The western Amazon is the most biologically rich part of the Amazon basin and is home to a great diversity of indigenous ethnic groups, including some of the worlds last uncontacted peoples living in voluntary isolation. Unlike the eastern Brazilian Amazon, it is still a largely intact ecosystem. Underlying this landscape are large reserves of oil and gas, many yet untapped. The growing global demand is leading to unprecedented exploration and development in the region. Without improved policies, the increasing scope and magnitude of planned extraction means that environmental and social impacts are likely to intensify. We review the most …

Deforestation in the North western part of Pakistan is a long standing problem. The Forestry Department, as formal managers of the forest resources, has been undergoing a long reform process aimed at improving its performance. This reform process has not resulted in less deforestation. From the policy perspective this has been leading to stated intentions to further reform the Forestry Department, the question is whether organizational reform is the answer. Resources For Peace? Managing Revenues From Extractive Industries In Post-Conflict Environments, Philippe Le Billon

The need to build legitimate and capable states in wartorn societies is now widely recognized. The Principles for Good International Engagement in Fragile States, adopted by the development ministers of major donor countries in March 2005, declares that statebuilding is ‘the central objective.’ This represents a striking break from the prevailing wisdom in the closing decades of the 20th century, when the state was widely regarded as the problem. The state has been rediscovered: it is now invoked as the solution. The policy rhetoric has changed from downsizing states to building state capacity. Yet little systematic work has been done …

In most cases the use of market mechanisms to protect the environment aim to maximise economic efficiency rather than environmental effectiveness or equity. The use of emissions trading to reduce greenhouse gases in the atmosphere is used as a case study to demonstrate this.

Indonesia’s 1999–2004 decentralization reforms created opportunities for land-use planning that reflected local conditions and local people’s needs. We report on seven years of work in the District of Malinau in Indonesian Borneo that attempted to reconnect government land-use plans to local people’s values, priorities, and practices. Four principles are proposed to support more interactive planning between government and local land users: Support local groups to make their local knowledge, experience, and aspirations more visible in formal land-use planning and decision making; create channels of communication, feedback, and transparency to support the adaptive capacities and accountability of district leadership and institutions; …

Increased concern about possible global warming due to rising levels of greenhouse gases such as carbon dioxide ("CO2") suggests the need to control emissions of CO2. This article explores a system of revenue-neutral carbon taxes as a supplement or alternative to other CO2 control systems such as subsidies, regulation, and cap-and-trade. A system of carbon taxation should be, the Article suggests, sufficiently fairer and simpler and more efficient than the other possible systems of CO2 control and that it merits serious consideration. Because the carbon tax that is suggested would be revenue neutral, it should be politically acceptable. Problems with …
