Dialogue And Hierarchy In Charter Interpretation: A Comment On R. V. Mills, Jamie Cameron

This case comment focuses on two issues of methodology: the first concerns constitutional interpretation and the democratic process, or the dialogue issue, and the second, the relationship between Charter guarantees, or the hierarchy issue. To set the stage, an initial section provides an overview of the Stinchcombe/O'Connor/Mills trilogy, and is followed by a more detailed analysis of Mills that examines the tension between judicial and legislative decision making, before considering how Parliament and the Court altered O'Connor's model for balancing the rights of the accused and complainants. Passages found elsewhere in Job will be connected to chapter 31 to elucidate the book's storyline and major themes. Lastly, a discussion of Job's theological relevance will consider the book's significance in the wider framework of the Old and New Testaments.

College Graduates In The Nonmetropolitan South: Origins And Prospects, Robert M. Gibbs
Journal of Rural Social Sciences
This study documents the regional origins of the college-experienced population in the nonmetro South, using the National Longitudinal Survey of Youth, 1979 Cohort. As of 1994, the nonmetro South had generated over half of its own college-experienced adults between the ages of 30-38, a higher rate than that of any other region. Although the results of logistic regression estimates show that nonmetro southerners were less likely to attend college, those who left the region for college were more likely to return than other regional migrants, especially after age 30. Debates continue to abound regarding the importance of having an educated, well-trained workforce that can effectively fill the technology-sophisticated jobs emerging in the South. No doubt, the ticket to a decent job continues to be tied to a college education. But, the reality is that not all adults are able to secure a post-secondary education. The question is what prospects exist for those individuals who become non-college bound? Migration In The Nonmetropolitan South, Mark Nord, John Cromartie
Journal of Rural Social Sciences
Data from multiple sources are analyzed to provide a picture of domestic migration patterns, characteristics of migrants, and effects of migration on poverty and human capital in the rural South during the 1990s. Migration trends in the 1990s were quite favorable for the rural South. Net migration was positive and substantial and represented a gain of people in their early career years including a disproportionate share of young families. The "brain drain" that characterized the 1980s has at least slowed, and possibly stopped. This article examines the complexity of cooperative learning as an instructional strategy and discusses its positive effects for all students. The writer then defends cooperative learning as a classroom strategy for the academically gifted, even though gifted education practitioners frequently criticize it. He cites current research that identifies cooperative learning as an appropriate general education classroom strategy for all learners, as well as studies that criticize its effectiveness. Subsidence History Of The Rukwa Rift In South West Tanzania Analysed From Ivuna Well, E I Mbede
Tanzania Journal of Science
The variation in subsidence rate during rift basin development is a good indication for the Geodynamic history of a sedimentary basin. The sedimentary section of Ivuna Well is herein used to explain the structural evolution of Rukwa Basin within the Western Rift of the East African Rift System. The sedimentary record of Ivuna Well is extracted from published information. The effects of sedimentary load, corrected for compaction and variation in water depth, and lake-level have been removed to obtain the "tectonic subsidence." Curves show two phases of accelerated subsidence related to the fault controlled rifting phases: The Karoo rifting and …
