The growing deployment of information and communication technologies in public service delivery, in general, and in the judiciary in particular, underscores the need for an assessment tool to evaluate digital maturity. Understanding digital maturity, a state in which an organization has completed digital development, helps diagnose the status quo, identify enablers, and address challenges, and consequently provide a roadmap for efficient improvements. Women living in contexts of urban poverty (IWLCUP) experience disproportionately high rates of psychological distress, yet their mental health needs remain largely underrecognized. Beyond individualized explanations, broader ecological perspectives situate these women’s distress within previously underemphasized macrolevel forces and acknowledge the role of inequity and related structural disparities (e.g., economic, sociocultural, political etc.) in their oppression and disempowerment, thereby contributing to increased psychological vulnerability. Such frameworks call for intervention efforts that reduce individual psychological risk by addressing structural determinants proximally and distally impacting the lives of IWLCUP. The purpose of the doctoral capstone was to enhance Hope Found's existing trauma informed reintegration framework through the development of an occupation-based framework. The enhanced framework focused on integrating developmentally responsive intervention planning, educational programming, implementation guidance, resource organization, documentation recommendations, and outcome measurement strategies to strengthen trauma-informed service delivery and support community reintegration for adolescent survivors of human trafficking and exploitation.

Coercive control and domestic violence perpetrated by men against women are global social problems sustained by patriarchal norms that normalize gender-based violence. These norms often contribute to victims' maladaptive self-beliefs, leading women to believe they provoked the abuse. When survivors seek legal protection, they may experience revictimization through legal processes that minimize their claims and enable perpetrators to continue exerting power and control through the justice system. As a result, dissatisfaction with the legal system may reinforce self-blame, while low self-compassion may further undermine women's perceived control over stressful events in both the short and long term. Nonprofit law firms and legal aid societies provide free civil legal assistance to low-income individuals who have a civil, legal need and who qualify for the services. However, the provision of such services is not straightforward nor without challenges and barriers. Despite the large number of attorneys in the United States, the disproportionate concentration of attorneys in urban areas leaves rural residents to navigate the complex legal system on their own. This uneven distribution creates ‘legal deserts’, or areas where residents lack access to attorneys. The Southwestern United States has especially dire legal deserts, and Nevada is no exception. While defendants in criminal matters are guaranteed legal representation, parties in civil legal issues are not granted the same right to representation. The Commons Of The Mind: Modeling Repeat-Player Behavior In Intellectual Property Infringement Disputes, Eliot Bridges Warner

This thesis investigates the applicability of Marc Galanter's 1974 model of repeat-player (RP) and one-shotter (OS) civil litigation to the domain of intellectual property (IP) infringement disputes. While Galanter's framework predicts that repeat players will enjoy structural advantages over one-shotters, this paper argues that IP deviates from that model in consequential ways. Unique features of IP infringement litigation, including the duty to enforce, the risk of invalidation at trial, the inverse relationship between firm size and infringement stakes, and compounding advantages accruing to large firms, produce a hierarchy of strategic advantage that is more steeply resource-dependent than Galanter anticipates.

