Are We Prepared? A Qualitative Multiple Case Study On Multijurisdictional Readiness And Response Capabilities For Atypical Complex Coordinated Incidents Involving Mass-Casualty Cbrne Threats In The State Of Washington, Christopher J. Gard
Doctoral Dissertations and Projects
Complex coordinated terrorist attacks involving chemical, biological, radiological, nuclear, and explosive (CBRNE) elements, along with active shooter threats, pose significant challenges for first-responding law enforcement officers. Responding to active threats where civilian lives are at immediate risk of serious injury or death requires an immediate, decisive response from the initial officers on the scene. When responders learn that perpetrators have dispersed one or more CBRNE-related weapons during an ongoing violent spree, on-site law enforcement personnel must be appropriately trained and adequately equipped to quickly and decisively confront and neutralize the attacker(s). Because prolonged federal CBRNE response assets can be delayed …
An Analysis Of The Relationship Between Family Dynamics And Juvenile Delinquency: A Qualitative Case Study With Probation Officers, Sevoca Glass Jr.
An Analysis Of The Relationship Between Family Dynamics And Juvenile Delinquency: A Qualitative Case Study With Probation Officers, Sevoca Glass Jr.
Doctoral Dissertations and Projects
Beqo et al. (2017) discuss the correlation between juvenile delinquency and upbringing in dysfunctional and fragmented homes. The point of this study is to investigate the link between family structure and dynamics while also figuring out how likely it is that someone will commit a crime (Mwangangi, 2019). Large amounts of empirical research have clearly shown that teens who grow up in bad homes are more likely to become juvenile offenders than their peers who grow up in loving homes. The main aim of this qualitative case study is to examine the views of federal probation officials regarding the possible …
Dynamic Domain Score Changes As Predictors Of Juvenile Recidivism: Evidence From Washington State's Pact, David Wayne Sattler
Dynamic Domain Score Changes As Predictors Of Juvenile Recidivism: Evidence From Washington State's Pact, David Wayne Sattler
Doctoral Dissertations and Projects
Juvenile probation agencies routinely administer risk-need assessments. However, evidence remains limited regarding the association between changes in scores from repeated risk-need assessments and recidivism among justice-involved youth. Grounded in general personality and cognitive social learning theory and the risk-need-responsivity model, this quantitative study examined whether changes in dynamic scores on the Positive Achievement Change Tool were associated with recidivism among youth on juvenile community supervision in Washington State. Using 24,929 paired initial and final Positive Achievement Change Tool assessments, the study analyzed total and domain-level dynamic score changes with recidivism measured during the 24 months following the final assessment. Logistic …
Strength Of No-Cash Bail Policies And Jail Population Outcomes: A Quantitative Study, Charles Lincoln Tucker
Strength Of No-Cash Bail Policies And Jail Population Outcomes: A Quantitative Study, Charles Lincoln Tucker
Doctoral Dissertations and Projects
This quantitative study assessed the impact of no-cash bail reforms on local jail populations in various U.S. states. The no-cash bail policies, also known as "cashless bail," are criminal justice reforms that reduce or eliminate the need for defendants to pay money to secure release from jail while awaiting trial. The goal is to base pretrial detention on safety risks, not financial status. These systems use non-monetary conditions to ensure court appearances instead of wealth-based detention. This study aimed to address a critical gap in scholarly understanding of statewide implementation policies carried out at the local level. The data were …

A Study On Online Romance Fraud And National Security: A Ghanaian Perspective, Osmond B. Kabah
Doctoral Dissertations and Projects
One of the most prevalent cybercrimes is online romance fraud, where the perpetrators prey on individuals looking for love on various platforms. The crime, widespread on dating apps and social media, is typified by scammers starting a relationship and then defrauding the gullible victims of their money. Ghana is one of the countries whose citizens have been victims of these swindlers, and the national security apparatus is increasingly receiving reports of online financial victimization. This qualitative study aims to explore the issue in the country from a national security perspective. This study investigates what motivates the perpetrators of this crime …
The Impact Of Direct Democracy On Policy Formation, Tricia Smith
The Impact Of Direct Democracy On Policy Formation, Tricia Smith
Doctoral Dissertations and Projects
As political polarization and distrust in elected representatives increases in American politics, voters are turning to direct democracy as a mechanism to drive policy making. Proponents of both legislative mechanisms and the use of direct democracy argue that their means of policy making is the most democratic. The Founding Fathers chose a representative system to limit the influence of faction and try and prevent Tocqueville’s tyranny of the majority. This study examines both direct democracy and legislative outcomes at the state level through the lens of adult use cannabis sales policy. Adult use cannabis sales were first legalized in the …

