Progressivist Origins of the 2003 California Gubernatorial Recall, was written in Sacramento in the midst of the first statewide recall of an elected official in California. The paper explores the nature of the recall procedure and its implementation in the state, and is chiefly an inquiry into the relatedness of the current incarnation and its Progressivist root. It focuses particularly on the recall of Governor Gray Davis, and details how shifting attitudes towards public participation have altered the procedure over time.

Since the early 1970s rural research and public education programs have been intensified in efforts to improve living conditions and strengthen community life in rural America (Southern Perspectives 2000). During much of the 1990s, the nation, including the rural South, experienced a growing economy, a booming stock market, and declining unemployment rates (Gibbs 2001). However, many serious social problems traditionally associated with the rural South remain to this day (Gibbs 2001). Public Interests In Private Property: Conflicts Over Wood Chip Mills In North Carolina, Sarah T. Warren

The controversy over chip mills in North Carolina is part of a larger public discussion of forest policy throughout the southern Appalachians, Ozarks, and Ouachitas. Chip mills have become a symbol of forest resource exploitation in the southern Appalachians, and many studies and commissions have been established for analysis of the conflict. In this paper I describe the tensions that have arisen between new public views of appropriate property use and more traditional views of natural resource use. A strong earthquake of magnitude 6.5 ( Mw) struck the Central Coast of California at 11:15:56 AM PST (19:15:56 UTC) on Monday, December 22, 2003. The epicenter (Figure 1) was 11 km (7 mile) NE of San Simeon, at a depth of about 8 km (5 mile). Two people were killed and about 40 buildings collapsed or severely damaged at Paso Robles which is located about 39 km (24 mile) from the epicenter. At least 40 people were reported to be injured in the Paso Robles-Templeton area. This preliminary report presents basic information on the epicenter location, intensity …

This is the Consultant’s report to the Master Plan Circulation Group, which is a subgroup of the Master Plan Committee. It attempts to supplement and amplify the information provided in the Master Plan of March 21, 2001, and create an effective circulation system balancing the automobile with the pedestrian, bicycle, and bus. There have been few studies that have attempted to understand the world of parents raising a child with depression. This study introduces the magnitude of the problem of childhood depression and explores what it means to be the mother of an adolescent with depression. For this study, three mothers of adolescents wit.h depression were questioned interviews were in unstructured interviews. The Dynastine Scarab Beetles Of Costa Rica And Panama (Coleoptera: Scarabaeidae: Dynastinae), Brett C. Ratcliffe

Bulletin of the University of Nebraska State Museum (1924–2023)

The 157 species of dynastine scarab beetles that occur in Costa Rica and Panama are comprehensively reviewed. Keys, descriptions, distributions, and notes on biology are provided for all species as well as illustrations and maps. The larvae of Enema endymion, Heterogomphus chevrolati, and Dynastes hercules are described for the first time. Also included are synopses of the higher-level taxa, a glossary, a gazetteer of place names, and a species checklist.

A Global Conservation Assessment Of Temperate Forests: Status And Protection, Jennifer Gagnon

Global biodiversity protection requires the development of protected areas that include representative samples of different ecosystems and their associated biodiversity (Dudley 1992, Scott et al. 2001a). I compared long-term decline and protection of forests in three major biomes; boreal, temperate and tropical. I found that forests in the temperate biome are less abundant and less protected than forests in the boreal and tropical biomes. I conducted regional analyses for five continents on the degree of protection of temperate forests across naturally occurring geographic and elevational ranges. [1] In this paper we present the first early dry season (early June-early August) emission factor measurements for carbon dioxide (CO2), carbon monoxide (CO), methane (CH4), nonmethane hydrocarbons (NMHC), and particulates with a diameter less than 2.5 μm (PM2.5) for southern African grassland and woodland fires. Seasonal emission factors for grassland fires correlate linearly with the proportion of green grass, used as a surrogate for the fuel moisture content, and are higher for products of incomplete combustion in the early part of the dry season compared with later in the dry season. I conducted this study to determine if African American men and women who marry white men and women in East Tennessee perceive experiences of isolation and alienation from their families and friends as a result of their selection of a mate from a race other than the one into which they were born. I interviewed ten individuals who are or have been interracially married. As a result of my research, I found that my results compare favorably with those of scholarly studies that discovered alienation and isolation among interracial couples.

This paper analyzes the fundamental maritime defense mentality that permeated America throughout the early part of the Republic. For fear of economic debt and foreign wars, Thomas Jefferson and his Republican party, opposed the construction of a formidable blue water naval force. Instead, they argued for a small naval force capable of engaging the Barbary pirates and other small similar forces. For protection of the nation and commerce, they wanted a strictly defensive strategy developed around coastal gunboats and harbor fortifications. This research will analyze the naval aspect of this defense mentality from its creation in 1794, through the War …
