Weird Cops (Agency Police), Farhang Heydari
Weird Cops (Agency Police), Farhang Heydari
Vanderbilt Law Review
The police badge has migrated deep into the administrative state. Parks, schools, transit, housing, revenue, conservation, insurance, and gaming agencies now field tens of thousands of sworn “Agency Police”—often with full arrest powers despite missions far removed from general public safety. The footprint of these officers is significant and expanding, outpacing the growth of traditional law enforcement. Far from being limited to certain communities, Agency Police attract support across the political spectrum, from law-and-order policymakers to reformers. And yet, Agency Police are largely ignored in legal scholarship. The result is that a large slice of U.S. criminal enforcement is poorly …

The Importance Of Social Capital And Community Dynamics For Effective Extension Programming, Samuel Ch Mindes, Katherine Dentzman
Journal of Extension
The Iowa Pest Resistance Management Program was formed to encourage community-level pesticide resistance management. Iowa State University Extension and Outreach collaborated with four Iowa stakeholder communities to establish pilot projects. Despite initial momentum, these programs floundered. We investigated the program's challenges in establishing sustained success in the pilot projects using interviews and focus groups with participants. Our analytical approach considered the critical roles of bonding social capital and bridging social capital in creating entrepreneurial social infrastructure. We provide lessons learned for future community coordination efforts.
Illegal And Informal Mining And The Violation Of Fundamental Rights: The Peruvian Case, Carla Mares Ruíz
Illegal And Informal Mining And The Violation Of Fundamental Rights: The Peruvian Case, Carla Mares Ruíz
Latin American & Caribbean Law Review
This article critically examines the impact of illegal and informal mining in Peru and its relationship with the violation of fundamental rights, with particular emphasis on the rights to health, a healthy environment, and effective judicial protection. It also examines the regulatory evolution of the formalization process for artisanal and small-scale mining (ASM), placing special emphasis on the resounding failure of these laws and the perverse effects of the continuous extension of REINFO (Comprehensive Registry of Mining Formalization), particularly with regard to the expansion of ilegalmining and the promotion of impunity. The paper also explores the environmental, social, and criminal …

Algorithmic Law In Contemporary Brazil: From Cyber-Libertarianism To Constitutional Rights, Pedro Rubim Borges Fortes
Latin American & Caribbean Law Review
This article provides a reflection of Brazilian algorithmic law, exploring how law regulates algorithms by defining prohibitions, permissions, standards, and rights in contemporary Brazil. Importantly, the concept of “algorithmic law” implies a normative idea, that is, that law should regulate algorithms, defining prohibitions, permissions, standards, and rights. This study examines the ideological transformation of law and technology, as Brazilian society moved from a libertarian approach to a perspective of establishing protective legislation, regulation, and constitutional rights to technology users. It explains the ‘Civil Rights Framework for the Internet.’ the ‘General Data Protection Law,’ the legislative project of an Artificial Intelligence …

Workplace Stress And Coping Mechanisms Among Law Enforcement Officers In Akwa Ibom State, Nigeria: An Empirical Study, Akaninyene O. Unaam, Akanimo A. Unaam Esq.
African Journal of Criminology and Justice Studies
Law enforcement officers face unique occupational stressors that can impair well-being and performance. This study examined stress levels and coping mechanisms among police officers in Akwa Ibom State, Nigeria, within Lazarus and Folkman's transactional framework. A cross-sectional descriptive survey was conducted among 400 randomly selected officers. Data were collected using the Perceived Stress Scale (PSS-10) and Brief COPE inventory. Descriptive statistics, chi-square tests, and hierarchical multiple regression were employed. Moderate stress levels predominated (52.5%), with high stress reported by 32.5% of officers. The mean PSS score was 24.6 (SD = 5.8). Significant associations emerged between stress and years of service …
Language As A Strategic Security Resource: Criminological Perspectives On Collective Efficacy, Cultural Security, And Community Resilience, Declan Onwudiwe
Language As A Strategic Security Resource: Criminological Perspectives On Collective Efficacy, Cultural Security, And Community Resilience, Declan Onwudiwe
African Journal of Criminology and Justice Studies
Language is typically examined as a medium of communication, identity formation, cultural transmission, and education. This article advances a broader argument: language should also be understood as a strategic security resource and a significant criminological variable. Drawing on collective efficacy theory, societal security scholarship, linguistic relativity, decolonial language theory, and ethnolinguistic vitality theory, the article argues that language can facilitate social cohesion, informal social control, intelligence gathering, conflict resolution, procedural legitimacy, and community resilience. Indigenous African languages serve as repositories of historical memory, customary law, social norms, and security-relevant knowledge that may contribute to public safety and social order. The …

