The Mara Salvatrucha 13 (mara) and Barrio 18 (pandilla) gangs have become a major concern for the governments of the Northern Triangle of Central America (Guatemala, El Salvador, and Honduras) and the United States. In recent years, government officials have attributed violence and the exodus of Central Americans to the developing capacities of gangs. Following the collapse of the Soviet Union, the newly independent states of Central Asia faced numerous challenges. These included cultivating new national identities and state capacity, managing new borders, and addressing issues of conflict and political violence. Converging with these challenges – a booming trade in opium and heroin originating in neighboring Afghanistan. Central Asia quickly became a key route for opiates originating in Afghanistan and transiting to Russia and Europe. The Kyrgyz Republic lies at the southeastern corner of this region, along one of the world’s busiest drug trafficking routes.

The overarching purpose of this study was to fill a gap in the academic literature not only by shedding light on the experiences and perceptions of teachers of late-entering Central American students with limited or interrupted formal education (SLIFE), all of whom teach in segregated, high-poverty, under-resourced, urban high schools, but in looking at what works in those challenging contexts. Lessons from history in the Mexican Drug War demonstrate that the kingpin strategy, a model developed by the Colombian government in the 1980s, has led to failure for Mexico in its drug war. Because of the significant reduction in violent crime in Colombia, many policymakers have pointed to Colombia’s case as an example for Mexico. This idea, however, is concerning because the contexts in both countries differ. In response to political pressure, President Obama authorized the Deferred Action for Childhood Arrivals (DACA) program in 2012. The program gives qualified undocumented young people access to relief from deportation, renewable work permits, and temporary Social Security numbers. This policy opened up access to new jobs, higher earnings, driver’s licenses, health care, and banking. Now that DACA’ status is uncertain, Latino immigrants are faced with severe problems of mental health and wellbeing. Venezuelans are living in the middle of a sociopolitical crisis that likely began in 1999 when Hugo Chavez began his first term as president of the country; however, Venezuela has experienced a significant downturn over the past few years, under leader Nicolas Maduro. Censorship and oppression have magnified, as have economic struggles, both of which have led to a massive exodus, in which more than 300 million people have left the country. The Transformational Haze: Crisis, Shadow Economies, And Global Civil War On The Venezuela-Colombia Border, Sam Kirsch

This paper presents a counter-narrative to the current migration ‘crisis’ on the Venezuela-Colombia border. Its purpose is to highlight the geopolitical complexities of this event that are de-emphasized by media and neoliberal discourse. The frameworks of crisis narrative, shadow economies, and “global civil war” grants us the analytical lens that will allow us to peer further into the processes that have led to the Venezuelan migration. Through this lens, I will illuminate intricacies in the relationship between Colombia, Venezuela, and the West in a way that justifies the exploration of alternative interpretations to mainstream claims of socialism, tyranny, and intervention.

Through contemporary ethnography, this dissertation explores the self-organization of those at the bottom of the wealth and income scale within the working class in the United States between 1983 and 2018. In the context of neoliberalism and technological revolution, innovations in information technology have accelerated the polarization between wealth and poverty, fundamentally impacted social relations, but also enabled creative strategies for movement building and revolutionary organizing.

Colonialism/capitalism1 continue to create and exploit a dehumanised labour population in the pursuit of profit and power. The current formation of such a population is formed through heterosexist, xenophobic and racist ideologies revealed in the discourses and practises surrounding the (mis)treatment of refugees, as well as sex tourism and human trafficking in Trinidad and Tobago. The legal backbone of these three modern expressions of colonialism/capitalism in Trinidad and Tobago are the Sexual Offenses Act, the Trafficking in Persons Act, and the Immigration Act. This thesis examines research from the disciplines of political science and criminal justice to develop a theory that explains geographic variation in violence related to organized crime. Large-scale organized crime violence exhibits characteristics of both ordinary crime violence and political violence, but these subjects are generally analyzed separately. However, as large-scale organized crime has become more prevalent and violent in recent years, most notably in Latin America, studies, including this one, have attempted to cross disciplinary boundaries in order to better explain trends in organized crime onset, termination and violence. This Dissertation explores both women's participation in the vice industry north of the U.S.-Mexico border in South Texas and the ways in which women were policed. The Dissertation analyzes the interactions that occurred between law enforcement agents and the women they arrested, primarily ethnic Mexican women. This analysis illuminates law enforcement tactics that were honed during this era through the interactions that agents had with women who worked in vice industries. I also argue that women in this industry demonstrated knowledge, agency, and resistance. In addition, it created avenues of work for women, particularly in South Texas. However, studies examining …

This data-driven journalism project tackles an age-old problem that seems common in virtually every government around the world: governmental officials hiding assets. By applying the theory of social responsibility, this paper uses data-journalism methods to trace the full financial assets of Armenian members of parliament and eventually making those assets and income declarations available via an interactive website to the Armenian public as well as other journalists throughout the country and region.

The focus of this study is on a unique immigrant population — unaccompanied minors who have migrated to the U.S. from Latin America, particularly Mexico, Honduras, Guatemala, and El Salvador. The purpose of this qualitative research study is to explore, describe, and understand the migration stories of unaccompanied minors who have migrated to the U.S. from Latin America. This paper first looks to determine whether alcohol and marijuana are substitutes or complements. This economic relationship between alcohol and marijuana could influence policy decisions regarding marijuana’s legal status in the United States. My method is a meta study and evaluates the current literature on alcohol and marijuana’s economic connection. I find that more empirical research is needed before we can definitively say whether alcohol and marijuana are substitutes or complements. Second, the paper compares the prohibitions of alcohol and marijuana and gives reasons why the United States should learn from its experience during alcohol prohibition and legalize marijuana

This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and instead …

This thesis discusses the role the Maduro administration has played in the development of human trafficking in Venezuela. It does so by employing a qualitative analysis of primary sources such as governmental and NGO reports to determine the links between the Maduro administration and the increase of human trafficking. I argue that the Maduro administration has chosen to employ social policy, the Misiones (Misiones), as the state’s approach to human trafficking instead of enforcing anti-trafficking laws. It has been identified that Illegal, Unreported and Unregulated (IUU) fishing activities have severe impacts on, and continue to be a prominent problem to, marine ecosystems. In a 2012 report, FAO disclosed that 87.3% of fish stocks were fully exploited or overexploited. In accordance with the recent report, it is estimated that the economic losses from the practice are approximately between $10 billion and $23.5 billion per year, which is equal to between 11 and 26 million tons of fish catch. The FAO report revealed that fish stocks decreased from 90 per cent in 1974 to 71.2 per cent in …
