The rise of the 24-hour regional cable news channel has focused attention on "oneman bands-also called video journalists (Beacham, 1996; Colman, 1996; Lieberman, 1998). An increase in the number of journalists who report and shoot their own stories has been attributed to, among other things, economic pressures and technological advances (Sherer, 1994; RTNDF, 1995; Dickson, 1997). Spin networks, essentially labeled graphs, are “good quantum numbers” for the quantum theory of geometry. These structures encompass a diverse range of techniques which may be used in the quantum mechanics of finite dimensional systems, gauge theory, and knot theory. We evaluate the performances of several distributed constant false-alarm rate (CFAR) tests operating in different background clutter conditions. The analysis considers the detection of Rayleigh target in various clutters with the possibility of differing clutter power levels in the test cells of distributed radars. Numerical results studied for a two-radar system show how the false-alarm rate of the maximum order statistic (MOS) test changes with differences in the clutter power levels of the test cells. I do not think that Daubert, Kumho Tire, or any change in a rule of evidence will keep expert scientific testimony from being a difficult area for the legal system. In their recent Arizona Law Review article entitled What Juries Can't Do Well: The Jury's Performance As a Risk Manager,' Professors Reid Hastie and W. Kip Viscusi purport to show that juries are likely to do a poor job in setting punitive damages, largely because jurors cannot avoid the influence of what is called "hindsight bias," or the tendency to see the likelihood of an event higher in retrospect than it would have appeared before it happened. In particular, they argue that hindsight bias and other cognitive biases undermine the utility of jury-set punitive damage awards as risk management devices. …

In this paper we present the development of a system prototype for sketch-based queries for the content-based retrieval of digital images from topographic databases. We discuss our overall strategy and associated algorithmic and implementation aspects, and present associated database design issues. The query tools devised in this research are employing user-provided sketches of the shape and spatial configuration of the object(s) which should appear in the images to be retrieved. Chern-Simons gauge theory, since its inception as a topological quantum field theory, has proved to be a rich source of understanding for knot invariants. In this work the theory is used to explore the definition of the expectation value of a network of Wilson lines — an embedded graph invariant. Using a generalization of the variational method, lowest-order results for invariants for graphs of arbitrary valence and general vertex tangent space structure are derived. Gauge invariant operators are introduced. Higher order results are found. The method used here provides a Vassiliev-type definition of graph invariants which depend on both the …

A closed-form frequency-domain formalism for spatially integrated diffraction corrections is proposed. Spatially integrated diffraction corrections are necessary when trying to characterize material with ultrasonic probing. In the case of piston transducers and point receivers, the Lommel diffraction formulation is used when the excitation is monochromatic, and the arccos diffraction formulation is used when the excitation is impulsive. The Lommel and arccos formulations are usually treated separately; here, they are connected. Specifically, the arccos diffraction formulation and Lommel diffraction formulation are shown to form an approximate Fourier transform pair. Since the Lommel formulation is amenable to closed-form spatial integration, Lommel functions …

Stark width of the 463.054 nm singly ionized nitrogen spectral line, that belong to transition, have been measured in a linear pulsed, low pressure, arc discharge. The working gas was helium-nitrogen-oxygen mixture. Electron densities of 0.751023 to 1.451023 were determined in the electron temperature range between 30000 K - 38000 K. The measured values have been compared with our calculated data, using the modified semiempirical approximation. On the basis of the agreement among experimental and theoretical Stark width data, the isolated 463.054 nm NII spectral line can be recommended as convenient spectral line for plasma diagnostics.

Fourier–Bessel theory is used to derive a closed-form solution for the spatially averaged velocity-potential impulse response associated with one-way diffraction from an unfocused piston transducer of radius a. The derivation provides additional insight into the problem of diffraction from an unfocused piston transducer.

With the conclusion of the Uruguay Round and its agreements relating to technical barriers, much attention has been devoted to the possibility of harmonizing international regulatory policies to reduce the impediments to commerce that result from regulatory heterogeneity. This paper argues that, as a normative matter, harmonization is inferior to a legal system that tolerates regulatory differences subject to legal constraints, and that relies on mutual recognition where appropriate (the exception to this claim being matters of technical compatibility between products). Cyclic voltammetry of ferrocene dicarboxylate in aqueous solutions at high pH, in the presence of oxygen, showed evidence of an EC' mechanism where the oxidised form of ferrocene dicarboxylate reacts with H02- , which had been produced at a lower potential. However, an analogous experiment with ferrocene carboxylate yielded a cyclic voltammogram with a post peak: following the anodic peak: for ferrocene carboxylate. The reason for the post peak: is not clear but may be due to a delay in the reaction between the oxidised form of ferrocene carboxylate and H02-.

Certain queer theorists argue that gay men and lesbians are banned from military service in certain countries not due to a fear of otherness. Instead, they are prohibited from serving precisely because of a fear that the opposite might be true -- that introducing openly gay people into a 'homosocial' environment might destabilize accepted notions of sexuality among members of the service who presently constitute themselves as heterosexual. The following survey is an investigation into the nature, incidence and effects of childhood sexual abuse as experienced by a sample of third level students in Dublin. Unwanted sexual experiences whilst under the age of sixteen were surveyed. Response rates were high and indicate that unwanted sexual experiences prior to age sixteen are experienced by some 30% of female respondents. Indecent exposure was the most frequently reported experience. This figure falls considerably for contact and penetrative forms of abuse. Long term effects of non-contact forms of abuse were most frequently reported as embarrassment. More acute effects, such as suicidal tendencies, …

Objective: This paper examines the findings from recent studies of street children in Ethiopia. Methods: Following a discussion of the term “street children,” comparisons are drawn between Latin American and Ethiopian street children in terms of gender, age, reasons for going to the streets, family relations and structure, delinquency, drug use, groups and the outcomes of street life. In particular, the victimisation of street children in Ethiopia is examined. Results: Widespread abuse of street children was reported. Conventional views of legal change emphasize the values of certainty and reliance, and are therefore hostile to explicitly retroactive laws. Contemporary scholarship, however, allows that a policy of aggressive legal change, with no compensation for "new losers," can encourage socially useful steps in anticipation of change. Professor Levmore argues that the anticipation-oriented approach logically extends to embrace anticipation by "new winners" and governments as well as new losers. If all parties' anticipatory incentives are considered, familiar rules, ranging from statutes of limitations to retroactivity and to compensatory payments for government takings, seem quite sensible. In this article, Judge Richard A. Posner presents the first comprehensive economic analysis of the law of evidence. The article is presented in three parts. First, Judge Posner proposes and describes two possible economic models, both a search and a cost-minimization approach, to describe how evidence is obtained, presented, and evaluated. In both, he incorporates Bayes' theorem to examine rational decisionmaking. Second, he examines the evidence gathering process, comparing and contrasting, in economic terms, the "inquisitorial" and "adversarial" systems of justice. How can it be, as Professor Fallon rightly says, that constitutional theory is both descriptive and prescriptive, and is supposed to produce results that seem morally right but also some results that make the theory's proponents uncomfortable? In this Reply, Professor Strauss argues that a constitutional theory tries to draw upon bases of agreement that exist within a legal culture and to extend those agreed-upon principles to resolve more controversial issues.
