Big Data, Technical Communication, And The Smart City, Jordan Frith

Big data is one of the most hyped buzzwords in both academia and industry. This article makes an early contribution to research on big data by situating data theoretically as a historical object and arguing that much of the discourse about the supposed transparency and objectivity of big data ignores the crucial roles of interpretation and communication. To set forth that analysis, this article engages with recent discussion of big data and “smart” cities to show the communicative practices operating behind the scenes of large data projects and relate those practices to the profession of technical communication.

How will big data impact environmental law in the near future? This Essay imagines one possible future for environmental law in 2030 that focuses on the implications of big data for the protection of public health from risks associated with pollution and industrial chemicals. Consumer privacy protection is largely within the purview of the Federal Trade Commission. In recent years, however, the National Telecommunications and Information Administration (NTIA) at the Department of Commerce has hosted multistakeholder negotiations on consumer privacy issues. The NTIA process has addressed mobile apps, facial recognition, and most recently, drones. It is meant to serve as a venue for industry self-regulation. Drawing on the literature on co-regulation and on penalty defaults, I suggest that the NTIA process struggles to successfully extract industry expertise and participation against a dearth of federal data privacy law and enforcement. Rapid growth in the Internet of Things (IoT) has resulted in a massive growth of data generated by these devices and sensors put on the Internet. Physical-cyber-social (PCS) big data consist of this IoT data, complemented by relevant Web-based and social data of various modalities.
