Hearsay In High Definition: Body-Worn Cameras And The Future Of Intimate Partner Violence Prosecutions, Kenechukwu Okocha

Working Papers

Technological advances in documenting police encounters with the public have outpaced evidentiary hearsay rules. Specifically, the rapid adoption of body-worn cameras (BWCs), fueled by racial justice and police reform advocates, has produced previously unavailable, vivid, and timely recordings of IPV victims’ accounts of abuse. Unfortunately, state and federal rules governing hearsay often prevent juries from considering these out-of-court statements. Such restrictions carry particular force in IPV cases, where victims frequently recant or decline to testify at trial due to abuser manipulation or distrust of the criminal justice system.

Purpose: Diversity, equity and inclusion (DEI) initiatives aim to foster workplaces where all employees feel valued and can add value. Increasingly, the success of these initiatives is influenced by environments and interactions beyond organisational boundaries, including recent backlash. Despite this, most DEI research remains focused on intra-organisational aspects and human resource management (HRM) activities. The purpose of this paper is to introduce social procurement as a novel and promising framework for advancing DEI in theory and practice through a collaborative, inter-organisational approach that has the potential to overcome institutional barriers and mitigate backlash. Few studies have identified how facets of impulsivity relate to recovery in opioid use disorder (OUD). Treatment-enrolled individuals with OUD (n = 167) and healthy controls (CTL; n = 46) completed the Urgency, Premeditation, Perseverance, Sensation Seeking, Positive Urgency (UPPS-P) Impulsive Behavior Scale along with demographic and clinical measures at visit 1. Over the next three months, abstinence and return to use were documented for participants with OUD (via self-report, alcohol breathalyzer, urine drug screen, and secondary contact communication). Participants with OUD who returned to use (n = 59) did not complete further study visits, whereas those who remained abstinent …

Big Tech’s unchecked power has evolved from a regulatory crisis into one concerning the rule of law itself. Shielded by the First Amendment, Section 230 of the 1996 Communications Decency Act, corporate law, and contract law, technology giants have circumvented traditional government oversight, amassing a level of power that eclipses even that of some sovereign states. No longer guided by cautious boards of directors, today’s tech empires are often ruled by impulsive billionaire CEOs, who, through a single policy change or algorithmic tweak, can upend individual rights, destabilize global markets, and erode democratic governance itself.

Patterns Of Violence: Gendered Variations In Reported Abuse In Ex Parte Civil Protection Order Cases, Aimee Yearwood

A comparative analysis was conducted to assess differences in the types of abuse reported by male and female petitioners in ex parte civil protection order cases. From a dataset of 487 CPO cases filed in 2022 in Minnesota, a sample of 200 cases was utilized, including 100 from male petitioners and 100 from female petitioners. Results indicate that female petitioners report higher levels of psychological/emotional and sexual abuse along with harassment than male petitioners. In 2024, The Lincy Institute and the Nevada Health and Bioscience Corporation released a report prepared by the consulting firm Tripp Umbach detailing the case for a stand-alone children’s hospital in Southern Nevada. Shortly thereafter, Intermountain Health announced it would build Nevada’s first such facility in Las Vegas, expected to open in 2030. To complement the hospital’s development, The Lincy Institute undertook an independent evaluation of the regional pediatric care landscape. Reframing Trauma Bonding: Understanding Relationship-Based Violence Through A Public Health Lens, Ziwei Qi, Lori E. Kniffin

Rather than describing shared hardship, trauma bonding reflects a psychological attachment formed through cycles of abuse and intermittent reinforcement, which can make leaving harmful relationships complex and, at times, dangerous. Drawing on this framework, the session will connect trauma bonding to public health approaches that emphasize prevention, early intervention, and structural conditions. It will also integrate insights from the Facing Project, highlighting how survivor storytelling can deepen understanding of lived experiences, reduce stigma, and inform community-based responses.

Complex coordinated terrorist attacks involving chemical, biological, radiological, nuclear, and explosive (CBRNE) elements, along with active shooter threats, pose significant challenges for first-responding law enforcement officers. Responding to active threats where civilian lives are at immediate risk of serious injury or death requires an immediate, decisive response from the initial officers on the scene. When responders learn that perpetrators have dispersed one or more CBRNE-related weapons during an ongoing violent spree, on-site law enforcement personnel must be appropriately trained and adequately equipped to quickly and decisively confront and neutralize the attacker(s). Beqo et al. (2017) discuss the correlation between juvenile delinquency and upbringing in dysfunctional and fragmented homes. The point of this study is to investigate the link between family structure and dynamics while also figuring out how likely it is that someone will commit a crime (Mwangangi, 2019). Large amounts of empirical research have clearly shown that teens who grow up in bad homes are more likely to become juvenile offenders than their peers who grow up in loving homes. Juvenile probation agencies routinely administer risk-need assessments. However, evidence remains limited regarding the association between changes in scores from repeated risk-need assessments and recidivism among justice-involved youth. Grounded in general personality and cognitive social learning theory and the risk-need-responsivity model, this quantitative study examined whether changes in dynamic scores on the Positive Achievement Change Tool were associated with recidivism among youth on juvenile community supervision in Washington State. Using 24,929 paired initial and final Positive Achievement Change Tool assessments, the study analyzed total and domain-level dynamic score changes with recidivism measured during the 24 months following the final assessment. This quantitative study assessed the impact of no-cash bail reforms on local jail populations in various U.S. states. The no-cash bail policies, also known as "cashless bail," are criminal justice reforms that reduce or eliminate the need for defendants to pay money to secure release from jail while awaiting trial. The goal is to base pretrial detention on safety risks, not financial status. These systems use non-monetary conditions to ensure court appearances instead of wealth-based detention. This applied quantitative study examined whether participation in structured mental health check-ins was associated with self-stigma toward seeking psychological help and reported symptoms of anxiety, post-traumatic stress, and depression among law enforcement officers. Using a cross-sectional, nonexperimental comparative design, anonymous survey data were collected from 130 active sworn officers across 10 small and mid-sized Iowa law enforcement agencies. The agencies included those with and without mandatory check-in policies; primary comparisons were based on officers’ reported participation in at least one check-in. Measures included the Self-Stigma of Seeking Help Scale, Generalized Anxiety Disorder-7, PTSD Checklist for DSM-5, and Patient Health Questionnaire-9. …

Students will analyze primary sources such as flyers, newsletters, photographs, student newspapers, and institutional documents and connect them to contemporary social issues. CUNY’s history of activism around, race, gender, educational access, women’s organizing and institutional power provides students with an opportunity to investigate questions about power, collective action, intersectionality and social change.
