We describe an experiment that has set new limits on the time reversal invariance violating D coefficient in neutron beta decay. The emiT experiment measured the angular correlation [J] . (p(e) x p(p)) using an octagonal symmetry that optimizes electron-proton coincidence rates. The result is D=[-0.6+/-1.2(stat)+/-0.5(syst)] x 10(-3). This improves constraints on the phase of g(A)/g(V) and limits contributions to T violation due to leptoquarks. This paper presents details of the experiment, data analysis, and the investigation of systematic effects.

Ccd Speckle Observations Of Binary Stars From The Southern Hemisphere. Ii. Measures From The Lowell-Tololo Telescope During 1999, Elliott P. Horch, Otto Franz, Zoran Ninkov

Speckle observations of 145 double stars and suspected double stars are presented and discussed. On the basis of multiple observations, a total of 280 position angle and separation measures are determined, as well as 23 high-quality nondetections. All observations were taken with the (unintensified) Rochester Institute of Technology fast-readout CCD camera mounted on the Lowell-Tololo 61 cm telescope at the Cerro Tololo Inter-American Observatory during 1999 October. We find that the measures, when judged as a whole against ephemeris positions of binaries with very well-known orbits, have root mean square deviations of (1.8+/- 0.3) degrees in position angle and (13+/-2) …

Fibrates are a group of hypolipidemic agents which efficiently lower serum triglyceride levels by affecting the expression of many genes involved in lipid metabolism. These effects are exerted via the peroxisome proliferator-activated receptor alpha (PPARa). In addition, fibrates also lower serum cholesterol levels, suggesting a possible link between the PPARa and cholesterol metabolism. Bile acid formation represents an important pathway for elimination of cholesterol, and the sterol 12a-hydroxylase is a branch-point enzyme in the bile acid biosynthetic pathway, which determines the ratio of cholic acid to chenodeoxycholic acid. Different packaging films and storage temperatures were used to establish a range of equilibrium modified atmospheres for storage of shredded carrots. Quality and storage-life of the packaged shredded carrots were determined using sensory evaluation, microbial counts, and a range of physical tests. Minimal processing steps such as peeling and shredding caused physical damage, physiological stress, and enhanced microbial growth, leading to a reduced shelf life when compared to the whole vegetable. A P-plus microporous film (CO2 permeability of 29103mL.m 2.d 1.atm 1) was the most suitable for the storage of shredded carrots. Findings indicated that deterioration in these products was …

Why do sovereign governments make international legal commitments, and what impact does international law have on state behavior? Very little empirical research exists that tries to answer these questions in a systematic way. The research in this Article examines patterns of commitment to and compliance with international monetary law. Countries commit themselves legally to liberal monetary policies not only to signal an intention to comply, but also because other governments so commit (an example of policy convergence). A psychophysical experiment was performed to determine the effects of lightness dependency on suprathreshold lightness tolerances. Using a pass/fail method of constant stimuli, lightness tolerance thresholds were measured using achromatic stimuli centered at CIELAB L* = 10, 20, 40, 60, 80, and 90 using 44 observers. In addition to measuring tolerance thresholds for uniform samples, lightness tolerances were measured using stimuli with a simulated texture of thread wound on a card. A texture intermediate between the wound thread and the uniform stimuli was also used. A computer-controlled CRT was used to perform the experiments. Lightness tolerances were found to increase …

Drag forces acting on Steller sea lions (Eumetopias jubatus) were investigated from 'deceleration during glide' measurements. A total of 66 glides from six juvenile sea lions yielded a mean drag coefficient (referenced to total wetted surface area) of 0.0056 at a mean Reynolds number of 5.5x10(6). The drag values indicate that the boundary layer is largely turbulent for Steller sea lions swimming at these Reynolds numbers, which are past the point of expected transition from laminar to turbulent flow. A neutron spin filter based on transmission through nuclear-spin-polarized He-3 gas has been applied to polarization analysis of small angle neutron scattering (SANS). Such spin filters, which are based on the large spin dependence of the absorption of neutrons by He-3, make SANS polarization analysis possible because of their large angular acceptance. In the present experiment, a He-3-based analyzer was employed to separate nuclear scattering into its coherent and spin-incoherent components. Polarized He-3 analyzers were prepared by two different optical pumping methods and installed on the NG3 SANS instrument at the NIST Center for Neutron Research (NCNR). Measurements were taken …

A lightcurve of the eclipsing binary CM Draconis has been analyzed for the presence of transits of planets of size >= 2.5 Earth-radii (Re), with periods of 60 days or less, and in co-planar orbits around the binary system. About 400 million model lightcurves, representing transits from planets with periods ranging from 7 to 60 days, have been matched/correlated against these data. This process we call the "transit detection algorithm" or TDA. The resulting `transit-statistics' for each planet candidate allow the quantification of detection probabilities, and of false alarm rates. Our current lightcurve of CM Dra has a coverage of …

The effects of methods used for peeling and physiological age (over-wintering) on the quality and storage life of carrot disks packaged in modified atmosphere were examined. Commercial mechanical abrasion peeling using fine or coarse carborundum plates, was compared with carrots peeled by hand, before slicing into disks. Slices which had been peeled by abrasion had higher respiration rates, greater microbial contamination and growth rates, higher pH values, higher rates of weight loss and shorter microbiological shelf-lives than those which had been hand peeled. We consider a general M-ary detection problem where, given M groups of L samples each, the problem is to identify which unique group of L samples have come from the signal hypothesis. The optimal likelihood ratio test is unrealizable, when the joint distribution of ML samples is not completely known. The Clinger-Cohen Information Technology Management Reform Act of 1996 (Clinger-Cohen Act) has changed the dynamics of how federal agencies view and manage their information technology. The mandated provision for Chief Information Officers (CIOs) is to act as information change agents and technology “watchdogs” for their agency. To observe how government is reacting to employing CIOs, field studies were conducted by e-mail with eight agencies to discover the successes and the challenges of this new information initiative. Using Nietzsche's great essay on the uses and disadvantages of history for life as his jumping-off point, Judge Posner examines the utility of the study of history for adjudication and legal scholarship. He argues, following Nietzsche; that the wrong kind of historical study can be very bad for "life " including law, while the right kind-the kind deployed by a pragmatic judge or a policy-oriented legal scholar-may deviate from literal accuracy in the direction of a rhetorical and imaginative narrative of historical events that can be constructively employed in a forward-looking approach to legal problems.

The rapid deployment of privacy-destroying technologies by governments and businesses threatens to make informational privacy obsolete. The first part of this article describes a range of current technologies to which the law has yet to respond effectively. These include: routine collection of transactional data, growing automated surveillance in public places, deployment of facial recognition technology and other biometrics, cell-phone tracking, vehicle tracking, satellite monitoring, workplace surveillance, Internet tracking from cookies to "clicktrails", hardware-based identifiers, intellectual property-protecting "snitchware," and sense-enhanced searches that allow observers to see through everything from walls to clothes.
