A Conceptual Plan For The Provision Of Reception Facilities In The Philippines, Elson Estioko Hermogino

This dissertation synthesizes a conceptual plan for the provision of reception facilities to improve marine environmental protection in the Philippines. The study is premised on the perception that the various pollution control measures formulated by the Philippine Coast Guard, which are mandated to address ship source pollution, are not being implemented due to the absence or severe inadequacy of the needed reception facilities in ports. The extent of maritime activities is presented while the various legislation, rules and regulations adopted by the Government concerning marine environmental protection in general, and the provision of reception facilities in particular, are examined. Towards Setting Up An Effective System To Protect The Persian Gulf Marine Environment From Oil Pollution, Davoud Sharifi

The dissertation is a study of the importance of protection of the marine environment of the Persian Gulf in order to propose a better system for oil pollution prevention, preparedness and response. The present system in the maritime administration of the Islamic Republic of Iran is briefly examined to see its capabilities in this respect. Then the relevant current national laws and regulations are examined. Further, the international and regional treaty instruments for oil pollution prevention, preparedness, and response are studied. The difficulties of implementation of these instruments and the ways and means to overcome them will also be considered. …

A Study To Determine The Relationship Between Perceived Communication Practices Of Leaders And Subordinate Response To Change, Catherine L. Chevalier

Organizational change continues to challenge leaders as they are charged with transforming their followers from a present state to a future state. This research examined the relationship between perceived communication practices of leaders and employee response to change in a natural setting. Randomly selected employees from the research and development division of a mid-size Fortune 500 company located in the Midwest comprised the sample (N. = 110). The study was executed upon completion of a large-scale change in policy which was formally communicated according to a protocol established by senior management. This paper demonstrates the overall success of bringing non-traditional audiences to a New Orleans Museum of Art (NOMA) exhibition, "Passionate Visions of the American South: Self-Taught Artists from 1940 to the Present." It also highlights the success of some of its public programs. However, the process of attracting these audiences to the museum falls short in its attempts at developing long-term relationships with NOMA. The first chapter provides historical background on NOMA and offers an overview of the "Passionate Visions" project. Chapter Two describes, in relative detail, the project's community outreach component and implementation of its public programs. It closes …

Congestion Management Systems Development And Implementation : Four Case Studies, Arlene Rose-Marie Willis

To address concerns of poor air quality, congested highways and the need to manage and plan for transportation within budgetary constraints, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) mandated the development and implementation of a Congestion Management System (CMS). Primarily, a CMS will fuel transportation decision making with information on system performance and alternate strategies to alleviate congestion and enhance mobility. Efforts through ISTEA are expected to produce a more efficient American transportation system -- this thesis takes a look at the preparatory activities.

VCU Voice, 1988-1998

VCU Today, the University’s first official administrative organ, began as a somewhat irregular monthly publication but moved to a bi-weekly newspaper format in the 1980s. The newspaper changed its name to VCU Voice in 1988 and ten years later it appeared under the title UniverCity News. As it neared the end of its run as a physical newspaper, the publication became simply VCU News. These four publications were essentially the same periodical published under different titles by the Office of University Relations. VCU News appeared online for the first time in 2002.

Much has been written concerning the need for schools to restructure. In scores of books and journals on school restructuring, suggestions have centered around such concepts as: decentralization, school-based management, and collaborative decision-making. Although these models have been utilized over a number of years, there is limited evidence relating to their effectiveness.

Almost no research studies have concluded that such restructuring models have impacted the academic lives of students. Multicultural organizations value diversity and are challenged to take steps to foster pluralism. A study of Ohio Extension administrators using survey instruments and focus group interviews examined perceptions about Extension's response to diversity issues, knowledge of administrators toward diversity issues, and organizational ability to provide equal opportunity to all employees. Outlined are steps leaders have taken since the study to foster diversity within the organization, including the development of a diversity plan with goals and action strategies.

Notebook computers are becoming an increasingly prevalent, and sometimes mandatory, accessory in college education. They and other new computer-assisted educational tools can increase dramatically the efficiency of traditional methods of instructional delivery and can provide the technological basis for new innovations in teaching strategy. However, as with any paradigm shift, the changeover in teaching and learning methods is difficult, expensive, and a disruption to the "status quo."

This research investigated the way four Air Force Materiel Command (AFMC) single manager organizations operationalized the Integrated Weapon System Management (IWSM) concept of "seamless processes." In this thesis, the IWSM concept of "seamless processes" refers to the degree of integration between acquisition and sustainment organizations. Four SPO organizations were involved in six case studies. This research focused on the way "seamless processes" affect the shifting of the organizational "center of gravity" within or between single manager organizations. An interview questionnaire was administered to 13 Product Center managers and 6 Logistics Center managers. The interview questions focused on IWSM in general, …
