The Annual Report contains details of Central Bank of Nigeria (CBN) financial activities during the 1999 accounting year in accordance with statutory requirement. During the period under review, the Bank carried out its core functions under CBN Decree No. 24, 1991, and the Banks and Other Financial Institutions (BOFI Decree No. 25, 1991). The CBN also performed developmental and technical assistance roles to contribute to economic development and capacity building. Spatial Labor Markets, New Economic Geography, And Urban-Rural Linkages: Implications For The Rural South, Mark S. Henry

To reach the levels of prosperity in the urban South, rural leaders have a three-fold challenge: to improve human capital, to improve local amenities, and to identify the niche of rural communities in the new economic regions of the South, in other words, spatial labor markets will play a key role. The article first reviews key problems facing rural communities in the South that are likely to cause rural earnings-per-worker and employment opportunities to lag behind those in urban centers. Service Industries And Employment Growth In The Nonmetro South: A Geographical Perspective, William B. Beyers, Peter B. Nelson

Journal of Rural Social Sciences

Service employment has grown rapidly in the nonmetro South in recent years, accounting for 87 percent of overall job growth in the 1985-1995 time period. This pace has been sustained in nonmetro areas that are adjacent to metro areas, as well as in more remote nonmetro areas that are not adjacent to metro areas. Retail, health, and producer services account for the largest share of service employment growth. In contrast to the United States as a whole, which experienced declines in manufacturing employment, the nonmetro South has had increases in manufacturing employment. Along with the recent resurgence of interest in the agglomeration and clustering of economic activity, there has been increasing interest in industry clusters as a potential economic development strategy. Ultimately, the question of whether or not clusters are an appropriate focus of economic development strategies for rural areas depends on the relationship between clusters and local economic growth. The primary purpose of this paper is to discuss some of the issues involved in measuring the relationship between clusters and rural economic growth. Materials Engineering

Gamma titanium aluminide has received significant attention in recent years as a candidate material for use in aerospace and industrial gas turbine engine applications. In particular, these materials offer significant weight reductions (densities are less than half that of nickel-based superalloys), high specific strength retention at elevated temperature and high specific stiffness which is particularly important in vibrating components such as blades. This combination of weight savings and good mechanical properties has led to the possibility that γ-TiAl may be a suitable replacement for nickel-based alloys, such as Inconel 718, in low pressure turbine blades without significant redesign of the …

Getting Serious About Curtailing Deferral Of Us Tax On Foreign Source Income, Robert J. Peroni, J. Clifton Fleming Jr., Stephen E. Shay

When a U.S. person conducts business or investment activity abroad through a foreign corporation in a country that imposes only low rates of tax, the so-called deferral privilege allows the U.S. taxpayer to defer substantial amounts of U.S. tax at the cost of only a small foreign levy. Hence, the deferral privilege operates as a tax subsidy of sorts for U.S. persons with operations in low tax foreign countries and provides a major incentive for U.S. persons to shift their business operations and investments to foreign countries that impose little or no tax on the earnings of the foreign corporations.To …

A mathematical model is presented that could be used to describe the dynamic behavior, scale-up, and design of monoliths involving the adsorption of a solute of interest. The value of the pore diffusivity of the solute in the pores of the skeletons of the monolith is determined in an a priori manner by employing the pore network modeling theory of Meyers and Liapis [J. Chromatogr. A, 827 (1998) 197 and 852 (1999) 3]. The results clearly show that the pore diffusion coefficient, D(mp), of the solute depends on both the pore size distribution and the pore connectivity, n(T), of the …
