Between Markets And Maritime Might: India’S Engagements In The Indo-Pacific’S Emerging Order, Akriti Khajuria, Arushi Anthal

Journal of Strategic Security

In the strategic landscape of the Indo-Pacific, economic cooperation and security imperatives often converge in complex and sometimes conflicting ways. This strategic region has emerged as a critical arena where global and regional powers alike pursue economic engagement while recalibrating security postures in response to shifting geopolitical currents. Within this dynamic environment, India occupies a pivotal position as an emerging power seeking to reconcile its economic aspirations with evolving security challenges. This article explores how India negotiates the interplay between deepening economic integration, especially with major actors such as China and the US, while maintaining strategic autonomy and sovereignty. Anchored …

Structural Dependency: Nato, Defense Industry Politics, And Europe’S Stagnation, Diane M. Zorri Sep 2026

Structural Dependency: Nato, Defense Industry Politics, And Europe’S Stagnation, Diane M. Zorri

Journal of Strategic Security

Europe’s defense industrial base (DIB) weaknesses are commonly attributed to underinvestment, fragmented policies, or a lack of European cohesiveness. This article advances an alternative explanation: European defense industrial dependency has emerged through institutionalized alliance structures that systematically privileged US capabilities and incentives, becoming self-reinforcing and difficult for European actors to exit, even as their strategic preferences evolved. Drawing on dependency theory, path dependence, and theories of alliance politics, this article argues that transatlantic security arrangements established during the early Cold War, most notably NATO’s integrated command structures, defense procurement norms, and interoperability requirements, have generated long-lasting asymmetries in production, technology, …

Complex Adaptive Resilience And Asymmetrical Balancing: Russia And The 2022 Sanctions Regime, Renny Puspitarini, Sartika Soesilowati, Kacung Marijan, Ahmad Iskandar Rahmansyah

Journal of Strategic Security

The 2022 Russian invasion of Ukraine prompted unprecedented Western sanctions, which amounted to more than 23,000 sanctions during 2022-2024. However, these sanctions failed to fulfill their designated objective of influencing the end of the Russia-Ukraine War. Russian responses to progressively augmented sanctions have sparked debates surrounding microeconomic sovereignty, macroeconomic adaptability, and, foremost, resilience. The article’s findings reveal that while sanctions have not brought the Russian Federation to acquiesce, they have catalyzed a structural, politically induced policy shift into a Complex Adaptive Resilience (CAR) framework. Russia's ability to build resilience against sanctions has been manifested structurally in its strategy to reinforce …

Was The Us Invasion Of Iraq A Mistake, Or Are We Missing The Emergence Of A Promising Democracy?, Robert Burrell, Arman Mahmoudian, John Pennell

Journal of Strategic Security

This study evaluates the long-term impact of the 2003 US invasion of Iraq on its democratic development, social stability, and regional geopolitics. Utilizing a comprehensive data-driven approach, including metrics on governance resilience, national morale, political dynamics, economic indicators, and security sector reforms, the research assesses progress over two decades. Findings indicate gradual improvements in Iraq’s democratic institutions, public confidence, and economic resilience, despite persistent challenges such as corruption, sectarian divisions, and regional influence from Iran and neighboring states. The analysis suggests that Iraq’s resilience and evolving political landscape could foster a nascent democracy capable of regional influence if key reforms …

This study examines the role of artificial intelligence (AI) in transforming contemporary warfare, with a particular emphasis on its applications in unmanned aerial platforms, sensor networks, and decision-support architectures. The analysis examines current operational uses, the algorithmic processes that enable them, and empirical insights drawn from the Russian-Ukrainian War. Findings indicate that machine learning enhances key military functions, including surveillance, navigation, targeting, fire coordination, and maintaining communication networks under conditions of electronic disruption. The emergence of loitering munitions and autonomous navigation systems reflects a pattern of incremental innovation, wherein automation augments operational efficiency without displacing human authority in decisions involving …

Transitional Terrorism In South Asia: Understanding The Kuki-Chin National Front Using The Crime-Terror Nexus, Masrur Mahmud Khan Sep 2026

Transitional Terrorism In South Asia: Understanding The Kuki-Chin National Front Using The Crime-Terror Nexus, Masrur Mahmud Khan

Journal of Strategic Security

The emergence of the Kuki-Chin National Front (KNF) within the Chittagong Hill Tracts (CHT) has engendered considerable concern within the domains of domestic and national security. Although the group’s political objectives have evolved from secessionist ambitions towards demands for regional autonomy, KNF has simultaneously engaged in profit-driven criminal activities. Thus, KNF exemplifies a hybrid organization, embodying both political and economic imperatives and operating at the intersection of insurgency, terrorism, and organized crime. In this context, the present qualitative study adopts the ‘crime-terror nexus’ as its analytical framework, positing that KNF represents a hybrid entity defined by its dual political aspirations …