Exploring The Influence Of Organizational Leadership On The Educational Experiences Of Impoverished Urban Children: A Transcendental Phenomenological Study, Tanmai Talari Pena
Doctoral Dissertations and Projects
The purpose of this transcendental phenomenological case study was to understand the educational experiences of impoverished urban children as perceived and addressed by school administrators in a K–12 school within the United States. The theory guiding this study was Vygotsky’s Sociocultural Theory, which emphasizes the importance of social interaction, cultural context, and community in shaping learning and development, and aligns with the study’s focus on how educational leaders interpret and respond to the needs of marginalized student populations. The central research question guiding this study was: How do school administrators perceive and address the educational experiences of impoverished urban children …

Exploring Active Shooter Patterns In Schools: Baseline Typologies For Strategic Preparedness Using A Qualitative Lens, Francis Miskelly
Doctoral Dissertations and Projects
This qualitative study investigatesd the temporal patterns of active shooter incidents on elementary and middle school campuses across urban, suburban, and rural areas in the southeastern United States, specifically in North Carolina. It examined how the timing of these incidents varies across school settings and how law enforcement and School Resource Officers (SROs) perceive the impact of timing on the nature and response to such events. While existing literature largely focuses on psychological profiles, sociocultural factors, and immediate response strategies, few studies address how timing affects the occurrence, characteristics, and outcomes of incidents across school levels. Current research often generalizes …

Digital Forensic Skill Gaps Among Law Enforcement And Implications For Modern Criminal Investigations, Chip Thornsburg
Doctoral Dissertations and Projects
Digital evidence has become a routine component of modern criminal investigations; however, many law enforcement agencies face challenges in developing the personnel, training, and resources needed to manage increasingly complex digital evidence. The purpose of this explanatory sequential mixed-methods study was to examine digital forensic skill gaps among Texas local law enforcement agencies and their implications for modern criminal investigations. Guided by Human Capital Theory and Routine Activities Theory, Phase I employed a statewide survey of agencies to assess digital forensic resources, training, competency, and digital evidence usage. Quantitative data were analyzed using descriptive statistics, Kruskal–Wallis tests, chi-square tests of …
A Qualitative Descriptive Study Of Secular And Christian-Based Correctional Operations: Exploring The Impact On Recidivism, Reintegration, And Spiritual Transformation, Cullen B. Burch
Doctoral Dissertations and Projects
This qualitative descriptive study examines the effectiveness of secular versus Christian-based correctional programs in reducing recidivism among offenders and enhancing reintegration outcomes. The primary purpose is to explore perceived limitations of secular correctional methodologies, given observed challenges such as rising recidivism and limited offender transformation. In contrast, Christian-based programs, grounded in biblical principles and spiritual transformation, are posited to foster meaningful change among offenders. The study focuses on the perspectives of formerly incarcerated individuals who participated in secular and faith-based initiatives while incarcerated in Texas. Data collection is exclusively qualitative, involving semi-structured interviews with these formerly incarcerated individuals and a …
Price Tags Of Goodwill: The Examination Of General Strain Theory And Official Behavior, Kathryn A. Loving
Price Tags Of Goodwill: The Examination Of General Strain Theory And Official Behavior, Kathryn A. Loving
Doctoral Dissertations and Projects
Applying the theoretical framework of Agnew’s (1992) General Strain Theory, this project aimed to understand the connection between strain-induced responses and improper official behavior, considering an individual’s intersectionality (sexuality). Despite extant empirical data recognizing that justice officials' duties expose them to a barrage of human misery, vicarious trauma, and intense circumstances that negatively impact their psyche, little research exists about how compassion fatigue relates to improper official conduct. When culturally induced expectations become divorced from an official despite a coordinated institutional emphasis, negative police responses can jeopardize public service. Because criminal justice officials are the backbone of public safety, it …
Exploring Challenges To Implementing Restorative Justice Processes Among Law Enforcement Officers In Anambra State, Nigeria, Hamilton E. Okeke
Exploring Challenges To Implementing Restorative Justice Processes Among Law Enforcement Officers In Anambra State, Nigeria, Hamilton E. Okeke
Doctoral Dissertations and Projects
This transcendental phenomenological study explored the essence of law enforcement officers’ lived experiences of implementing Restorative Justice processes and the challenges associated with their implementation within Anambra State’s criminal justice system. Restorative justice was introduced into Nigeria’s criminal justice system through the 2015 Administration of Criminal Justice Act (ACJA) and domesticated in Anambra State through the Administration of Criminal Justice Law (ACJL) in 2022, introducing non-custodial and restorative alternatives within a predominantly retributive system. Despite growing attention to implementation challenges, little is known about how law enforcement officers experience and make sense of Restorative Justice within the state’s criminal justice …
Mobilizing The Church For Whole-Person Transformation In Addiction And Mental Health Recovery, Jacqueline A. Gillespie
Mobilizing The Church For Whole-Person Transformation In Addiction And Mental Health Recovery, Jacqueline A. Gillespie
Doctoral Dissertations and Projects
Individuals experiencing chronic addiction or mental health conditions are often separated from the broader church community and placed into isolated treatment programs, creating a disconnect between recovery efforts and long-term spiritual formation (Amos, 2023). Many churches that emphasize deliverance struggle to provide sustained discipleship, while congregations grounded in spiritual growth frequently lack the skills and structures needed to serve highly vulnerable populations. This mixed–methods study will explore how the local church can be mobilized to offer whole-person transformation for individuals affected by addiction and mental health challenges. Guided by the biblical vision of ongoing spiritual renewal—“being transformed into the same …
Iran’S Development Of Criminal Foreign Policy Capabilities In The United States From 2013–2020, Scott James Harr
Iran’S Development Of Criminal Foreign Policy Capabilities In The United States From 2013–2020, Scott James Harr
Doctoral Dissertations and Projects
Iran’s development of criminal foreign policy capabilities in the United States represents an emerging phenomenon that is transforming the U.S.-Iran foreign policy relationship from a national security issue, primarily executed abroad, into a homeland security threat located within the United States. As an emerging dimension of the U.S.-Iran foreign policy relationship, this behavior by Iran must be thoroughly understood to aid U.S. policymakers in developing relevant policies to address the issue. However, Iran’s motivations for its international behavior are hotly debated among scholars of international relations (IR) theory. Some see Iran’s behavior as ideologically based, while others claim Iran’s behavior …

