This three-study dissertation investigated the various aspects of culturally responsive evaluation (CRE) from the perspectives of scholars and practitioners.

The first study investigated CRE scholars’ philosophical stance on CRE through one-on-one interviews. The 14 scholars shared how their lived experiences motivated them to write about CRE. They noted the flexibility of CRE as a complement to other evaluation approaches. The interviewees reported several essential qualities of CRE practitioners. This study highlights the scholars’ commitment to serving marginalized communities as their ontological superordinate theme.

This study explores the translation of a medical innovation, pharmacogenomics (PGx), from research into clinical practice using the perspectives of medical providers in a community setting. PGx is the influence of a person’s genetics on drug response. Despite being available for over a decade, PGx testing is not widely adopted. Teacher evaluation systems are essential in tracking the quality and effectiveness of teachers and education systems. This dissertation examines the teacher evaluation system in Saudi Arabia through multiple perspectives, including research-based frameworks for teacher evaluation, norms and best practices from OECD countries, and established Saudi Teaching Standards. An explanatory sequential mixed methods model was used. Data collection involved 643 responses to a teacher survey that covered working conditions, existence of professional learning communities, and teacher evaluation practices, methods, and uses. Following the survey, in-depth interviews were conducted with 11 teachers and 3 key informants.

Linguists use the concept of discourse community (DC) to describe the speech of groups of people associated by some extrinsic purpose or interest (Swales, 1990). One defining feature of a DC is a shared lexicon. The theory-practice gap in evaluation may cause unsound evaluation practice or irrelevant or impractical evaluation theory. Metaevaluation is used to systematically assess the quality of evaluation products, confirm that evaluations deliver sound findings and conclusions, are useful to the client, are credible, are ethically conducted, and are done as cost-effective as possible. Paper recycling in the U.S. is the most successful program of environmental sustainability. Approximately two thirds of consumed paper products were recycled, according to the EPA and AF&PA. However, domestic mills only applied one third of recycled fibers into new products, which is much lower than reported in China (67%).
