The article deals with the problem of constructing a model and algorithm for decision support in self-government bodies using machine learning. The method of multiple linear regression for processing the training sample was chosen as a machine learning method. In the training sample, independent data consists of parametric estimates in numerical form of self-government bodies in three areas of activity, such as education, social environment and crime. And the dependent parameter consists of generalized expert assessments of self-government bodies, also in numerical form. Writing-to-learn benefits students in polishing their communication skills and understanding of statistical concepts cultivating a deeper understanding of statistics. A series of writing-to-learn activities were given to introductory statistics students at a community college in the Rocky Mountain region of the United States. Historically, research on the teaching and learning of statistics has been performed on undergraduates while overlooking the experiences of community college students in learning statistics. A total of 79 students completed the feedback instrument over the course of three semesters (Summer 2017, Fall 2017, and Spring 2018). In this Article, we provide a new statistical and legal framework to understand the legality and fairness of predictive algorithms under the Equal Protection Clause. We begin by reviewing the main legal concerns regarding the use of protected characteristics such as race and the correlates of protected characteristics such as criminal history. The use of race and nonrace correlates in predictive algorithms generates direct and proxy effects of race, respectively, that can lead to racial disparities that many view as unwarranted and discriminatory. Undergraduates in an introductory statistics class at a rural Southeastern college were assigned three creativity-fostering projects: statistics vocabulary crossword puzzle, word wall, and graffiti art poster. Given math anxiety, fear of failure, and lack of enthusiasm, it seemed imperative to spark interest and involvement. Rhodes 4P’s model (1961) served as the framework for this intrinsic case study involving 62 students. Independent thinking and research, peer collaboration, and use of art supplies within this model (person, press, process and product) generated remarkable learning outcomes. Research in most Science, Technology, Engineering, and Mathematics (STEM) disciplines uses statistical methods. Thus as students develop into research scientists, introductory statistics serves as a gateway course. Students usually develop an intuitive feel for the interpretation of experimental data relatively slowly through analysing different data sets. The aim of this paper is to encourage educators to develop their student’s expertise more rapidly by using visual representations of statistical concepts and by having the student visually examine many sets of simulated data. The jump height achieved in a countermovement jump is used to illustrate this approach. It is of great interest for Mobile Network Operators (MNOs) to know how well their network infrastructure performance behaves in different geographical regions of their operating country compared to their horizontal competitors. However, traditional network monitoring and measurement methods of network infrastructure use limited numbers of measurement points that are insufficient for detailed analysis and expensive to scale using an internal workforce.
