In the United States and throughout the world there is a serious concern in the growing nursing shortage. Many recruitment and retention techniques are currently being used to ease the nursing shortage. One such avenue is a nurse re-entry program. The primary purpose of this study was to determine the interest for a RN re-entry program in southeastern Ohio.
The data collected during the investigation used both qualitative and quantitative research techniques. Information was received through two survey questionnaires and two focus groups. The instruments were designed with the purpose of determining how many registered nurses were not working in …

Widespread alarm over the continuing decline of marine and freshwater fisheries has prompted research on the theory and practice of community-based management (CBM). Considering the suite of possible CBM benefits--including local involvement, compliance with regulations, reduced enforcement costs, and sustainable resource use--it is understandable that CBM projects are on the rise. However, there is insufficient examination of the challenges to CBM and the context-specific feasibility of grassroots stewardship. In response, we applied an assessment framework to a Venezuelan fishery to evaluate the feasibility of CBM and to identify barriers to its fruition. We used a variety of methods in concert …

Broiler production is concentrated in a few southem states where farmers are highly dependent on contract arrangements for income and livelihood. Poultry is the first animal industry to industrialize and its model of contract farming has been emulated by other animal industries. Environmental standards are becoming increasingly stringent and many farmers are faced with crossroad decisions about investments in dead bird and manure disposal facilities. Asymmetrical power relationships shift waste management responsibilities to growers in a number of ways. This research note describes two simultaneous events: the Martin County coal waste disaster of October 2000 and our own research efforts in Martin County, Kentucky, in studying the effects of the disaster on the impacted community. Our research was unique in that we involved a large team of undergraduate students in our field and data collections efforts. We also applied more democratic and participatory methods than has been typical in the "techno-disasters" research. We believe that our expanded method has allowed us to glean insights and understanding into the effects and political dynamics of the Martin County coal waste disaster. …

The restructuring of the animal agriculture industry in the United States, a response to globalization dynamics within the world economy, has created a new social risk profile which did not exist in this industry prior to the adoption of factory farm technology. Analysis of the CAFO [concentrated animal feeding operation] regulation debate in Kentucky illustrates the political economy genesis of social risk politics accompanying this new technology. The politics of regulatory efforts to ameliorate such risk, an increasingly frequent occurrence in the risk society era, are examined in a recent attempt to promulgate a CAFO regulatory regime in Kentucky. The Loss And Persistence Of Black-Owned Farms And Farmland: A Review Of The Research Literature And Its Implications, Jess Gilbert, Gwen Sharp, M. Sindy Felin
Journal of Rural Social Sciences
This paper reviews 115 articles and books published since 1971 that comprise almost all of the scholarly research on black farmers and land loss. It provides a general overview as well as discussion of the benefits of landownership for the black community. Several causes of black land and farm loss are reviewed: forced sales due to "heir property," lack of access to government programs, and continuing racial discrimination by lenders and government agencies. A number of the works cited provide possible ways to slow the loss of black-owned land, including strategies to increase the profitability of individual farms and increased …

Social Capital, Structural Conditions, And Mortality: A Study Of Nonmetropolitan Counties In Mississippi, Domenico Parisi, Steven Michael Grice, Michael Taquino, Duane A. Gill
Journal of Rural Social Sciences
In this study, we examine the extent to which structural conditions that favor investment in social capital affect mortality across nonmetro counties in Mississippi. To this end, we focus on four county structural conditions: (1) place of residence within county boundaries, (2) civic infrastructure, (3) economic conditions, and (4) county regional location. The results clearly indicate that structural conditions that favor investment in social capital lead to lower mortality. Specifically, concentration of disadvantage conditions has an independent effect on mortality. That is, its effect operates independentIy of other structural conditions. Efficacy of three conifer release treatments, i) single application of glyphosate (Vision™) herbicide, ii) multiple application of glyphosate herbicide, and iii) motor-manual brush cutting for controlling competing plants, particularly trembling aspen (Populus tremuloides), pin cherry (Prunus pensylvanica), green alder (Alnus viridis spp. crispa), and beaked hazel (Corylus cornuta spp. cornuta), was studied in a seven-year-old jack pine (Pinus banksiana) plantation in northwestern Ontario, Canada. The single and multiple glyphosate applications were equally effective in controlling trembling aspen and pin cherry, causing over 90% stem mortality. Nondestructive evaluation (NDE) techniques offer cost-effective strategies for monitoring the integrity of a variety of civil infrastructure, such as natural gas and sewer pipelines, without the need to take the system off-line. However, interpretation of NDE signals in terms of the location, size, and shape of underlying flaws in the material being inspected is fraught with difficulty. Typically, variations in the testing signal due to operational parameters have created a significant challenge for defect characterization. This thesis proposes, develops, and validates a defect characterization algorithm that compensates for operational variables and maps the test signal to a visual defect profile. …

