Failed Gay Rights Amendment To Mankato's Human Rights Ordinance In Mankato, Minnesota In 1987, Kellian Clink Oct 2026

Failed Gay Rights Amendment To Mankato's Human Rights Ordinance In Mankato, Minnesota In 1987, Kellian Clink

Library Services Publications

In 1987, small but passionate people urged the city to pass an amendment to Mankato’s existing human rights ordinance to protect LGBTQ+ communities.   Advocates argued that gays were entitled to the same rights as straight people and were looking for protection in housing and employment, particularly. They demonstrated that people had lost jobs, housing, and access to dance venues. Some opponents equated gays with promiscuity, child molestation, solicitation, sin, and AIDS; some were convinced it was not needed; some pinned their arguments on the existence of laws already on the books.  This narrative is based on articles from the local …

Semantic-Aware Distributed Replica Orchestration (Sadro), Shubham Shivhare, Thousif Ahmed

Defensive Publications Series

A system and method for "Semantic-Aware Distributed Replica Orchestration" (SADRO) that optimizes inference latency and cache hit rates in large-scale AI deployments. Unlike traditional load balancers, SADRO utilizes a Semantic Router that maps incoming natural language queries to a high-dimensional vector space. Based on the "cluster" or "topic" of the request (e.g., Legal, Coding, Medical), the system identifies or spins up service replicas on hardware nodes containing specialized data-locality (e.g., specialized KV-caches, hot-loaded LoRA adapters, or domain-specific vector database shards). This reduces the "cold start" penalty and maximizes throughput by ensuring high semantic affinity between the request and the local …

Strengthening Health System-Community Partnerships To Address Pediatric Social Needs: A Qualitative Study, Joy Friedman, Melissa A. Alderfer, Kelsey Higgins, Aaron Carpenter, Jennifer Sciolla, Sarah E. Wawrzynski

Department of Pediatrics Faculty Papers

IntroductionStructural and social conditions influence pediatric health outcomes. Successful implementation of social needs screening and referral programs depends on community-based organizations (CBOs) to provide resources that address health-related social needs (HRSN). We explored current practices and perspectives of health care workers and CBO representatives on improving health system-CBO partnerships.MethodsParticipants were purposively recruited from a variety of health care settings involved in HRSN screening and CBOs delivering resources in the community. Participants completed semi-structured interviews. Qualitative thematic analysis was used to summarize data.ResultsTen key informants participated (six health care workers and four CBO representatives). Four themes were identified: 1) mismatches in …

715 St. Marks Tenant Assn. V. M&M Crown Realty, Llc Sep 2026

715 St. Marks Tenant Assn. V. M&M Crown Realty, Llc

All Decisions

HP case—tenants (35 rent-stabilized residents) establish ample need under CPLR 408 for narrowly tailored discovery. Seven interrogatories and ten documentary demands regarding elevator and boiler installation and maintenance are outside petitioners' custody or control. DOB and HPD violation records are insufficient alone: agency inspections measure operationality on a single visit and do not capture sporadic recurring outages or systemic failures indicating a need for replacement, as alleged. Respondents bear minimal burden; no possession-recovery urgency in HP enforcement proceedings.

A Transcendental Phenomenological Study Exploring The Psychological Distress Of Christian Black Women Who Experienced Parental Alienation As The Targeted Parent, Marcia Toller Leftwich

Doctoral Dissertations and Projects

The purpose of this phenomenological study was to describe the lived experiences of Christian Black women who experienced parental alienation as the targeted parent. Data collection was conducted via semi-structured interviews with Christian Black women who experienced a high conflict separation or divorce and experienced parental alienation. Thematic analysis was used to synthesize the data, identify patterns, and make meaning as it emerged from the participants’ narratives. The findings revealed that parental alienation is a complex phenomenon characterized by psychological distress, emotional devastation, identity disruption, relational harm, and spiritual transformation. Spiritual connection and reliance on faith were at the center …

141 Macdonough Street Hdfc V. Reid Aug 2026

141 Macdonough Street Hdfc V. Reid

All Decisions

Grimmet government-entwinement test satisfied: HDFC operates under Private Housing Finance Law Article XI, its deed and certificate of incorporation carry HPD approval requirements and low-income use covenants, and Board of Estimate resolutions provide a partial tax exemption running through July 2029. Constitutional due process therefore requires the HDFC to demonstrate 'cause' to evict. The notice of termination states only that the tenant 'failed to pay rent'—no period, no rate, no arrears balance. This is legally insufficient: vague and conclusory. Additionally, 16 HPD violations exist against the premises (15 served before the notice) and 40 building-wide violations, 2 of which are …

141 Macdonough St. Hous. Dev. Fund Corp. V. Rhodes-Wiggins Aug 2026

141 Macdonough St. Hous. Dev. Fund Corp. V. Rhodes-Wiggins

All Decisions

Companion case to LT-306940-25/KI—same building, same HDFC, same judge (Grant, J.). The same Grimmet analysis applies. The notice of termination is identically deficient, alleging only 'failed to pay rent' without specifying the period or arrears amount. The same predicate notice inadequacy compels dismissal. Additionally, 34 HPD violations exist against the premises (29 pre-notice) including 3 rent-impairing violations that have not been certified as corrected, which are relevant to the adequacy of notice because uncorrected rent-impairing violations could implicate an MDL §302-a abatement defense. Proceeding dismissed.

