The Concept Of Social Exclusion And Rural Development Policy, F. Dale Parent, Bonnie L. Lewis
Journal of Rural Social Sciences
Since the early 1970s rural research and public education programs have been intensified in efforts to improve living conditions and strengthen community life in rural America (Southern Perspectives 2000). During much of the 1990s, the nation, including the rural South, experienced a growing economy, a booming stock market, and declining unemployment rates (Gibbs 2001). However, many serious social problems traditionally associated with the rural South remain to this day (Gibbs 2001). This paper introduces the concept of social exclusion, used extensively in European countries and now part of the European Union's official lexicon. Social exclusion is defined as the process …

Say Cheese: The Constitutionality Of State-Mandated Airtime On Public Broadcasting Stations In Wisconsin, Andrew D. Cotlar
Federal Communications Law Journal
Last year, the State of Wisconsin passed legislation which would require statechartered public broadcasting television networks to carry political advertising for candidates free of charge. In this article, Andrew Cotlar raises many concerns about the wisdom of such legislation and the impact this trend may have on public broadcasters throughout the nation. The author begins by analyzing the current position of the law on political access requirements, at both federal and state levels, and then argues that the public television stations should continue to be free to exercise substantial editorial discretion. Plan It. This strategy includes all of the planning and environmental design for the state's highway projects. It also supports planning for transportation modes such as rail, air, marine, pipeline, bicycle and pedestrian traffic. It includes acquiring right of way for transportation projects and providing relocation expenses when necessary. Funding and management of research programs that help save lives and money are also part of this strategy. Build It. This strategy oversees construction projects that add capacity to the state's transportation system, either through new projects or those which supplement the existing infrastructure. Diversity Matters: Race, Gender And Ethnicity In Legal Education., Nancy E. Dowd, Kenneth B. Nunn, Jane E. Pendergast

This Article presents more evidence of the inequality that persists in legal education for students. Based on a survey of University of Florida law students conducted in 2001, this study reaffirms the existence of differential experience and an inegalitarian culture in legal education. However, it also demonstrates the importance of diversity and the recognition by a significant majority of students of the value of race and gender pluralism. These competing findings provide a clear guide to the future direction of legal education.

Fourteen of the domestic relations appellate cases decided during the survey period' are digested here. Georgia law requires that appeals of domestic relations cases occur through the discretionary application process. A party wanting to appeal an order in a domestic relations case must first file an application to obtain the appropriate appellate court's permission to file an appeal. As part of a pilot project, the Georgia Supreme Court announced it would accept all "non-frivolous" applications filed in domestic relations cases during the calendar year 2003.
