Sinkholes pose a significant geohazard to civil engineering infrastructure in regions underlain by carbonate karst terrain. Selecting an appropriate stabilization method requires balancing site conditions, infrastructure risk, environmental considerations, and cost, all of which depend on a thorough understanding of the planned or existing infrastructure and subsurface conditions. This paper provides an overview of common sinkhole characterization and stabilization methods used in the Mid-Atlantic and Appalachian regions of the United States from both geotechnical and geophysical perspectives. The application of geophysical methods in conjunction with intrusive investigations is reviewed as a means of reducing subsurface uncertainty and refining treatment designs. …

New Jersey presents a uniquely complex sinkhole and ground subsidence hazard shaped by intersecting geological, industrial, and anthropogenic forces. Sinkhole herein refers primarily to collapse sinkholes, that is, the abrupt or progressive downward failure of the ground surface into subsurface voids, as distinct from solutional closed depressions of purely karst origin. This paper synthesizes five decades (1976-2026) of documented sinkhole and ground subsidence records across the state, examining root causes, societal and environmental impacts, and remediation strategies employed in response to such hazards. Ransomware poses a growing threat to critical infrastructure, where successful attacks can disrupt operational technology (OT) and industrial control systems (ICS) with significant public safety consequences. However, attributing ransomware incidents to specific threat actors remains challenging due to ransomware-as-a-service ecosystems, actor rebranding, and the obfuscation of traditional indicators of compromise. This paper presents Semantic Shields, an NLP-driven attribution framework that leverages BERT-generated semantic embeddings and DBSCAN clustering to profile ransomware actors through the linguistic characteristics of ransom notes. Teaching Strategic Intelligence In Political Transition, Henry W. Prunckun

Scholarship on intelligence ethics centers on operations, leaving the ethics of intelligence education and capacity-building under-theorized. This article develops retrospective moral reappraisal (RMR): the delayed moral reclassification of earlier teaching as ethically compromised when political transition and new public knowledge recontextualize what that teaching may have enabled. It argues that RMR is a pathway to moral injury because the injurious event is later learning—not the original classroom act—that one’s contribution is now plausibly implicated in harm. Linking RMR to complicity and enabling under uncertainty, the article clarifies how foreseeability, professional role morality, and leverage shape responsibility without requiring causal certainty …

Passive emitter localization is an important capability for wireless sensing, interference detection, and spectrum awareness. Classical timing-based localization methods estimate emitter position from differences in signal arrival time across distributed sensor platforms, but their performance depends on precise receiver synchronization and favorable signal bandwidth characteristics. This thesis investigates subspace-decomposition-based spatial parameter estimation as an alternative approach in which directional information is extracted from coherent antenna-array measurements. This work develops the theoretical foundation and signal-processing framework for angle-of-arrival estimation. This thesis critically examines the use of penile plethysmography (PPG), or phallometry, in the treatment and management of sex offenders in the late-twentieth century. Using the Florida Mental Health Institute’s 1986-1989 sex offender treatment program as a case study, it asks how phallometry came to be understood as an objective method for uncovering otherwise hidden sexual truths. Instead of focusing only on its appearance and development throughout the second half of the twentieth century, this thesis draws on the work of Michel Foucault to situate phallometric science within a broader history of sexuality and biopower. This study examines the relationship between risk and protective factors and gun carrying among Black male youth using both individual-level and population-averaged effects. Grounded in the risk and protective factors framework and the ecological systems model, the study explores how protective factors at the individual, peer, school, and community levels influence gun carrying at a single point in time and over time. This research aligns with the Grand Challenges of Social Work by preventing gun violence and informing prevention efforts. Florida's emergency medical services system depends on a reliable pipeline of well- trained EMTs and paramedics. National Registry of Emergency Medical Technicians (NREMT) first-attempt pass rates serve as a critical benchmark for program quality and workforce readiness. Florida has consistently underperformed relative to national averages, particularly at the paramedic level, raising concerns about the quality and consistency of EMS education statewide and its implications for workforce readiness and public safety.

