors. While many have proposed systemic changes that affect how states can or should be held responsible, few have commented on the process of holding individual military personnel or commanders responsible for battlefield acts of environmental damage. The Diversity Of Benthic Mollusks Of Lake Victoria And Lake Burigi, Ja Mwambungu

Molluscan diversity, abundance and distribution in sediments of Lake Victoria and its satellite lake, Lake Burigi, were investigated. The survey was carried out in January and February 2002 for Lake Victoria and in March and April 2002 for Lake Burigi. Ten genera were recorded from four zones of Lake Victoria while only three genera were recorded from Lake Burigi. In Lake Victoria the most diverse zone was Mara zone. The mollusca communities comprised of Bellamya, Gabbiella, Melanoides, Bulinus, Biomphalaria and Cleopatra (Gastropoda) and Corbicula, Eupera (Byssanodonta), Caelatura and Sphaerium (Bivalvia). The survey was carried out in January/February and July/August 2002 to investigate phytoplankton species diversity, spatial distribution, numerical abundance and total biomass (chlorophyll a concentration) in 10 selected stations on the Tanzanian side of Lake Victoria. At each station, samples for diversity data were collected by plankton net, which was towed at the surface water, while those for spatial distribution and abundance were collected using a 1 l Van Dorn water sampler. A total of 113 species belonging to 52 different genera were identified. Cyanobacteria were the most diverse group in both seasons. The concentration of chlorophyll a ranged from …

The fisheries and some aspects of the biology of Oreochromis urolepis of the Mtera Reservoir (Tanzania) were examined in August 2002. It was observed that there was no proper management of the reservoir's fisheries. Beach seine fishing dominated the fishery. Nearly all the O. urolepis caught by this type of gear were juveniles. The number of fish caught by the beach seines was very high, some times up to 4,000 fish per haul. The beach seines also destroy the spawning sites for the tilapias. The paper reports on the state of soil contamination by obsolete pesticides at Vikuge State Farm, Coast Region, Tanzania, where, in 1986, a 170 m3 “donation” of partially expired pesticides were stored in an open shed that eventually collapsed. Analyses of soil samples collected in 2000 from the old storage site at the farm for 80 different pesticide residues and metabolites have revealed alarmingly high concentrations of pesticide residues to qualify Vikuge as one of the most contaminated sites in the world. This report provides a technical description of the Integrated Cooperative Decision-Making (ICDM) software toolkit for the development of intelligent decision-support applications. Organic liquid saturation distributions resulting from a simulated tetrachloroethene (PCE) spill were generated with alternative models of spatially varying aquifer properties for a statistically homogeneous, nonuniform sand aquifer. The distributions were analyzed to quantify DNAPL source zone characteristics and then incorporated as initial conditions for simulated PCE recovery using surfactant-enhanced aquifer remediation (SEAR). The predicted evolution of the spatial distribution of DNAPL saturations or source zone ‘‘architectures’’ and associated remediation efficiencies are strongly influenced by the spatial correlation of aquifer parameters and multiphase flow constitutive relationships. Model predictions suggest that removal of 60 to 99% of entrapped PCE can reduce …

Beginning with Aristotle’s statement in Physics II.2 that motion must be continuous to be for the sake of an end, I argue that properly understood, continuity is actually a sufficient condition for the goal- directedness of any motion in Aristotle’s teleology. I establish this conclusion first for the simple motions discussed in Physics V-VI, and then for complex changes such as the generation and development of a living thing. In both steps of the argument, the notion of καθ’ αυτό agency serves as a key link between continuity and goal-directedness.
