Debates continue to abound regarding the importance of having an educated, well-trained workforce that can effectively fill the technology-sophisticated jobs emerging in the South. No doubt, the ticket to a decent job continues to be tied to a college education. But, the reality is that not all adults are able to secure a post-secondary education. The question is what prospects exist for those individuals who become non-college bound? We analyze data from selected March Current Population Surveys (U. S. Bureau of the Census) spanning the period 1968 to 1998 to provide a statistical portrait of labor force participation and composition, and underemployment in the nonmetropolitan (nonmetro) and metropolitan (metro) South. The southern labor force has been characterized by many of the same trends seen at the national level. Labor force participation rates have been on the rise in the South, due exclusively to the influx of women into the labor market. For this reason, and due to immigration, the southern labor force has come to consist more of …

The last few years have witnessed a tremendous change in the geographic location patterns of the Mexican population in the United States. The rural South represents one of the areas that have seen a noticeable growth in the Mexican population over the last few years. Unfortunately, data necessary to examine the social and economic adjustment of Mexicans in this area are not available at this time. This analysis uses data from the 1990 Public Use Microdata Sample (PUMS) to examine the earnings patterns bf Mexican-origin workers in the South. College Graduates In The Nonmetropolitan South: Origins And Prospects, Robert M. Gibbs
Journal of Rural Social Sciences
This study documents the regional origins of the college-experienced population in the nonmetro South, using the National Longitudinal Survey of Youth, 1979 Cohort. As of 1994, the nonmetro South had generated over half of its own college-experienced adults between the ages of 30-38, a higher rate than that of any other region. Although the results of logistic regression estimates show that nonmetro southerners were less likely to attend college, those who left the region for college were more likely to return than other regional migrants, especially after age 30. Job Search, Employment Density, And The Rate Of Exit Of Unemployment In Nonmetropolitan Labor Markets, Bradford F. Mills
Journal of Rural Social Sciences
Little is known about the influences that employment density and other local labor-market conditions have on transitions from unemployment to employment in nonmetropolitan areas. The empirical job search model developed in this paper finds that individual characteristics, unemployment rates, commuting patterns, and trade and service sector growth all significantly influence the rate of exit of unemployment following job loss. Measures of local labor-market density, by contrast, appear to have little direct impact on the rate of exit of unemployment. The results of the paper suggest that the differential targeting of remote areas with job search assistance for displaced workers is …

Migration In The Nonmetropolitan South, Mark Nord, John Cromartie
Journal of Rural Social Sciences
Data from multiple sources are analyzed to provide a picture of domestic migration patterns, characteristics of migrants, and effects of migration on poverty and human capital in the rural South during the 1990s. Migration trends in the 1990s were quite favorable for the rural South. Net migration was positive and substantial and represented a gain of people in their early career years including a disproportionate share of young families. The "brain drain" that characterized the 1980s has at least slowed, and possibly stopped. The comparative advantage of rural areas is increasingly found in their natural amenities and low population densities …

Coherent reflection of an acoustic plane wave from rough interfaces in a horizontally-stratified medium, within which the sound-speed distribution subject to a small and random perturbation, is considered in this paper. The general formulation based upon the theory for rough-interface scattering in a stratified medium, in conjunction with that for random medium is derived. The Green’s function for a random medium bounded by two surfaces, which serves as generic solution of the problem, is obtained. The formulation is then applied to a simplified seabed environment to study the effects of surface roughness and medium inhomogenieties on the coherent reflection. The …

The Demand For Aquacultural Products In Taiwan -- An Inverse Demand System Approach, Fu-Sung Chiang, Jonq-Ying Lee

This study compared two inverse demand systems, the Rotterdam inverse demand system and the Laitinen-Theil inverse demand system, to analyze the demand relationships among aquacultural products in Taiwan. Results demonstrate that the Laitinen-Theil’s inverse demand system fits the data better than the Rotterdam inverse demand system. The demand relationships among five groups of aquacultural products, tilapia, milkfish, other aquaculture fish, shrimp, and shellfish were examined. Monthly transaction prices from local fish markets and per capita consumption for the period from July 1990 through December 1995 for these five groups of aquacultural products were used in this study. This paper studies the derivation of a qualitative description for the magnetization curve of saturable magnetic materials. From a set of numerical input-output data, a fuzzy model, which is a collection of fuzzy IF-THEN rules for describing the studied system, is first constructed for the magnetization curve. A procedure consisting of a fuzzy clustering method and a rule processing algorithm is then employed for processing the constructed fuzzy modeling rules to extract the qualitative properties of the curve. The proposed approach is objective in that it can yield the system qualitative features without domain experts’ knowledge. An example is demonstrated …

Due to the asymmetric water entry over a submerged part of a ship, the effect of the hydrodynamic impact on the dynamic response of a plate structure is investigated numerically by employing an orthogonal plate theory. The effect is found significant in the calculation. Both the deflection and the stress in the plate increase as the asymmetric degree under water entry of a bottom structure increases. Because of the structural dynamic effect, the maximum deflection at a heel angle of 20 degrees becomes about 50% more than that of the quasi-static approach, and the maximum stress in ydirection 40% more …

The main purpose of this investigation was to study the durability evaluations of existing concrete bridges due to carbonation contamination. The linearly unbiased estimation method associated with the JC method developed by the Joint Committee on Structural Safety was adopted to predict the mean value and standard deviation of the normal distribution for the carbonation depths and cover thickness of concrete bridges. The reliability index (β) and failure probability (Pf) of concrete bridges were also evaluated. On The Design And Analysis Of Ship Stabilizimg Fin Controller, Ching-Yaw Tzeng, Chung-Yi Wu

A ship stabilizing fin controller based on the Internal Model Control (IMC) method is described in this paper. The proposed method directly shapes the output sensitivity function which relates the wave disturbance to the ship roll motion to achieve good disturbance rejection. The adopted IMC method gives a controller that depends explicitly on the model parameters and a design parameter that specifies the desired system response. Moreover, under the IMC structure, the sensitivity functions depend linearly on the design transfer function and this makes it easy to satisfy the internal stability condition.