Human-Ai Teaming Under Fire: Lessons From Ukraine’S Human-In-The-Loop Combat Ai Systems, Rahul Kumar Tiwari, Ram Babu

Journal of Strategic Security

This article examines human-artificial intelligence (AI) teaming in Ukrainian combat operations from 2022 to 2025, exploring the integration of AI systems with human decision-making in military contexts and how crisis-driven innovation can lead to human-AI teaming. The research addresses three questions: the effectiveness of human-AI teams compared with human-only or fully autonomous systems; the effect of organizational structures on the sustainability of AI integration; and strategic implications for the development of the doctrine and international security governance in the case of the North Atlantic Treaty Organization (NATO). The methodology uses mixed-method comparative case study analysis of three different Ukrainian systems: …

Escalation By Algorithm, Restraint By Architecture: Pakistan’S Military Ai Divergence, Sajjad Ahmed, Ahmad Nizar Yaakub, Asma Javed

Journal of Strategic Security

Debates on military artificial intelligence (AI) remain skewed toward great power dynamics, oscillating between techno-optimist celebrations of speed and techno-pessimist warnings of collapse. This binary overlooks how middle powers, operating under nuclearized rivalry and asymmetric sanction risk, embed restraint into organizational and technical practice. This article develops Systems Restrained Realism (SRR), a framework that extends defensive realism into the machine age by theorizing restraint as a deliberate doctrinal posture rather than a symptom of incapacity. Using Pakistan as a critical case, the study draws on expert interviews, procurement manuals, and UN submissions to demonstrate how restraint is operationalized through latency …

The Role Of Special Services In Providing National Information Security, Volodymyr Artemov, Alexander Rusnak, Viktor Trepak, Grygorii Ostafiichuk, Alexandr Kalinin

Journal of Strategic Security

The growing dependence of states on digital infrastructures has elevated national information security to a matter of strategic importance. This study examines the role of special services (intelligence agencies) in protecting against cyber threats, focusing on their legal, operational, and technological functions. Using a combination of comparative legal analysis, case law review, expert surveys, and statistical modelling across 20 countries, the research highlights both strengths and limitations of current approaches. The findings demonstrate that states with clear and specific legislation on intelligence and cybersecurity achieve a 26% higher rate of preventive success than those with ambiguous frameworks. Strong judicial oversight …

Analysis Of Security Concerns In India-Central Asia Relations, Anmol Mukhia, Anurag Tripathi, Sanjeev Kumar Tiwari

Journal of Strategic Security

India-Central Asia relations have gained strategic significance driven by its historical ties, growing economic interests, and, most importantly, evolving security dynamics. This article deals with multifaceted security concerns such as drug trafficking, terrorism, radicalization, and the implications of instability in Afghanistan. The findings show that security concerns in the region, particularly in Afghanistan and Pakistan, constitute a significant obstacle, alongside geographical challenges, to India’s connectivity with the Central Asian Republics (CARS). India’s rising aspiration to increase connectivity and build closer ties with the region in energy, trade, and commerce heavily relies on a peaceful, prosperous, and stable Central and South …

Shadow Logistics: Military Vulnerability Through Civilian Dependence, Gilles A. Paché Jun 2026

Shadow Logistics: Military Vulnerability Through Civilian Dependence, Gilles A. Paché

Journal of Strategic Security

The rapid evolution of civilian-origin technologies repurposed for defense is reshaping the foundations of logistical advantage and altering the conditions under which armed forces operate. Modern missions rely on an extensive ecosystem of infrastructures—port terminals, cloud services, data platforms, and civilian contractors—whose reliability frequently lies beyond the authority of public institutions. This environment gives rise to shadow logistics, a network of civilian systems largely absent from conventional doctrine yet capable of producing significant operational disruptions when failures occur. Case studies show that some dark assets, whether physical or informational, can act as multipliers of effectiveness while simultaneously creating systemic vulnerabilities …

Post-Ukraine Fallout: How Azerbaijan’S Break With Russia Reflects The Strategic Consequences Of A Weakened Kremlin, Hasan Alisoy Apr 2026

Post-Ukraine Fallout: How Azerbaijan’S Break With Russia Reflects The Strategic Consequences Of A Weakened Kremlin, Hasan Alisoy

Journal of Strategic Security

This article analyzes how Russia’s declining power, accelerated by its military overextension in Ukraine, triggered a historic rupture in Russia–Azerbaijan relations, culminating in the 2025 Yekaterinburg incident. It argues that the deaths of two Azerbaijani citizens in Russian custody—and the retaliatory actions taken by Baku—did not cause the diplomatic collapse, but rather crystallized a long-term realignment rooted in Azerbaijan’s post-conflict assertiveness and Russia’s unraveling regional leverage. Drawing on the 2024 downing of an Azerbaijani airliner by a Russian missile, the premature withdrawal of Russian peacekeepers from Karabakh, and Azerbaijan’s evolving alliance with Türkiye, the article positions this realignment within a …