The 2024 statewide survey of nearly 50,000 certified EMTs and paramedics reveals both strengths and vulnerabilities that demand immediate policy attention. While Florida's EMS professionals demonstrate strong commitment to their communities and confidence in clinical leadership, significant challenges threaten long-term workforce sustainability.
Most concerning are persistent gaps in compensation satisfaction, high rates of mental health challenges, and troubling retention patterns among early-career providers. The 'lone wolf' figure has long been central to counterterrorism analysis, representing the trajectory from non-participant to self-directed actor aligned with extremist causes. Traditional frameworks emphasizing in-person networks or online exposure, however, fail to capture the transformation of radicalization in the algorithmic age. The US designation of six Mexican cartels as Foreign Terrorist Organizations (FTOs) marks a pivotal shift in bilateral security relations, compelling Mexico to navigate a complex strategic landscape. The prominent issue of racial disparities in arrest in the criminal justice system is well documented. One proposed mechanism for addressing these disparities in the criminal justice system is the emergence of progressive prosecutors. Progressive prosecutors are vastly different than traditional prosecution through the approach to their roles in the criminal justice system. Traditional prosecutors prioritize convictions and punishment, often seeking maximum sentences for defendants and relying on the traditional model of tough-on-crime policies. Progressive prosecutors pledge to reform the criminal justice system by declining to prosecute certain low-level offenses, expanding diversion programs, and explicitly addressing racial and socioeconomic disparities. …

Modern wireless networks support a wide range of applications including consumer devices, healthcare monitoring, industrial automation, smart grids, and military platforms, in which transmitted information is often highly sensitive and subject to stringent confidentiality and integrity requirements. As wireless communication operates over an open broadcast medium it exposes systems to physical layer (PHY) threats such as eavesdropping, in which an adversary passively intercepts transmitted information, and spoofing, in which a forged transmission misleads the receiver about device identity. Externally bonded fiber-reinforced polymer (FRP) composites are widely used to strengthen reinforced concrete (RC) structures. However, the long-term performance of these systems depends on the integrity of the FRP–concrete bond. Interfacial defects such as debonding, delamination, cracking, and voids may reduce structural capacity and are often difficult to detect using conventional inspection techniques. This study investigates the effectiveness of nondestructive testing (NDT) methods for detecting interfacial defects in FRP-strengthened RC members. It explores the potential for automated defect identification using thermal imaging and machine learning.

This qualitative phenomenological study examines how formerly incarcerated individuals perceive and experience employer support during workplace reintegration in the construction industry. Although employment is widely recognized as a protective factor against recidivism, post-hire experiences from the perspective of justice-involved employees remain underexplored. Grounded in an interpretivist paradigm and informed by Social Support, Social Learning, and Identity perspectives, the study investigated how structure, self, and environment interact to influence retention, growth, and desistance.

Fires occurring in cave guano are a rare and unusual phenomenon and the occurrence of such events in Southeast Asia is particularly novel. In this study, we document the first recorded instance of a bat guano fire in a tropical cave at Tham Chao Ram in Sukhothai province, northern Thailand. A bacteriological analysis was made of the guano at the fire site and from a control site within the cave. Rapid global development has led to increased security challenges, particularly regarding drug-related crimes. This study examines the role of strategic leadership in security media to enhance community security, focusing on drug abuse in Oman. Despite ongoing efforts to combat drug-related offenses, these crimes remain a significant threat to societal stability. The qualitative research involved in-depth interviews with 14 decision-makers, including 7 experts from Oman’s security media, police, and related institutions. Florida’s emergency medical services (EMS) and fire service agencies face an unprecedented workforce crisis. Compounded by demographic shifts, rising call volumes, and mounting mental health challenges, many EMS agencies are struggling to recruit and retain qualified personnel. Existing models of recruitment—centered on short-term bonuses or messaging emphasizing sacrifice—are failing to resonate with new generations of workers, who prioritize mental wellness, career progression, and work-life balance.
