Regaining Our Youth, Empowering Our Communities: Service Learning And Community Development, Glenn D. Israel, Thomas W. Ilvento
Journal of Rural Social Sciences
This paper describes a development process which builds upon the strengths of community service learning and community development by providing teenagers a chance to get involved in the community while providing a valuable service leading to local action. The strategy focuses on building partnerships among students, teachers, and local leaders to learn about community leadership, conduct a community needs assessment survey, and address a local need through a community development process. Experience from projects in Florida and Kentucky suggests that this strategy can help youth get involved in the community while providing a sounder basis for the community to act …

Tourism As A Sustainable Rural Development Strategy: Building Consensus In Resident Attitudes, Paul B. Siegel, Paul M. Jakus
Journal of Rural Social Sciences
A survey of community leaders, broadly categorized as business people, public officials, and conservationists, was conducted to assess attitudes toward tourism in a six-county region of the Southern Appalachian Highlands of Tennessee and North Carolina. Broad support for tourism development was found across all groups, with the caveat that economic growth not take place at the expense of community character or environmental quality. In general, however, members of conservation organizations were more concerned about the negative impacts of tourism development than were business people or public officials. The methodology employed highlights issues of agreement and conflict among influential community groups. …

The issue of central bank autonomy is as old as central banking. This paper further reinforces the view that the debate is a continuous one, particularly in the present circumstance of the Central Bank of Nigeria's history. Central bank autonomy is often discussed in the context of the functions it performs. Some of the functions are statutory, non-statutory and developmental. Usually such functions include serving as fiscal agent to the government, lender of last resort for private financial institutions during emergencies, and a regulator and supervisor of the financial system. Young children's emergent literacy development can be enhanced by storybook reading, discussing the books, paying attention to the print and illustrations, and by involving parents (Heath, 1983; Snow and Ninio, 1986; Mason, Peterman,Dunning, and Stewart, 1992; Keer and Mason, 1993). Often children from high risk backgrounds have limited experiences handling books, being read to, asking questions and at tending to visual stimuli found in books. Consequently, in the beginning of kindergarten many children are not reading and some do not know the letters of the alphabet. The Last Mile: A Race For Local Telecommunications Competition Policy, Craig D. Dingwall
Federal Communications Law Journal
Although AT&T relinquished control of its local exchange carriers (LECs) in 1983, competition in the local telecommunications market has not flourished. Instead, Bell Operating Companies (BOCs) still retain the bulk of the market share for local exchange services, and most customers cannot access alternative local exchange service providers. In the long-distance market, however, increased competition has provided customers with better services at lower costs. In order to reproduce the notable consumer advantages found in the long-distance market, consumers must have consistent, convenient access to a multiplicity of alternative service providers.
