SEQRA, the New York State Environmental Quality Review Act, creates a process whereby public actions are reviewed with the intent to mitigate adverse environmental impacts. The SEQRA process has several flexible time constraints, which through negotiation, may be extended. Issues often arise due to the discrepancies between SEQRA’s imposed time limits and the time limits imposed on land use boards to make determinations about proposed projects. The question of which time limits apply was determined in Sun Beach Real Estate Corp. v. Anderson Beach. In that case, the court held that decisions, such as site plan approval deadlines, do not …

We measured seasonal patterns of net ecosystem exchange (NEE) of CO2 in a diverse peatland complex underlain by discontinuous permafrost in northern Manitoba, Canada, as part of the Boreal Ecosystems Atmosphere Study (BOREAS). Study sites spanned the full range of peatland trophic and moisture gradients found in boreal environments from bog (pH 3.9) to rich fen (pH 7.2). During midseason (July‐August, 1996), highest rates of NEE and respiration followed the trophic sequence of bog (5.4 to −3.9 μmol CO2 m−2 s−1) < poor fen (6.3 to −6.5 μmol CO2 m−2 s−1) < intermediate fen (10.5 to −7.8 μmol CO2 m−2 s−1) < rich fen (14.9 to −8.7 μmol CO2m−2 s−1). The sequence changed during spring (May‐June) and fall (September‐October) when ericaceous shrub (e.g., Chamaedaphne calyculata) bogs and sedge (Carex spp.) communities in poor to intermediate fens had higher maximum CO2 fixation rates than deciduous shrub‐dominated (Salix spp. and Betula spp.) rich fens. Timing of snowmelt and differential rates of peat surface thaw in microtopographic hummocks and hollows controlled the onset of carbon uptake in spring. Maximum photosynthesis and respiration were closely correlated throughout the growing season with a ratio of approximately 1/3 ecosystem respiration to maximum carbon uptake at all sites across the trophic gradient. Soil temperatures above the water table and timing of surface thaw and freeze‐up in the spring and fall were more important to net CO2 exchange than deep soil warming. This close coupling of maximum CO2 uptake and respiration to easily measurable variables, such as trophic status, peat temperature, and water table, will improve models of wetland carbon exchange. Although trophic status, aboveground net primary productivity, and surface temperatures were more important than water level in predicting respiration on a daily basis, the mean position of the water table was a good predictor (r2 = 0.63) of mean respiration rates across the range of plant community and moisture gradients. Q10 values ranged from 3.0 to 4.1 from bog to rich fen, but when normalized by above ground vascular plant biomass, the Q10 for all sites was 3.3.

The CREED Costa Rica project conducted an exhaustive quantitative inquiry into the economic factors that determine land use in the Río Chiquito watershed of Lake Arenal, Costa Rica, and found that livestock production is likely to produce positive hydrological externalities. This paper integrates these results into an application of the Institutional Analysis and Development Framework that is informed by a participatory process conducted with watershed stakeholders. The paper identifies physical measures, institutional arrangements and incentive mechanisms to stimulate improved watershed management in Río Chiquito by expanding the analysis beyond just the internalisation of hydrological externalities, to consideration of the larger …

In the economic analysis of long-term projects or changes in policy and land use with long term impacts, the cost and benefit flows typically occur in different periods. The Nevada Test Site has over 400 subsidence craters formed by the collapse of overlying rock following underground nuclear tests. Under natural conditions, infiltration and recharge would not be considered likely due to infrequent precipitation events and extreme evapotranspiration. Crater U5a in Frenchman Flat was chosen for study because it intercepts significantly more drainage than surrounding craters. Vadose zone modeling was conducted to test the sensitivity of water movement to boundary and initial conditions. One aspect of the complexity of mid- and high-harmonic generation in highintensity laser-plasma interactions is that nonlinear hydrodynamics is virtually always folded together with the nonlinear optical conversion process. We have partly dissected this issue in picosecond and subpicosecond interactions with preformed plasma gradients, imaging and spectrally resolving low- and mid-order harmonics. We describe spatial breakup of the picosecond beam in preformed plasmas, concomitant broaden~ng and breakup of the harmonic spectrum. presumably through self-phase modulation, together with data on the sensitivity of harmonics production efficiency to the gradient or extent of prefomed plasma.
