Spatial Labor Markets, New Economic Geography, And Urban-Rural Linkages: Implications For The Rural South, Mark S. Henry
Journal of Rural Social Sciences
To reach the levels of prosperity in the urban South, rural leaders have a three-fold challenge: to improve human capital, to improve local amenities, and to identify the niche of rural communities in the new economic regions of the South, in other words, spatial labor markets will play a key role. The article first reviews key problems facing rural communities in the South that are likely to cause rural earnings-per-worker and employment opportunities to lag behind those in urban centers. Next, examples are given of the types of empirical and conceptual work needed to examine the role that space plays …

Employment Change In The Nonmetropolitan South: An Overview Of Recent Trends And Future Prospects, David L. Barkley
Journal of Rural Social Sciences
Employment growth in the nonmetropolitan South exceeds the national average, yet job losses are the norm for many counties in the region. In addition, the earnings per job differential between workers in the rural South and the nation has widened. Recent changes in the economic environment promise new challenges for many southern nonmetropolitan communities. The new economy is characterized by continued growth in service-reIated activities, the rapid adoption of new technologies and production organizations. corporate restructuring and industry clustering, and enhanced competitiveness resulting from globalization of markets. Reading Horizons: A Journal of Literacy and Language Arts
This article introduced educators to inexpensive, commercially-available CD-ROM software that may be incorporated into classroom activities for both normally developing and language learning disabled children. Computer disks read only memory (CDROM) combines speech, text, graphics, sound, video, animation, and special effects. Three types of multimedia CD-ROM products are discussed: a) virtual adventures; b) electronic storybooks; and c) desktop tools.

The Increase In Intergenerational African American Families Headed By Grandmothers, Dorothy S. Ruiz, Iris Carlton-Laney
The Journal of Sociology & Social Welfare
This article analyzes census data on grandparent heads of household. Information on African American grandparents, grandmothers in particular, is the focus of this analysis. The data include a profile of African American grandparent householders, reasons for the increase in households headed by grandparents, challenges and problems, living arrangements/household characteristics, and implications for practice. African American children are more likely to live in the home of their grandparents than are White or Hispanic children. In 1993, 12 percent of African American children lived in the home of their grandparent in comparison to 4 percent for Whites and 6 percent for Hispanics. …

Protection, Prizes Or Patrons? Explaining The Origins And Maintenance Of Human Services Interest Groups, Richard Hoefer
The Journal of Sociology & Social Welfare
Little work has been done to understand the origins of human service interest groups or how they maintain themselves once founded. This paper tests three models of interest group origins and maintenance: a pluralist approach in which groups form and con tinue because they protect members' interests; a rational actor model in which groups form and are maintained because they offer members "prizes" that are more valuable than the costs of joining; and a patronage model in which groups form and continue because financial backers are willing to support them financially. With the pending merger of TCI and AT&T and their promise of "one-stop" television, Internet, and telephone service, the cable Internet issues move to the forefront. The desire of traditional Internet Service Providers to gain access to new high-speed technologies for Internet access led to requests for unbundling or open access to cable systems. Despite the heated debate on the need for unbundling that has occurred at the federal level, local authorities have taken the lead in requiring open access to cable for competing ISPs. Let's Make Lawyers Happy: Advocating Mandatory Pro Bono, Donald Patrick Harris
Northern Illinois University Law Review
Proponents of mandatory pro bono argue that lawyers have an obligation to provide free services because, among other things, the practice of law is a profession. Proponents further argue that mandatory pro bono is justified because lawyers enjoy a "monopoly" of the legal system, and with that monopoly comes an obligation to provide public service. Additionally, they argue there is a strong tradition of providing public service suggesting continued commitment to pro bono service and an attorney has a moral obligation to see that those already handicapped do not suffer the cumulative disadvantage of being without proper legal representation. A Qualitative Study Of A Parental Involvement Program In A K-8 Catholic Elementary School, Janet Ann Donovan
Journal of Catholic Education
This article demonstrates that there is virtual unanimity among America’s educational leaders in the belief that when parents become involved in their children’s education, the children do better in school. Moreover, the study also reveals that in educational circles serious disagreements exist among leaders as to the degree to which parents should be involved in their children’s education. Central to the study is a small Catholic elementary school whose parental involvement program is not only diametrically opposed to contemporary educational thinking but could be interpreted as a refutation of it.

Discriminatory Effects: Desegregation Litigation In Higher Education In Georgia, Molly O'Brien

While no one can deny the importance of desegregating all educational institutions over the past half-century, one of the unexpected consequences of the movement has been to make uncertain the legality of historically black public colleges. This uncertainty has created an opportunity for those who oppose historically black colleges, for whatever reason, to bring suit against them and potentially close their doors for not enrolling a student body that represents the racial make-up of the state.
