Progressivist Origins of the 2003 California Gubernatorial Recall, was written in Sacramento in the midst of the first statewide recall of an elected official in California. The paper explores the nature of the recall procedure and its implementation in the state, and is chiefly an inquiry into the relatedness of the current incarnation and its Progressivist root. It focuses particularly on the recall of Governor Gray Davis, and details how shifting attitudes towards public participation have altered the procedure over time.

Faith Based Initiatives And Black Churches: Relationships In A Small City, Said Sewell Iii

Journal of Rural Social Sciences

This exploratory study examined characteristics of black churches in a small southern city that affected the likelihood that such churches would play an active role in faith-based community services. A formal mail survey of church ministers in black Protestant churches in this city was employed. Results were discussed in light of federal policies that promote faith-based initiatives to meet local social service needs. The results indicated that the majority of the black churches in this study were active in addressing local needs through indirect (sermons, lobbying local governments) rather than direct (program development and implementation) means. Spatially Varying Threshold Models For The Automated Segmentation Of Radiodense Tissue In Digitized Mammograms, Richard Edson Eckert Iii

The percentage of radiodense (bright) tissue in a mammogram has been correlated to an increased risk of breast cancer. This thesis presents an automated method to quantify the amount of radiodense tissue found in a digitized mammogram. The algorithm employs a radial basis function neural network in order to segment the breast tissue region from the remainder of the X-ray. A spatially varying Neyman-Pearson threshold is used to calculate the percentage of radiodense tissue and compensate for the effects of tissue compression that occurs during a mammography procedure. Pion-Kaon Correlations In Central Au+Au Collisions At √SNn=130 Gev, Star Collaboration, T.D. Gutierrez

Physics

Pion-kaon correlation functions are constructed from central Au+Au STAR data taken at √sNN=130  GeV by the STAR detector at the Relativistic Heavy Ion Collider (RHIC). The results suggest that pions and kaons are not emitted at the same average space-time point. Space-momentum correlations, i.e., transverse flow, lead to a space-time emission asymmetry of pions and kaons that is consistent with the data. This result provides new independent evidence that the system created at RHIC undergoes a collective transverse expansion.

Nondestructive evaluation (NDE) plays a vital component in the operation and maintenance of large infrastructure such as gas transmission pipelines, nuclear power plants, aircraft, bridges and highways, etc. As this infrastructure continues to age it is essential that the inspection techniques reliably and accurately predict the integrity of these systems. No single NDE method is capable of inspecting all types of anomalies and extracting all required information – a combination of methods must be used and the resulting data fused. Prosecuting Martha: Federal Prosecutorial Power And The Need For A Law Of Counts, Michael L. Seigel, Christopher Slobogin

Martha Stewart's case illustrates a wide variety of prosecutorial decision-making. We have defended the U.S. Attorney's decision to investigate and prosecute Stewart, but called into question the further decision to charge her with five counts. As a way of curtailing the redundant charging phenomenon, which is widespread, we have suggested that the courts develop a law of counts to cabin prosecutorial charging discretion. Thus, our proposal to create a law of counts would not require prosecutors to act against their short- or long-term interests. Rather, it would be implemented by judges using the interpretive method, without going so far as …

With increasing technology inside automobiles, especially law enforcement vehicles, there is a growing need for centralized wiring and device interconnection methods. Each new technology, such as GPS navigation units and in-vehicle video systems, includes a corresponding wiring harness that needs installation. The summation of all these hardwired technologies leads to large volumes of wire that negatively affect safety, power demands, and future design opportunities. A new trend among automotive manufacturers is to design and implement innovative networks that allow for shared communications between technologies.

Developed in the early 1980's, the flail space model has become the standard method for estimating occupant risk in full-scale crash tests involving roadside safety features. The widespread availability of airbags and increased seat belt usage rates in today's vehicle fleet, however, raise serious questions regarding the validity of the model. Recent implementation of Event Data Recorder (EDR) technology in a number of late model vehicles presents a different perspective on the assessment of the validity of occupant risk based on the flail space model. The prevalence of mental health problems in the juvenile offender population is substantially higher than that of the general population (Cocozza & Skowyra, 2000). Studies estimate that one in five juvenile offenders has serious mental health problems, which is nearly twice the rate of occurrence of mental illness in children and adults in the general population (NMHA Fact Sheet #l). However, there have been several methodological problems encountered in previous research. Inflation targeting (IT) secara implisit telah diterapkan di Indonesia sejak Bank Indonesia mengumumkan target inflasi secara transparan kepada publik di awal tahun 2000. Penerapan IT di Indonesia didasarkan pada beberapa pertimbangan (Alamsyah, et al, 2001). A number of physical systems exhibit a particular form of asymptotic conformal invariance: within a particular domain of distances, they are characterized by a long-range conformal interaction (inverse square potential), the apparent absence of dimensional scales, and an SO(2,1) symmetry algebra. Examples from molecular physics to black holes are provided and discussed within a unified treatment. When such systems are physically realized in the appropriate strong-coupling regime, the occurrence of quantum symmetry breaking is possible. This anomaly is revealed by the failure of the symmetry generators to close the algebra in a manner shown to be independent of the renormalization …

Thermocatalytic Co2-Free Production Of Hydrogen And Carbon From Hydrocarbon Fuels, Nazim Muradov

This invention relates to a novel process for sustainable CO.sub.2 -free production of hydrogen and carbon by thermocatalytic decomposition (or dissociation, pyrolysis, cracking) of hydrocarbon fuels over carbon-based catalysts in the absence of air and/or water. The process is applicable to any hydrocarbon fuel, including sulfurous fuels. Combination of a catalytic reactor with a gas separation unit allows to produce high purity hydrogen (at least, 99.0 v %) completely free of carbon oxides. In a preferred embodiment, sustainable continuous production of hydrogen and carbon is achieved by both internal and external activation of carbon catalysts. Internal activation of carbon catalyst …