The Lived Experience Of Inconsistent Legal Recognition: A Phenomenological Study Of Job Burnout And Moral Injury In Florida Correctional Officers, Jeffrey A. Snipes
Doctoral Dissertations and Projects
This qualitative transcendental phenomenological study investigates the lived experiences of Florida correctional officers (FCOs) regarding inconsistent legal recognition and the divergence between functional mandates and legislative definitions. Utilizing Dr. Jonathan Shay’s moral injury framework, this research explores how statutory marginalization functions as a precursor to burnout. A transcendental phenomenological research design was employed; 21 officers were screened using the Maslach Burnout Inventory (MBI-HSS) followed by semi-structured interviews with a nine-participant subsample.
Data analysis followed Creswell’s spiral procedures to identify themes describing the essence of these experiences. Findings suggest that inconsistent recognition as first responders catalyzes moral injury, exacerbating burnout and …
State Government, The Forgotten Cyber Actor, Joshua D. Strubel
State Government, The Forgotten Cyber Actor, Joshua D. Strubel
Doctoral Dissertations and Projects
Cyber incidents are among the most pervasive threats facing the United States, with the FBI recording over 859,000 reported attacks and an estimated $16.6 billion in losses in 2024 alone. Despite widespread recognition that effective cyber defense requires a whole-nation approach, the existing research literature overwhelmingly focuses on federal policy, leaving state governments as largely overlooked actors. This study addresses that gap by examining the research question: How does state cybersecurity policy affect malicious cyber actors' frequency of operations? Drawing on multilinear regression analysis augmented by Random Forest machine learning models, this study evaluates the relationship between state-level cyber deterrence …

The theory guiding this study is due to the complexity of the issue globally around the world as it explains the causes of human trafficking amongst victims, which include those who experience poverty, lack of access to job opportunities, natural disasters, and lack of legal protection for immigrants. Additionally, the purpose of this dissertation is to provide insights into the …
Exploring The Effectiveness Of Juvenile Justice Rehabilitation Programs In The State Of Virginia, Edishae L. Harris-Tyler
Exploring The Effectiveness Of Juvenile Justice Rehabilitation Programs In The State Of Virginia, Edishae L. Harris-Tyler
Doctoral Dissertations and Projects
Juvenile delinquency and criminal offending have become significant problems in society today. Many offenders in the criminal justice system were exposed to violence and criminal activity at a young age. Early harmful exposure has influenced many at-risk youths in the community to commit crimes at a young age and develop into adult offenders. Juveniles in the community considered at-risk may be disadvantaged due to negative peer pressure, poverty, lack of parental involvement, illiteracy, and lack of opportunities for positive change and development. At-risk youth severely need structure, prosocial support, positive mentorship, and direction to prevent criminal activity and reduce recidivism. …
