Russian Logics And The Culture Of Impossible: Part 1. Recovering Intelligentsia Logics, Ksenia Tatarchenko, Anya Yermakova, Liesbeth De Mol

This article reinterprets algorithmic rationality by looking at the interaction between mathematical logic, mechanized reasoning, and, later, computing in the Russian Imperial and Soviet contexts to offer a history of the algorithm as a mathematical object bridging the inner and outer worlds, a humanistic vision that we, following logician Vladimir Uspensky, call the “culture of the impossible.” We unfold the deep roots of this vision as embodied in scientific intelligentsia. In Part I, we examine continuities between the turn-of-the-twentieth-century discussions of poznaniye—an epistemic orientation towards the process of knowledge acquisition—and the postwar rise of the Soviet school of mathematical logic. …

Patriarchal bargains have been studied in many settings as a strategy that helps women circumvent constraints and forge spaces for individual empowerment. Despite the growing use of mediated communication, little is known about how patriarchal bargains are enacted and realized within online interactions such as in discussion forums. By analyzing how Chinese unwed single mothers renegotiate the state’s oppressive population control and gender policies through their online activity, this study proposes the concept of “online patriarchal bargain” to extend patriarchal bargain theory to women’s Internet use. In Los Angeles, domestic wastewater recycling ("greywater") systems are controversial, loved by local environmentalists and disdained by the city's water agencies. Drawing on fieldwork among greywater advocates and public water agency workers, this article examines how greywater systems function as nodes that unsettle relations between residents and the public agencies that manage the city's water grid. Elaborating the longstanding frictions over greywater reuse in LA reveals how these fixtures are mobilized by advocates to rescript the roles of both individuals and the state within the urban waterscape. In the US West, water stories are often aqueduct stories, narratives of moving the vital resource from one place to another. This paper, in contrast, explores nascent efforts to keep the water still, in the name of helping buffer cities from the anticipated impacts of climate change. Scripted as potential holding sites for an urban water reserve, aquifers and the task of filling them now orient a range of policies and material investments across Southern California. Declining Discount Rates In Singapore's Market For Privately Developed Apartments, Eric Fesselmeyer, Haoming Liu, Alberto Salvo

Singapore's market for new privately developed apartments exhibits wide quasi-experimental variation in ownership tenure. We develop an empirical model in which prices are decomposed into the utility of housing services and a factor that shifts with asset tenure and the discount rate schedule, which we discipline to vary smoothly over time. We estimate discount rates that decline over time and, to accommodate the observed price differences, fall to 0.5-1.5% p.a. by year 400. The finding that households making sizable transactions do not entirely discount benefits accruing centuries from today is relevant, with the appropriate risk adjustment, for evaluating climate-change investments.

This paper explores popular expectations for and meanings of the U.S. West's environmental future, as articulated through recent artistic representations of the Los Angeles's expansive water provision network. Weaving together material from participant observation and readings of creative works, I show how infrastructural imagery is used to index anxieties about a future of water scarcity. Presenting familiar, currently functional water infrastructures as ruins-in-the-making, these artists use the physical stuff of water provision networks to advance critiques of longstanding modes of development and the material basis of urban-rural relations in the U.S. West. California's sprawling network of aqueducts and dams is often cited as the embodiment of a high-modernist approach to resource management. But while once widely celebrated, in recent decades this infrastructural system and the institutions that manage it have been the subject of growing criticism and shrinking funding streams. Based on ethnographic research among employees at several California water agencies, this article explores the sense of nostalgia and diminished power experienced by the workers tasked with overseeing these networks. Using data from Major League Baseball, I compute an objective measure of the home plate umpire's work quality-the accuracy of his ball and strike calls during a game-and measure how it varies with temperature. I find that an increase in game-time temperature from between 70 and 80 degrees F to above 95 degrees F decreases an umpire's accuracy by a little less than a percentage point, which is a 5.5% increase in the pitch-calling error rate when evaluated at the mean error rate of 13.3%. Restricting the sample to borderline pitches increases the magnitude of the hot-weather effect on accuracy …

Many countries promote urban agglomeration to enhance economic competitiveness, but the impacts of this strategy on local climate adaptation remain poorly understood. Here, we use variation in greenspaces to test the efectiveness of climate adaptation policy across climate impacts and vulnerability dimensions. Using satellite imagery and logistic regression, we analyze spatiotemporal correlation between greenspace and climate vulnerability in the Guangdong-Hong Kong-Macau Greater Bay Area, an area comprising~ 70 million people and 11 cities, making it a useful natural experiment for our study. However, without adequate protective infrastructure that provides thermally comfortable conditions for public transit riders, it can be challenging to reach these goals in hot climates.
