The challenges to stability, unity, and democracy in Iraq are typically characterized as factional (sectarian and ethnic) or as struggle against the presence of foreign troops. However, this assumption remains largely erroneous. The problems and challenges in Iraq are actually and overwhelmingly the result of power struggles, and the competition for resources by political elites, and dominant political factions.

The political and electoral system emplaced in Iraq incentivizes elites and political entities to undertake factional identities; in doing so, it promotes identity politics. The current system also fails to filter the contests for power through the electoral system. As such, …

The 2007 Draft Oil Law's parliamentary collapse demonstrates that Iraqi legislation must settle the issue of ownership prior to determining foreign investment rules. The draft law has been criticized by western academics for its economic benefits to international oil companies, but in Iraq the law has been rejected more for its ambiguities and its lack of specific ownership language, apart from four disputed, classified annexes listing classifications of oil fields. Operation Iraqi Freedom launched with the backing of U.S. Coalition Forces (CF) on March 20, 2003 to remove Saddam Hussein from power. The United States occupied Iraq by bombing and cleansing Iraq of weapons (Dahabour 105-130). During the first year of occupation U.S. soldiers at the detention facility Abu Ghraib tortured detainees in their charge. The international political landscape of the 21st century is strewn with terrorist groups that choose to act violently in order for their political messages to be heard. Around the world groups have been formed to defend their ideologies and fulfill their political agendas through acts of terrorism. The Baader-Meinhof Gang [also known as the Red Army Faction], the Weather Underground, the Liberation Tigers of Tamil Eelam, Hezbollah, the Revolutionary Armed Forces of Colombia, HAMAS, and the Irish Republican Army have existed for many decades.
