In our paper we build a case for conceptualizing numeracy tasks as distinct from mathematical tasks (or at least as a special type of mathematical task), and for abstraction and interpretation as a set of key activities necessary for designating a numeracy task as being high-quality. We start with an attempt to tame the fuzziness of numeracy and its family members (including quantitative reasoning, quantitative literacy, mathematical literacy, and the word problem cousins) by outlining six areas of consensus gleaned from literature. Because people are constantly confronted with numbers and mathematical concepts in the news, we have embarked on a project to create journalism that can support news users’ number skills. But doing so requires understanding (1) journalists’ ability to reason with numbers, (2) other adults’ ability to do so, and (3) the attributes and affordances of news. In this paper, we focus on the relationship between adults’ news habits and their quantitative reasoning skills. The Numeracy Centre at the University of Cape Town has taught a one-semester quantitative literacy course for social sciences students since 1999. This study aims to provide an example for how the design of such a course can be assessed for alignment with quantitative reasoning goals. We propose a framework of learning outcomes for the course and use that framework to analyse the assessments and student performance on them. In Fall 2018, remedial mathematics courses were eliminated from the 23-campus California State University system under Executive Order 1110. Incoming first-year students were placed into college credit-bearing mathematics courses with options for corequisite support. This study examines the academic outcomes for students at California State University Monterey Bay in a college credit level quantitative literacy (QL) mathematics course with optional corequisite support during the 2018-2019 academic year. Taken together, the results of this study suggest that required remediation is not necessary for success in college-level QL. In this viewpoint, we provide examples of effective and poor quantitative communication by the professional news media as well as social media communicators. Effective examples include a number of online animations and engaging interactive simulations. Examples of poor quantitative communication include the widespread reporting of raw numbers rather than rates, failing to address uncertainty, not providing sufficient context for numbers, and not discussing the implications of false negative and false positive diagnostic test results.