This capstone examines how Central and Eastern European (CEE) women navigate professional mobility in Dubai and asks to what extent Dubai enables them to bypass the post-socialist stigma attached to their semi-peripheral European identity. Situated at the intersection of migration studies, gender, and critical scholarship on semi-peripheral whiteness, the study addresses the limited attention paid to CEE women as economic actors outside European contexts, where they are often either absorbed into the category of “Western expatriates” or reduced to highly gendered stereotypes. Access to justice remains a central challenge across legal systems, particularly for immigrants and refugees, Indigenous communities, and survivors of domestic violence. While legal aid organizations play a critical role in bridging this gap, their effectiveness increasingly depends on how clearly and compassionately they communicate legal information online to their target audience. Historically, Tijuana has been the destination for migrants who have been left out from the United States, Mexico, and the rest of the world. The city is at the epicenter of globalization where many transit, leave, and arrive. Sometimes considered a “third country” due to its binational and bicultural identity with its sister city, San Diego, California. Activist burnout has been identified as one of the greatest threats to social movement sustainability, and the lived experience of paid immigrant rights activists remains undertheorized. This narrative inquiry explored activist burnout among 10 San Diego County immigrant rights activists, revealing how this community understands burnout, what factors contribute to its production, and how activists sustain themselves within it. Using Clandinin and Connelly’s (2000) narrative inquiry methodology, the researcher conducted in-depth individual interviews with ten activists representing a range of intersectional identities and roles. Social Disorganization Theory (SDT) links structural disadvantage to crime through mechanisms such as residential instability, weakened social networks, and reduced informal social control in urban neighborhoods. Less is known about whether these mechanisms operate similarly in persistently poor rural communities where disadvantage is enduring rather than destabilizing. This study examines whether variation in poverty intensity predicts county-level crime in nonmetropolitan, persistently poor counties in Kentucky and Tennessee from 2016 to 2023. A balanced county-year panel (N = 344) integrates incident-based crime data with measures of poverty intensity and institutional capacity. This paper explores how school desegregation in Richland County Schools District One between 1940 to 1974 reshaped racial and political dynamics in Columbia, South Carolina. Although twenty-two students successfully desegregated the district's public schools in 1964, the process proceeded slowly, facing local and state resistance. By 1969, fewer than 1,300 Black students attended formerly White schools, while White flight to private institutions and neighboring county school districts accelerated. National challenges to this gradualist approach resulted in the Supreme Court’s unanimous decision in Green v. New Kent County case (1968), that determined “freedom of choice” plans to be insufficient to establish …

In the late 1970s and early 1980s, Indian newspapers and magazines began reporting stories of domestic abuse in matrimonial homes ranging from women subjected to dowry demands, beatings, everyday mistreatment, financial control, expulsion from the home, and even being burnt to death. Feminists recognized this as an urgent issue to respond to as these reports highlighted that domestic violence is endemic. Everybody knew a victim. Their own mothers, sisters, friends and, in some cases, they themselves were facing violence within marriage. The lobbying of women’s groups helped prompt the passage of Section 498A in 1983, which criminalized cruelty against women …

In the United States, Latinx immigrant communities often face social and systemic challenges that contribute to heightened levels of stress, anxiety, and displacement. While the built environment plays a critical role in shaping emotional and social well-being, architectural and interior design practices frequently overlook the lived experiences and cultural identities of these populations. This study explores how culturally responsive and participatory design strategies can foster safety, access, and empowerment for Latinx immigrants. Utilizing a mixed methods approach, this assessment gathered quantitative data from a staff satisfaction survey and reviewed qualitative data from exit interviews collected throughout 2025. The goal of this internship project was to support citizenship preparation by creating simple and user-friendly study tools for immigrant clients. The project took place at the Santa Cruz County Immigration Project in Watsonville and mainly served Spanish-speaking, low-income adults. This capstone project addresses barriers to record clearing services that impact recidivism and reentry outcomes in California. Individuals with criminal records often face challenges in securing employment, housing, and stability, increasing the likelihood of continued justice system involvement. Barriers To Justice: A Comparative Analysis Of Barriers To Legal Aid Across Missouri Counties, Grace Fentress

This study explores the complexity of the issue of legal aid and specifically the disparity in access to it across the state of Missouri’s counties, as they represent 115 different counties with diverse demographics throughout the state. By examining the number of legal aid organizations, funding levels, eligibility thresholds and geographical barriers, this study aims to identify what underlying factors contribute to disparities in legal accessibility. It is critical to address this question as the need for legal services is ever present and it is important that everyone has access to adequate representation. This capstone project addressed the lack of safe, accessible, and judgment-free ways for teens to ask questions about sensitive topics such as healthy relationships, dating violence, sexual abuse, and consent, which often prevents them from seeking help. The project was implemented at Monarch Services within the Children and Youth Program, a nonprofit organization in Santa Cruz County that supports survivors of domestic violence, sexual assault, and human trafficking.
