Collusive Bidding In The Fcc Spectrum Auctions, Peter Cramton, Jesse Schwartz

This paper describes the bid signaling that occurred in many of the FCC spectrum auctions. Bidders in these auctions bid on numerous spectrum licenses simultaneously, with bidding remaining open on all licenses until no bidder is willing to raise the bid on any license. Simultaneous open bidding allows bidders to send messages to their rivals, telling them on which licenses to bid and which to avoid. This “code bidding” occurs when one bidder tags the last few digits of its bid with the market number of a related license. In the United States and throughout the world there is a serious concern in the growing nursing shortage. Many recruitment and retention techniques are currently being used to ease the nursing shortage. One such avenue is a nurse re-entry program. The primary purpose of this study was to determine the interest for a RN re-entry program in southeastern Ohio.
The data collected during the investigation used both qualitative and quantitative research techniques. Information was received through two survey questionnaires and two focus groups. The instruments were designed with the purpose of determining how many registered nurses were not working in …

We present the evolution of oceanographic conditions off the western coast of South America between 1996 and 1999, including the cold periods of 1996 and 1998-1999 and the 1997-1998 El Niño, using satellite observations of sea level, winds, sea surface temperature (SST), and chlorophyll concentration. Following a period of cold SST and low sea levels in 1996, both were anomalously high between March 1997 and May 1998. The anomalies were greatest between 5 degrees S and 15 degrees S, although they extended beyond 40 degrees S. Two distinct peaks in sea level and SST occurred in June-July 1997 and December …

Viscoelasticity From A Microscopic Model Of Dislocation Dynamics, M. Christina Marchetti, Karl Saunders

It is shown that the dynamics of a viscoelastic medium can be modeled as that of a two-dimensional crystal with a finite concentration of dislocations, as well as vacancy and interstitial defects. At the longest length scales the viscoelasticity is described by the simplest Maxwell model, whose shear and compressional relaxation times are obtained in terms of microscopic quantities, including the density of free dislocations. At short length scales, t bond orientational order effects become important and lead to wave vector dependent corrections to the relaxation times.

The present invention generally relates to a microcolumn capable of separating an analyte from a sample in the millisecond time domain. The microcolumn is capable of such rapid separation by employing small column volumes that can tolerate medium to high flow rates. The invention also relates to a method of loading a microcolumn capable of separating an analyte from a sample in the millisecond time domain using plural injections of the packing material.

Continuous measurement results of selected constituent concentrations in the gases emitted to the air during the coke wet quenching process were presented and discussed in the paper. The measurements were carried out for the standard wet quenching tower. The research covered such substances as carbon dioxide, carbon monoxide, hydrogen sulfide, nitrogen oxide, nitrogen dioxide and a total content of hydrocarbons and hydrogen (combustible gases). Changeability of the substance concentrations depending of the quenching process duration was analyzed. Among other things the beginning of these substances formation, appearance of the maximum and the range of observed concentrations were taken into consideration. …

This paper reviews 115 articles and books published since 1971 that comprise almost all of the scholarly research on black farmers and land loss. It provides a general overview as well as discussion of the benefits of landownership for the black community. Several causes of black land and farm loss are reviewed: forced sales due to "heir property," lack of access to government programs, and continuing racial discrimination by lenders and government agencies. A number of the works cited provide possible ways to slow the loss of black-owned land, including strategies to increase the profitability of individual farms and increased …

This research note describes two simultaneous events: the Martin County coal waste disaster of October 2000 and our own research efforts in Martin County, Kentucky, in studying the effects of the disaster on the impacted community. Our research was unique in that we involved a large team of undergraduate students in our field and data collections efforts. We also applied more democratic and participatory methods than has been typical in the "techno-disasters" research. We believe that our expanded method has allowed us to glean insights and understanding into the effects and political dynamics of the Martin County coal waste disaster. …

We have performed a search for radiative b-hadron decays using events produced in pp̅ collisions at √s=1.8 TeV and collected by the Collider Detector at Fermilab. The decays we considered were B̅d0→K*0(→K-π+) γ, B̅s0→φ(→K+K-) γ, Λb0→ Λ(→pπ-) γ, and their charge conjugates. Two independent methods to identify photons from such decays were employed. The exclusive γE/T signal has a small standard model cross section and is thus a channel sensitive to new physics. This signature is predicted by models with a superlight gravitino or with large extra spatial dimensions. We search for such signals at the Collider Detector at Fermilab, using 87 pb-1 of data at √s=1.8 TeV, and extract 95% C.L. limits on these processes. A limit of 221 GeV is set on the scale |F|1/2 in supersymmetric models. For 4, 6, and 8 extra dimensions, model-dependent limits on the fundamental mass scale MD of 0.55, 0.58, and …

