In the preamble of the 2024 presidential election seasons in both the United States and Mexico, there has been an increase in aggressive outspoken expression by national leaders regarding how to best handle the issue of drugs and drug use across the Western hemisphere. These types of sweeping policies are often credited to President Richard Nixon, who on June 18th, 1971, initiated his “War on Drugs,” a global policy campaign intended to address the production, distribution, and consumption of the illicit drug trade. Skirting The Law: Women In Vice During U.S. Prohibition In South Texas, 1900-1933, Carolina Monsivais

This Dissertation explores both women's participation in the vice industry north of the U.S.-Mexico border in South Texas and the ways in which women were policed. The Dissertation analyzes the interactions that occurred between law enforcement agents and the women they arrested, primarily ethnic Mexican women. This analysis illuminates law enforcement tactics that were honed during this era through the interactions that agents had with women who worked in vice industries. I also argue that women in this industry demonstrated knowledge, agency, and resistance. In addition, it created avenues of work for women, particularly in South Texas. However, studies examining …

This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and instead …

This dissertation analyzes the cases that have resisted the U.S. pressure to adopt the standard security model (SSM) to fight against drug-trafficking in Latin America and the Caribbean. Since more can be learned by examining phenomenon that deviate from the modal pattern, this dissertation focuses on Argentina. Existing research, by contrast, has revolved around Bolivia, Peru, Ecuador, Colombia, Mexico, and the Caribbean; countries where the U.S. securitized drug-trafficking by presenting it as an existential threat, justifying the militarization of counter-narcotics policies. Substance Abuse And Rehabilitation: Understanding The Issue From First-Hand Accounts, Mauricio Enrique Austin

This study clarifies understanding of factors influencing substance abuse and rehabilitation from the perspective of the substance abuser. The data collection and analysis methods employed include single and cross-case analyses, based on data gathered through semi-structured, face-to-face life history interviews with thirteen individuals who had substance abuse histories. In some respects, study results coincide with the extant literature on the subject. For example, most study participants first used drugs and/or alcohol while they were children or adolescents; experienced family and/or peer influence to start using; suffered from illnesses and/or loss of employment in association with their substance abuse; experienced a …
