Large-scale tax reform have such a pervasive impact on political and economic relationships within a society that they may be considered as a form of constitutional change.;The thesis examines the concept of the economic constitution as applied to the Canadian income and sales tax systems during the 1970s and 1980s. It analyzes the institutions, ideas and interests which shaped comprehensive tax reform proposals by Canadian Finance Ministers in 1981 and 1987-88, and compares it with piecemeal approaches to tax reform during this era. The European political state system has spread throughout the world and has become the predominant geo-political organization. However, the recent partitioning of states have generated a type of abnormal political entities: partitioned states. These partitioned states have serious implications for tourism development. Despite the uncertainty created by political strife and subdivision, many people continue to travel between partitioned states. The purpose of this thesis is to show that unchecked local development policies do not necessarily secure financial benefits to the local ratepayer and that they can pose a threat to the long-term well-being of communities. Yet local policy-makers are often unaware of this or unwilling to accept it. The theoretical review tries to explain the divorce between policy analysis and political behaviour. This thesis analyzes tax policy options for Singapore. The first three substantive chapters evaluate the efficiency and distributive impacts of various tax alternatives using a static numerical general equilibrium model. One notable difference of this study from major general equilibrium tax studies for other countries is that instead of using the arithmetic sum of the Compensating and/or Equivalent variations across households, welfare impacts are evaluated using the concept of potential welfare gain/loss, based on Kaldor's (1939) weak compensation principle. This thesis investigates the effects of asymmetric information on the relationship between multinational enterprises (MNEs) and host countries. With incomplete information about a MNE's technology, the threat of expropriation does not always deter foreign direct investment (FDI), so that expropriation may actually occur with nonzero probability. Improvements in a MNE's investment alternatives, a rise in production costs or tax rates diminish the likelihood of expropriation. Low-cost countries are more likely than high-cost countries to expropriate MNEs. Low-cost industries simultaneously face higher tariffs and a higher expropriation rate.;Chapter three uses a principal-agent model to examine optimal host country taxation of a …

Three Essays On Non-Market Resource Allocation Mechanisms, Lijing Zhu

This thesis consists of three essays. In the first essay, I apply the first-price auction theory to investigate equilibrium queuing behavior, rent distribution, and rent dissipation given that the underpriced consumer goods are distributed through queuing and random allocation mechanisms. Four major results are obtained. First, using the generalized first-price auction framework, two existing queuing models in the literature are unified. Second, it is shown that the equilibrium queuing time can be shorter with a secondary market than without. Third, with rationing by queuing as the allocation mechanism, the emergence of secondary markets does not necessarily lead to Pareto improvement: …

This thesis examines the evolving policies and institutional arrangements in the Canadian agri-food industry; specifically an analysis of differential development between the dairy and beef livestock sectors. Moving beyond the pluralist and other alternative explanations for the development of marketing boards, an integrative theoretical framework which incorporates a broader conceptual and theoretical approach was adopted to investigate the role of producers, agribusiness and the state in the agricultural policy-making process for each agri-food sector. The thesis examines the proposition that the emergence and growth of local government unionism in Ontario, during the period 1935 to 1963, can be explained in terms of the hypothesized relationships identified in the aggregate union growth literature. Developments in both general municipal employment and the municipal utilities (hydro-electric power, urban transit and water works) are addressed. Specifically, the significance of trends in local government employment, unemployment and labour force composition are explored. This thesis, based mainly on provincial and federal government and Hydro-Electric Power Commission of Ontario (HEPC) records, seeks to show how electricity was provided to the rural residents of Ontario. The first rural customers were added to the Commission's lines in 1912, and Hydro's engineers spent several years thereafter devising new applications of electricity for farm residents. Hydro tried, moreover, to create a rural rate schedule that conformed with its dictum of providing "power at cost on an equal basis to all." During the past twenty years, both Nova Scotia and New Brunswick established Royal Commissions which recommended large-scale reform in provincial-muncipal relations. The New Brunswick government implemented most of the reforms proposed whereas the Nova Scotia government did not. The different outcomes in the two provinces can be explained by focusing on certain characteristics of each province's decision-making structures and patterns of demand articulation, using Salisbury's approach.;This study shows that the theoretical elements contained in Salisbury's model are useful for the study of public policy, although refinements had to be made. The concept of representative bureaucracy is used in this study to understand the reasons for the development of Eskimo housing programmes in Canada between 1954 and 1965 and to evaluate their effectiveness.;The study argues that, in the absence of the Canadian federal public service's taking an advocacy/representative position vis a vis Canada's Eskimo peoples, the historic government policy of doing little for northerners would likely have continued.
