This project explores the implementation of reforms to the prison system in the Dominican Republic, with an emphasis on how incarcerated people perceive their conditions and daily life in confinement. In 2003, the Dominican Republic established a New Prison Management Model, focused on international human rights standards and rehabilitation. This model now manages over half of the prison facilities and a third of the incarcerated population, while the previous, “traditional” model continues to operate in tandem. The “new” and reformed facilities (Centers for Correction and Rehabilitation) feature new buildings, programs, and correctional officer staff with multi-disciplinary training. In contrast, the …

This paper focuses on how governments respond to cartel violence in Colombia and Mexico with either cooperation or retaliation. I tested three explanations in Medellin from 1984 to 1993 and Culiacan from 2000 to 2011. While the theory suggests that state repression causes cartel violence or, the other way around, based on the empirical analysis, I find that the theories that focus only on cartel violence are insufficient because there is an interrelationship between international assistance, type of cartel violence, and the type of cartel territorial control with how governments respond to cartel violence. This thesis aims to investigate the violence encountered by Central American women, both at home and when they seek to migrate to the US. We examine the conditions faced by Central American women leading them to take risks as they emigrate from their countries of origin. First, we analyze the violence that women face in their countries of origin. Next, we discuss the violence that women encounter on migrant corridors. This research study focuses on the externalization of migration control and its effects on staffmembers of community organizations that serve Central American migrants in transit. While literature on migration enforcement places emphasis on border control and internal removals, research on new forms of migration enforcement has paid little attention to the extension of border control beyond physical borders. This study employed an ethnographic approach to address the overarching question of how community organizers have responded to the adoption of US practices on extraterritorial migration control by the Mexican government while serving migrants in transit. This thesis analyses the human rights implications of the measures taken by the Venezuelan government at the Venezuelan-Colombian border during the COVID-19 pandemic. I will argue that the goal of these measures is preventing or impeding the return of citizens through "deterrence techniques" that have been historically used by other countries. This case's importance relies on the fact that, unlike other cases, the Venezuelan government uses these "techniques" against its own nationals, rather than against unwanted immigrants. Los Zetas are considered by security analysts to be a transformative force within transnational criminal organizations (TCO), exporting their unique model throughout Mexico. Los Zetas’ idiosyncratic interventions include their diversification of criminal operations, professionalization of TCO security, sophisticated use of media and technology, extreme forms of violent coercion, and decentralized command structure. While the literature is overwhelmingly negative, scholars have managed to put forward pieces of a potential solution. On December 20, 2018 the Trump administration released a statement announcing the signing of an executive order implementing a new asylum program called the Migrant Protection Protocols. Under this legislation, third party nationals arriving at the United States’ southwestern border seeking asylum would be forced to remain in Mexico throughout the processing of their asylum application. This new protocol promised to limit false asylum cases and streamline meritorious applications while preventing migrants from exploiting loopholes in the former asylum system. This study aims to explore the relationship between clientelistic economies and systemic corruption under the framework of Economic Norms Theory. Pointedly, it examines the evolution of contractual mortgage credit as a percentage of GDP (representing the growth of a non-self-enforcing contract market) compared to both actual and perceived levels of corruption in Brazil in order to assess whether Brazil is exemplary of a transitioning economy under the theory of Economic Norms. Exploring social attitudes towards acceptability of intimate partner violence (IPV) is essential to understanding the nature of IPV. Attitudes justifying acceptability of wife battery may strongly predict perpetration and victimization as well as institutional responses to IPV against women. Feminist scholars emphasize that supportive attitudes towards wife beating are largely impacted by the prevalence of patriarchal values and traditional gender roles in society. Petroleum patriarchy theory suggests that oil rich countries experience greater gender inequality and have stronger patriarchal values. This thesis explores Canadian responses towards unexpected arrivals of asylum seekers at their borders. Grounded in critical and feminist geopolitics, it aims to unveil hidden and concealed policies that are implemented behind a narrative of humanitarianism. In particular, it takes the land border crossings from the US to Canada that occurred after the implementation of restrictive asylum policies in the US in 2017 and following years. Although migratory movements can be attributed to several factors, this displacement was triggered by Trump’s anti-immigrant narratives and policies aimed to decrease refugee and immigrant arrivals to their territory.

Organized crime related violence in Mexico remains at unprecedented levels despite decades of effort and billions of dollars spent attempting to weaken Transnational Criminal Organizations (TCOs) through the Mérida Initiative (MI): a bilateral security partnership established in October 2007 between US President George W. Bush and Mexican President Felipe Calderón. The MI sought to combat TCOs (often called cartels), their drug trafficking operations, and their networks of corruption.