The combination of certain features of fire disturbance, notably fire frequency, size and severity, may be used to characterize the disturbance regime in any region of the boreal forest. As some consequences of fire resemble the effects of industrial forest harvesting, conventional forest management is often considered as a disturbance that has effects similar to those of natural disturbances. Although the analogy between forest management and fire disturbance in boreal ecosystems has some merit, it is important to recognise that it also has its limitations. Two and three dimensional color image displays. The displays include a display medium having a substantially uniform dispersion of red, green and blue visible light emitting particles sized between approximately 0.5 to approximately 50 microns therethrough. The particles can be dye doped polymethylmethacrylate(pmma) plastic, and the display medium can be pmma, acrylic plastic or glass. Other particles can be used such as rare earth doped crystals. The two dimensional display uses three laser sources each having different wavelengths that direct light beams to each of three different types of particle in the display medium. It is shown that the dynamics of a viscoelastic medium can be modeled as that of a two-dimensional crystal with a finite concentration of dislocations, as well as vacancy and interstitial defects. At the longest length scales the viscoelasticity is described by the simplest Maxwell model, whose shear and compressional relaxation times are obtained in terms of microscopic quantities, including the density of free dislocations. At short length scales, t bond orientational order effects become important and lead to wave vector dependent corrections to the relaxation times.

Monetary Policy In Post-Crisis Indonesia: Some Lessons Learned, Reza Anglingkusumo

The base money-targeting framework has shown signs of success in containing the reemergence of inflationary pressures in post crisis Indonesia. We have attributed this initial success to the plausible existence of the monetarist type economic relationships that have lent support to the effectiveness of the framework. Moreover, a clear cut and overriding commitment to maintain monetary stability clearly enhanced the framework’s performance. To further improve the effectiveness of monetary policy in the future, we suggest the use of a full-information strategy in formulating monetary policy such as the one employed by the European Central Bank (ECB).

The present invention generally relates to a microcolumn capable of separating an analyte from a sample in the millisecond time domain. The microcolumn is capable of such rapid separation by employing small column volumes that can tolerate medium to high flow rates. The invention also relates to a method of loading a microcolumn capable of separating an analyte from a sample in the millisecond time domain using plural injections of the packing material.

We present optimal pumping strategies to address RDX and TNT plumes at Umatilla Chemical Depot (UCD). We provide strategies for four optimization problem formulations. Each strategy requires constructing 2 wells. New Well U-1 is in the same location for all strategies. The second well location can differ with formulation. The number in a strategy’s name refers to the formulation it addresses. Using optimization in design is normally an iterative process involving interaction between the designer and client after preliminary optimizations are performed. This project does not permit that. To compensate, we present a second strategy for Formulation 1 (Strategy USU1B), …

The purpose of this study is to attempt to draw lessons from Argentina’s Currency Board System (CBS) for Indonesia. Moreover, this study reviews Argentina’s economic performance before and after the implementation of the CBS, through an examination of some macroeconomic indicators namely real GDP growth, interest rates, money and inflation, as well as fiscal condition. The first three indicators are compared to the US, as the reserve-currency country, and Indonesia. The last indicator is compared to Indonesia only.In summary, the study found that after the adoption of the CBS the economic growth of Argentina substantially improved. The real interest rate …

Minimum wages have been a major consideration in Indonesia in recent years, as the government has strongly pursued a minimum wage policy. The levels of regional minimum wages have been increased significantly since 1989, and there is a concern that these increases may have slowed employment growth. Therefore, the purpose of this study is to examine the employment effects of minimum wages, using data for 26 provinces, covering the period from 1988 to 1999. In 1999, the central bank of Indonesia, Bank Indonesia, gained its independence. The new Central Bank Act has established a more explicit foundation for Bank Indonesia’s independence. Firstly, goal independence, in which Bank Indonesia sets its own monetary target. Secondly, instrument independence, in which Bank Indonesia implements various policy instruments to achieve that target. The primary objective of Bank Indonesia (henceforth BI) is to achieve and maintain price stability reflected in a low and stable inflation rate.