Conscripts, Convicts, And Contractors: Ersatz Soldiers And Russia's Total Mobilization Workarounds, Tad A. Schnaufer Ii, Guido Rossi Apr 2026

Conscripts, Convicts, And Contractors: Ersatz Soldiers And Russia's Total Mobilization Workarounds, Tad A. Schnaufer Ii, Guido Rossi

Journal of Strategic Security

The large-scale conventional conflict in Ukraine has absorbed hundreds of thousands of soldiers on both sides. Yet, domestic considerations have limited mobilization of citizens into the military at the devastating cost of prolonging the conflict. The 2022 Russian invasion force should have comprised far more personnel to ensure success at the outset. Russian leadership grossly underestimated the Ukrainian will to resist and vastly overestimated its own capabilities. Once the initial attack failed, both Russia and Ukraine only incrementally mobilized their populations, leaving neither side with overwhelming strength to create a breakthrough that would end the war. Hence, the ongoing slog …

Accurate Reading Of The Result Of The Security Transfer In Vietnam, Jason Cooley Apr 2026

Accurate Reading Of The Result Of The Security Transfer In Vietnam, Jason Cooley

Journal of Strategic Security

In the late 1960s and early 1970s, numerous American citizens wanted to see the removal of US soldiers from South Vietnam. To appease these individuals, officials in Washington carried out troop withdrawals. As American personnel left, South Vietnamese servicemen assumed their security duties. This security transfer, like most security initiatives, produced mixed results. By employing levels of success and failure from notable policy scholars and recognizing the productivity of some key units of the South Vietnamese Army, it will be possible to present a more accurate reading of the results of the transfer than those currently available in the literature …

Hypersonic Missiles: Evaluating Modern Warfare In The Russia-Ukraine Conflict, Bill Christopher Arputharaj, Amit Mukherjee Apr 2026

Hypersonic Missiles: Evaluating Modern Warfare In The Russia-Ukraine Conflict, Bill Christopher Arputharaj, Amit Mukherjee

Journal of Strategic Security

The Russia-Ukraine war represents the world’s first theatre where hypersonic missile systems have been employed in combat operations. However, there is insufficient literature on the comparative analysis of Russian hypersonic missiles launched during the conflict, namely the Kh-47M2 Kinzhal, 3M22 Zircon, and Oreshnik intermediate-range missile systems. The article evaluates their technological complexity, survivability against multilayer air and missile defence networks, and their overall impact in this conflict. The research establishes a doctrinal framework for translating theoretical deterrence into applied battlefield outcomes for hypersonic weapon systems. The study uses a qualitative approach that draws inferences from defence reports and media coverage …

Sheinbaum’S Dilemma: Mexico’S Security Choices After Fto Designation, Ghaleb Krame, John P. Sullivan, Magdalena Garcia

Journal of Strategic Security

The US designation of six Mexican cartels as Foreign Terrorist Organizations (FTOs) marks a pivotal shift in bilateral security relations, compelling Mexico to navigate a complex strategic landscape. This study uses game-theoretic modeling, scenario analysis, and Nash equilibria to evaluate three possible responses by the administration of Claudia Sheinbaum: (1) Total Subordination—fully aligning with US counter-cartel efforts, (2) Covert Subordination—secretly integrating US support while maintaining a public stance of sovereignty, and (3) Strategic Resistance—rejecting US intervention in favor of an independent security approach.

New evidence on US-side border corruption and clearer definitions of key terms (joint cross-border operations, intelligence fusion …

The Digital Radical: Online Extremism, Propagation, And Terror By Design's Strategic Implications For Homeland Security, Hunter Lacroix, Shevach Berkovits

Journal of Strategic Security

The 'lone wolf' figure has long been central to counterterrorism analysis, representing the trajectory from non-participant to self-directed actor aligned with extremist causes. Traditional frameworks emphasizing in-person networks or online exposure, however, fail to capture the transformation of radicalization in the algorithmic age. The Arab Spring demonstrated the mobilizing power of digital platforms, yet movements like ISIS later weaponized these networks to provide ideology, belonging, and identity to dislocated populations. This article introduces the concept of the Digital Radical—an individual who transitions from passive consumer to active propagator of extremist narratives, sustaining and expanding radical ecosystems in a symbiotic …

Push And Pull: Nato, Eu, And Poland’S Positioning After 2022, Zsombor Zeöld, Réka Dobreffné Bogár, Dániel Bernát Vay