Social Bonds In Specialized Courts: An Expanded Integrated Model Of Treatment Court Effectiveness, Christopher Salvatore
Social Bonds In Specialized Courts: An Expanded Integrated Model Of Treatment Court Effectiveness, Christopher Salvatore
Midwest Social Sciences Journal
Specialized court programs, which began with drug treatment courts, now include reentry, domestic violence, prostitution, mental health, veterans, and other problem solving courts, have been shown to reduce recidivism and provide improvements in participant outcomes. Over the last thirty years, scholars have provided theoretical explanations for these programs, including therapeutic jurisprudence, life course theory, deterrence, risk-needs-responsivity, and procedural justice. These theoretical paradigms have not fully integrated the central role of relationships and prosocial connections in specialized courts. This article extends the integrated theoretical model presented by Kaiser and Holtfreter by integrating social bond theory as a critical mechanism connecting specialized …

Cost-Efficient High-Capacity Radio Over Fiber (Rof) Transmission: Integrating Coarse And Dense Wdm Techniques, Hilal A. Fadhil, Fadia N. Hummadi, Feras N. Hasoon, Haider J. Abd, Hussein A. Kazem
Iraqi Journal of Computers, Communications, Control and Systems Engineering
Using Radio over Fiber (RoF) has expanded lately to the point where a key component of it link between central office and base station would be useful from the whole industry. As the market grows towards communication products of ultra-high-speed, like 5G applications, capital expenditure (CapEx) is crucial. The two primary types regarding wavelength division multiplexing (WDM) techniques Dense WDM and Coarse WDM are integrated in the presented work to create cost-effective, new design paradigm for RoF. The suggested system is tested and put into use at 10 Gbps data transmission rate. In addition, it describes how the two systems-based …

Ecological And Public Health Consequences Of Sand Mining In Aquatic Ecosystems: A Systematic Review, Uduak Sylvanus Jacob, Isangedighi Asuquo Isangedighi, Olusola Abayomi Akangbe, Emmanuel Dami Omogbemi
Journal of Bioresource Management
The persistent exploitation of the aquatic ecosystem, driven by increasing demand for aquatic resources, including construction-grade sand, is evidenced by hydrological and geomorphological degradation of the aquatic ecosystem, with severe negative consequences on the fauna and flora communities. The rising global demand for sand and inefficient mining regulations have resulted in indiscriminate and illegal sand mining globally. However, developing an effective policy framework for sustained river sand mining requires local, regional, and global data (both qualitative and quantitative) on the status, drivers and implications of sand mining. This paper uses a systematic literature review approach to compile the ecological and …

Fitness Standards For Police, Kam Robles
Fitness Standards For Police, Kam Robles
PNHA Review
This research addresses the inherent stressors within police work and the health and wellness problems prevalent among law enforcement officers. Police officers are at a higher risk of many of the health concerns currently plaguing the population of the already unhealthy United States. Of particular note is that back injury and pain stands out as potentially the most prevalent among the health issues experienced by law enforcement personnel. Worsening this fact is the recent trend of law enforcement administrators shying away from the issue of the unhealthy employees of law enforcement agencies. The solution of implementing widespread voluntary physical fitness …

Securitisation Without Consent: Digital Dissent And State Power In Kenya’S 2024 Protests, Dudley M. Gaciku, Arfin Sudirman, Irman G. Lanti
Jurnal Wacana Politik
This paper examines how digitally mediated dissent is securitised in hybrid regimes using Kenya's 2024-2025 protest cycle as a case study. Although the Copenhagen School gives precedence to audience acceptance in determining the success or failure of a securitising move, the paper critiques this viewpoint drawing on contemporary securitisation scholarship. Through a qualitative case study approach, the research draws on official state communications, social media content, media reports, human rights documentation, and the researcher's reflexive observations during the protests. The findings illustrate that although the #RejectFinanceBill movement was framed by the state as a threat to national stability, public safety, …

The Role Of Family Problem-Solving And Neighborhood Social Cohesion On Child Socioemotional Learning Among Families With Low-Income, Nazaret C. Suazo, Alanah C. Claybaugh, Deborah J. Jones
Journal of Applied Research on Children: Informing Policy for Children at Risk
Socioemotional learning (SEL) is linked to a broad range of child outcomes, with income playing an important role in child SEL, yet most work has compared high- and low-income children yielding less understanding of variability in risk and protective factors within low-income families and communities. Building upon theories in the positive youth development literature and public health frameworks exploring social determinants of health, this study explored the role of family problem-solving, neighborhood social cohesion, and neighborhood resources in understanding child SEL within 1097 low-income families of 3- to 5-year-old children who participated in the National Survey of Children’s Health. Using …

