The United States and China are prone to systematic cognitive and cultural biases that distort their mutual perceptions. Addressing these biases through cultural education and professional development is essential to overcoming blind spots in understanding the United States’ primary competitor. By applying dynamic constructivist theories from cross-cultural psychology to national security, this monograph builds on existing scholarship to reveal specific cognitive asymmetries between Western and East Asian observers. Differences such as holism, dialecticism, social inference, and perspective taking reflect the cultural lenses through which security actors perceive their competitors’ actions and intentions, but US observers often overlook the cultural factors …

Drawing on research on educational change, organizational coherence, and instructional improvement, the brief recognizes that while effective classroom practices are essential, their impact depends on the organizational conditions that support consistent implementation. Main Findings

• The PLAN manages direct recruitment of some non-commissioned officers, officers, and civilian personnel. However, the recruitment, mobilization, and service assignment of conscripts is centrally managed by the PRC government.
• Each year, the PRC establishes military conscription quotas for provincial-level governments to meet through recruitment. While compulsory conscription can be enforced, the government rarely compels individuals to enter military service due to China’s large population and high rates of volunteerism.
• In 2021, the PLA shifted to a twice-a-year conscription cycle by distributing the flow of conscripts into and out of the force across two time periods rather than one. …

• China’s merchant marine is a foundational economic and national security asset, supporting the country’s multi-decade growth and modernization and military logistics. Thus, Beijing views seafarers as a strategic resource and has prioritized development initiatives to strengthen the quality and quantity of the nation’s professional merchant marine.
• China has a large potential labor supply of seafarers, with 943,954 registered for international and coastal shipping in 2023, but the actual number of seafarers actively working is far fewer.