Course description: In this course, we will journey through the major contributions of those thinkers that have shaped the field we call political philosophy. We will begin with Plato and Aristotle, followed by the social contract theorists of the early modern period—Hobbes, Locke, and Rousseau—before turning to the critical perspectives of Fanon and Marx. We will then turn to the vastly influential work of 20th century liberal philosopher John Rawls and …

Not A Pretty Picture: Race, Gender, And Inequality In The Legal Profession And Legal Education, Tanina Rostain Aug 2026

Not A Pretty Picture: Race, Gender, And Inequality In The Legal Profession And Legal Education, Tanina Rostain

Georgetown Law Faculty Publications and Other Works

Responding to renewed interest in law school as a path to a career “to do well and do good,” this essay examines Nelson, Dinovitzer, Garth, Sterling, Wilkins, Dawe, and Michelson’s The Making of Lawyers’ Careers and its account of inequality and opportunity in the American legal profession. Based on a 20-year study of more than 2,000 lawyers, the book traces how credentials, race, gender, class, and law school selectivity profoundly shape career trajectories. The essay situates those findings within the divide in private practice between corporate practice and people law and interrogates the professional ideology—rooted in the lawyer’s traditional role …

452 City Island Llc V. Avila Jul 2026

452 City Island Llc V. Avila

All Decisions

In this nonpayment proceeding, Respondent moved to dismiss on the ground that the building was occupied in violation of the Multiple Dwelling Law because an illegal basement apartment had been created without a permit, and two DOB violations issued in 2009 remained open. The court granted the motion, holding that where a building has been altered so that the I-card is no longer accurate, MDL § 302's rent-collection bar is automatically triggered and the landlord's discontinuation of the illegal occupancy is insufficient to cure the violation.

Hill Plaza Enters. Ny Llc V. Terris Jul 2026

Hill Plaza Enters. Ny Llc V. Terris

All Decisions

Court granted tenant's motion for a discretionary stay of the proceeding pending appeal under CPLR 5519(c), allowing tenant to challenge a prior decision denying summary judgment on her rent overcharge and fraudulent deregulation counterclaims. Court found minimal prejudice to landlord because the underlying nonpayment petition had already been dismissed, while potential prejudice to tenant from proceeding without resolution of the appeal was manifest.

West Side Marquis Llc V. Sheppard Jul 2026

West Side Marquis Llc V. Sheppard

All Decisions

The Appellate Division, First Department reversed and granted summary judgment to a rent-stabilized successor tenant. Under the HSTPA, a landlord may not withdraw a previously offered preferential rent in a renewal lease. Tenant was entitled to a renewal lease at the preferential rent paid by the predecessor tenant of record. A 2006 DHCR settlement and rent order did not constitute increases 'authorized by law' under RSL §26-511(c)(14), and the DHCR order had no preclusive effect against tenant, who had not been a party to the prior proceeding and had not had a full and fair opportunity to litigate.

Trial By Fire: Disaster Justice And Lessons Learned, Clifford Villa Jul 2026

Trial By Fire: Disaster Justice And Lessons Learned, Clifford Villa

Faculty Scholarship

Disaster Justice reflects the intersection of environmental justice and disaster law. The study of disaster justice is becoming increasingly essential as disasters become more frequent and devastating in the face of accelerating climate change. Disaster law is marked by statutes such as the federal Stafford Act and by theory such as the “disaster cycle” of readiness, response, and recovery. Environmental justice recognizes that the distribution of harms such as bad air or water quality may be distributed inequitably among groups such as low-income populations or racial minorities. In similar fashion, the adverse impacts of disasters may also be distributed inequitably …

Active Limited Partners Flunk Functional Test, Karen Burke Jul 2026

Active Limited Partners Flunk Functional Test, Karen Burke

UF Law Faculty Publications

In 1977, Congress enacted section 1402(a)(13), which exempts limited partners "as such" from self-employment tax on their share of partnership income. A half century later, active investment management professionals have claimed limited partner status to avoid self-employment tax on investment management fees, seemingly standing this anti-abuse rule on its head. While the Treasury twice issued proposed regulations to clarify and modernize the definition of a limited partner, these attempts encountered a firestorm of protest. The Tax Court's controversial Soroban decision rejected claims that state-law limited partners are automatically exempt from self-employment tax, holding that a functional analysis is required to …