Semantic Shields: Automating Critical Infrastructure Defense Via Nlp-Driven Ransomware Profiling, Henry Trowbridge, Ian Zalcberg, Ryan Schley, Carter Yagemann, Natasha Phan, Srikar Maduposu, Vimal Buck
Military Cyber Affairs
Ransomware poses a growing threat to critical infrastructure, where successful attacks can disrupt operational technology (OT) and industrial control systems (ICS) with significant public safety consequences. However, attributing ransomware incidents to specific threat actors remains challenging due to ransomware-as-a-service ecosystems, actor rebranding, and the obfuscation of traditional indicators of compromise. This paper presents Semantic Shields, an NLP-driven attribution framework that leverages BERT-generated semantic embeddings and DBSCAN clustering to profile ransomware actors through the linguistic characteristics of ransom notes. Using a dataset of 295 ransom notes from 189 distinct threat groups, the framework achieved an 87.2% true positive clustering rate and …

This study presents a decade-long spatiotemporal analysis of more than 206,000 traffic accidents recorded between 2015 and 2024 in unincorporated DeKalb County, Georgia. The primary goal of the study is to identify critical patterns of roadway risk and inform data‑driven safety interventions. Using crash records from the Georgia Department of Transportation (GDOT) AASHTOWare Safety platform and standardized crash‑rate calculations, the analysis revealed strong temporal regularities, including elevated crash frequencies during afternoon peak hours, Fridays, and seasonal transition periods such as October. Spatial analyses further demonstrate that crashes are highly concentrated along a limited subset of corridors, consistent with High Injury …

Identifying The Causality And Criticality Of Factors Influencing The Promotion Of Asian Island-Hopping Cruise Tourism In Taiwan, Hsiao-Chuan Liu, Gin-Shuh Liang, Feng-Ming Tsai, Yu-Ling Lien
Journal of Marine Science and Technology–Taiwan
Following the COVID-19 pandemic, the global tourism industry has steadily recovered since 2022. Island-hopping cruises have gained increasing attention for enhancing regional connectivity and diversifying marine travel experiences; however, their development in Asia remains limited compared with that in Europe and the Caribbean due to fragmented policy coordination, inadequate port infrastructure, and uneven technological readiness. Although Taiwan possesses a geographic advantage and can serve as a strategic hub linking Asian island destinations, systematic planning and stakeholder coordination remain insufficient, resulting in unclear mechanisms that drive or constrain island-hopping cruise tourism. Existing studies mainly focus on market demand or passenger behavior, …

Acute Liver Injury Likely Induced By Alpha Lipoic Acid Contained In Dietary Supplement, Simona Maksimyan, Jonathan V. Reyes, Kasim Kazbay, Farah K. Gazi
Journal of Community Hospital Internal Medicine Perspectives
The rise in use of herbal and dietary supplements, which are regulated as food rather than as drugs by the Food and Drug Association, poses the risk of unknown and potentially severe side effects. We describe the case of acute liver injury, characterized by significant elevation in AST and ALT, likely induced by the consumption of an over-the-counter supplement containing alpha lipoic acid (ALA). Our patient trusted in a “natural” alternative to Western medicine for management of neuropathy, which was ultimately detrimental to her liver. An immediate and sustained improvement in liver enzyme levels was noted with discontinuation of the …

Impact Of The Widespread Use Of Online Pharmacies On Overall Consumer Safety, Hasanain Am. Abbas, Eswar Kumar Kilari, Shereen M. Mekkey, Hussein Ahmed Jabbar, Mohammed Haider Majid, Haider Majeed Abd Abbas, Hassanein Khaled Hassan
Al-Mustaqbal Journal of Pharmaceutical and Medical Sciences
Online pharmacies improve access to medicines by offering convenient ordering and home delivery, but their growth also creates important risks for medication safety and public health. This review examines the benefits and hazards associated with online medicine supply, including access without a valid prescription, falsified and substandard products, inappropriate medicine use, privacy breaches, and weak cross-border regulatory oversight. The available evidence indicates that illicit online sellers can expose consumers to products of uncertain identity, quality, and dose, while vulnerable users may have limited ability to distinguish legitimate services from unlawful vendors. At the same time, licensed platforms can support continuity …
