International human trafficking (IHT) is a type of criminal activity that involves groups and individuals who facilitate the global movement and exploitation of people, often by illegal means. Estimates show that, worldwide, there are over 25 million victims of human trafficking at any given time; however, estimates are prone to under and overcounting. Focusing on the Americas, this study compared the quality of two data sources that could be used to observe IHT. Introduction: Human trafficking is a multibillion dollar industry that enslaves 20.9 million people across the globe. Trafficking is defined as the recruitment, harboring, transportation, or receipt of persons using force, fraud or coercion for forced labor or sexual exploitation. The average age of a trafficking victim is 12-17 years; therefore, most resources are geared towards them. The Hague Convention on the Protection of Children and Co-operation in Respect of Intercountry Adoption was agreed upon in 1993 at the Hague Conference on Private International Law to address growing allegations of abduction, sale, and trafficking of children around the world. The Hague Convention guides countries to attend to the “best interest of the child” in making decisions on intercountry adoptions, and to apply the “principle of subsidiarity,” which calls for the consideration of family and kinship placement and national adoption prior to the consideration of intercountry adoption. In recent years, government agencies, advocacy groups, and academics have made attempts to address and understand the problem of human trafficking through raising awareness, conducting research and implementing prevention and intervention programs. This study tested whether gender inequality measures, which capture aspects of a country's social and political operations, are related to less governmental efforts to enforce laws against human trafficking, after controlling for other possible explanations for lax enforcement such as poverty, government corruption, political instability and increase of general violence, educational achievement, net migration, and the percent of the country's population living in urban areas.