Journal of Strategic Security

The 2022 Russia-Ukraine war profoundly reshaped European security, exposing long-standing weaknesses while accelerating institutional adaptation within the North Atlantic Treaty Organization (NATO) and the European Union (EU). This article argues that NATO reaffirmed its role as the guarantor of hard deterrence and defense commitments (“pull effects”), while the EU advanced as a provider of institutional support, logistics, financial tools, and defense-industrial initiatives (“push effects”). A case study of Poland illustrates how a frontline state navigates these dynamics, using NATO’s pull and the EU’s push to expand its security agency and shape broader European defense debates. Together, these developments suggest a …

Russia's Information Warfare In Africa: Influence Operations In The Sahel, Stanislav Vasyliuk Feb 2026

Russia's Information Warfare In Africa: Influence Operations In The Sahel, Stanislav Vasyliuk

Journal of Strategic Security

In the new era of technology and digitalization, the internet has become a new battleground where states are able to exercise their power and employ various tools to achieve foreign policy objectives. While this creates a possibility to improve the communication between the public and the government, it also opens a door for bad actors to pursue their agenda through fake news and disinformation. Russia has long been at the forefront of utilizing both in-person and digital spaces for propaganda efforts. The Sahel region of Africa presents possibly one of the most successful stories in the Kremlin’s recent track record. …

Sofs And Pmscs: Factors Of Stability And Change, Mirko Tasic Oct 2025

Sofs And Pmscs: Factors Of Stability And Change, Mirko Tasic

Journal of Strategic Security

The legitimacy of special operations forces (SOFs) and private military and security companies (PMSCs) often resides in a legal gray area, especially for those operating under the patronage of states that deviate from neoliberal standards and are sometimes labeled as criminal groups or terrorist organizations. This study aimed to develop a framework for categorizing the organizational and operational models of such SOFs and PMSCs. The three primary categories used were: mercantilistic, ideological, and ideological-mercantilistic. A comparative analysis of Iran’s Quds Force, Russia’s Wagner Group, and FR Yugoslavia’s JSO was conducted to better understand the impact of these and similar actors …

The Institutional Effect: Democracies, Dictators And Diversionary Foreign Policy, Thomas Reilly Oct 2025

The Institutional Effect: Democracies, Dictators And Diversionary Foreign Policy, Thomas Reilly

Journal of Strategic Security

The diversionary theory of war remains controversial in International Relations. The extant literature remains dominated by the study of democratic diversions and the use of warfare as the prime diversionary strategy. The sheer amount of work covering democratic diversions has created theoretical biases which are oft transposed to autocratic states, despite being largely unique to democratic processes. This article expands the traditional bounds of diversionary theory to provide a logic of autocratic diversions and diversionary strategies outside of war, presenting a theoretical framework which argues that institutionalization is the primary conduit through which the intended audience, benefit and preferred diversions …

The Element Of Surprise: Highly Maneuverable Satellites And Ssa, Simone L. Montandon Oct 2025

The Element Of Surprise: Highly Maneuverable Satellites And Ssa, Simone L. Montandon

Journal of Strategic Security

Military, commercial, and civil space missions rely on accurate space situational awareness (SSA) to avoid collisions and inform the analysis of the threat environment. Historically, man-made objects in space have been highly predictable because their trajectories were mostly constrained within the orbit they occupied. However, fast-paced progress in engine/thruster technology, energy efficiency, and on-orbit servicing and refueling have allowed satellites to maneuver often and quickly within their lifespan. This added an element of unpredictability that adds further uncertainty to an operational environment that is already highly uncertain. This paper argues that solving this issue will require pursuing continued custody of …

The Cost Of Quantum Wars: Small State Standpoint, Gayane Harutyunyan Oct 2025

The Cost Of Quantum Wars: Small State Standpoint, Gayane Harutyunyan

Journal of Strategic Security

As an emerging technology, quantum technology claims to have a tremendous impact on all spheres of social activity, as well as to significantly change the perception of war and peace, diversify the nature of security threats, opening up new, previously unknown layers in them. The development of quantum technologies is of exceptional importance for small states in terms of defense and security, because due to some important features (efficiency, speed, accuracy, dataflow security) it can offset the scarcity of resources (financial, material and human) typical of small countries, enabling the opportunity to address the issues of low efficiency due to …

Black Widow And Black Tigress: Understanding The Female Suicide Attackers From Russia And Sri Lanka, Jithin Raveendran

Journal of Strategic Security

The phenomenon of female suicide attackers has introduced a new dimension to the landscape of terrorism, challenging traditional perceptions of gender roles and motivations within extremist activities. This article delves into the complex biographies of female suicide attackers in two different geopolitical settings: Sri Lanka and Russia. Women have been prominently involved in suicide attacks in Russia, in which it is closely related to Chechen conflict and during the Tamil insurgency for establishing independent state, Sri Lanka has also seen instances of female suicide attackers. To understand why some women are drawn into these acts of violence, it is essential …
