The inclusive service delivery model is a philosophy of education that involves changing how educators address disability and provide educational services. Arkansas has recently developed a plan to implement inclusion whenever possible to better comply with the Individuals with Disabilities Education Act guidelines for students with disabilities. Preparing for implementation, Arkansas leaders compared data from the Every Student Succeeds Act prior to and following the implementation of inclusive service delivery in pilot schools. Purpose: This qualitative phenomenological study aimed to explore early childhood teacher experiences regarding the successes and barriers of implementing inclusive education with general education and special education students based on the three dimensions of Booth and Ainscow’s (2016) Index for Inclusion. This study sought to identify what preschool teachers perceive to be the greatest barriers to implementing inclusive education and the most effective strategies for overcoming these barriers. The inclusion of Kansas preschoolers with developmental delays in general early childhood environments has shown little growth over the past seven years. An initial examination of public data for federal fiscal years 2018, 2019, and 2020 showed inclusion rates in preschools in Kansas public school districts differed by special education administrative configuration (SEAC). Kansas uses three different types of SEACs (i.e., single district, special education cooperative, and interlocal). The special education cooperative (also known as cooperative) and interlocal SEACs had the lowest rates of inclusion in preschools and highest proportion of rural school districts. Purpose: The purpose of this exploratory phenomenological study was to identify and describe the strategies used by special education directors to build an adaptive capacity based on the five key characteristics of adaptive leadership identified by Heifetz et al. (2009).

Postsecondary transition can be difficult for At-Promise Youth Receiving Special Education Services (APYRSES). Special educators supporting postsecondary transition often manifest traditional and institutionalized forms of oppressive education while dismissing collective values and beliefs.

This qualitative case study examined the beliefs and attitudes shared by three special education teachers after being introduced to a justice-focused, humanizing intervention to facilitate postsecondary transition for APYRSES. The conceptualized intervention was grounded in liberatory educational frameworks and drew from critical, culturally affirming, sustaining, and humanizing theories that foster cultural reciprocity, self-determination skills, and antiracist social–emotional justice learning to afford opportunities for APYRSES to succeed. Despite improvements made in special education law, there remains a disconnect between law and current practices. Co-teaching is a framework that teachers utilize to support one another and actively include students with diverse learning needs. Optic nerve hypoplasia (ONH) is a leading cause of childhood visual impairment. Children with ONH are at significantly increased risk for a number of concomitant neurological and behavioral problems. This study applied phenomenological qualitative research methods to investigate the experiences that parents of children with ONH have with raising their child. Twelve parents of children with ONH were interviewed.