Breast cancer is the second leading cause of cancer related mortality among American women. Mammography screening has emerged as a reliable non-invasive technique for early detection of breast cancer. The radiographic appearance of the female breast consists of radiolucent (dark) regions and radiodense (light) regions due to connective and epithelial tissue. It has been established that the percentage of radiodense tissue in a patient's breast can be used as a marker for predicting breast cancer risk. The restructuring of the animal agriculture industry in the United States, a response to globalization dynamics within the world economy, has created a new social risk profile which did not exist in this industry prior to the adoption of factory farm technology. Analysis of the CAFO [concentrated animal feeding operation] regulation debate in Kentucky illustrates the political economy genesis of social risk politics accompanying this new technology. Broiler production is concentrated in a few southem states where farmers are highly dependent on contract arrangements for income and livelihood. Poultry is the first animal industry to industrialize and its model of contract farming has been emulated by other animal industries. Environmental standards are becoming increasingly stringent and many farmers are faced with crossroad decisions about investments in dead bird and manure disposal facilities. Asymmetrical power relationships shift waste management responsibilities to growers in a number of ways. In this study, we examine the extent to which structural conditions that favor investment in social capital affect mortality across nonmetro counties in Mississippi. To this end, we focus on four county structural conditions: (1) place of residence within county boundaries, (2) civic infrastructure, (3) economic conditions, and (4) county regional location. The results clearly indicate that structural conditions that favor investment in social capital lead to lower mortality. Specifically, concentration of disadvantage conditions has an independent effect on mortality. That is, its effect operates independentIy of other structural conditions. Widespread alarm over the continuing decline of marine and freshwater fisheries has prompted research on the theory and practice of community-based management (CBM). Considering the suite of possible CBM benefits--including local involvement, compliance with regulations, reduced enforcement costs, and sustainable resource use--it is understandable that CBM projects are on the rise. However, there is insufficient examination of the challenges to CBM and the context-specific feasibility of grassroots stewardship. Efficacy of three conifer release treatments, i) single application of glyphosate (Vision™) herbicide, ii) multiple application of glyphosate herbicide, and iii) motor-manual brush cutting for controlling competing plants, particularly trembling aspen (Populus tremuloides), pin cherry (Prunus pensylvanica), green alder (Alnus viridis spp. crispa), and beaked hazel (Corylus cornuta spp. cornuta), was studied in a seven-year-old jack pine (Pinus banksiana) plantation in northwestern Ontario, Canada. The single and multiple glyphosate applications were equally effective in controlling trembling aspen and pin cherry, causing over 90% stem mortality. Computer networks create tremendously increased capabilities but also represent equally increased vulnerabilities. These vulnerabilites are especially acute in relation to potential attacks on critical national infrasturucture. This Article proposes that international law must evolve to recognize that attacks against a nation's critical national infrastructure from any source constitute a use of force. Such attacks, therefore, give the victim state the right to proportional self-defense - including anticipatory self-defense - even if the computer network attack is not an armed attack under Article 51 of the United Nations Charter. Mylanodon rosei is a new genus and species of late Paleocene metacheiromyid palaeanodont from a new late Tiffanian locality, Y2K Quarry, in the Clarks Fork Basin, Wyoming. The type is an adult dentary with P4 and a molariform double-rooted M1. This provides the first evidence that molariform teeth were retained in early Metacheiromyidae. A second specimen is a juvenile dentary with a partial P3 and an unerupted P4. This is the first juvenile dentition known for a Paleocene metacheiromyid. The combination of certain features of fire disturbance, notably fire frequency, size and severity, may be used to characterize the disturbance regime in any region of the boreal forest. As some consequences of fire resemble the effects of industrial forest harvesting, conventional forest management is often considered as a disturbance that has effects similar to those of natural disturbances. Although the analogy between forest management and fire disturbance in boreal ecosystems has some merit, it is important to recognise that it also has its limitations. Nondestructive evaluation (NDE) techniques offer cost-effective strategies for monitoring the integrity of a variety of civil infrastructure, such as natural gas and sewer pipelines, without the need to take the system off-line. However, interpretation of NDE signals in terms of the location, size, and shape of underlying flaws in the material being inspected is fraught with difficulty. Typically, variations in the testing signal due to operational parameters have created a significant challenge for defect characterization. This thesis proposes, develops, and validates a defect characterization algorithm that compensates for operational variables and maps the test signal to a visual defect profile. …

Security is emerging as a growing concern throughout the distributed computing community. Typical solutions entail specialized infrastructure support for authentication, encryption and access control. Mobile applications executing over ad hoc wireless networks present designers with a rather distinct set of security requirements. A totally open setting and limited resources call for lightweight and highly decentralized security solutions. In this paper we propose an approach that relies on extending an existing coordination middleware for mobility (Lime). A Lightweight Coordination Model And Middleware For Mobile Computing **Please See Wucse-03-12**, Gruia-Catalin Roman, Chien-Liang Fok

LimeLite is a new coordination model and middleware designed to support rapid development of applications entailing logical mobility of agents and physical mobility of hosts. Designed to function in open environments, LimeLite performs automatic agent discovery but filters the results to define for each agent an individualized acquaintance list in accordance with run-time policies specified at the application level. This asymmetry among participants in the coordination process is dictated by the need to accommodate settings involving large numbers of agents and hosts that come and go freely.
