The National Marine Fisheries Service (NMFS) and the U.S. Fish and Wildlife Service (FWS), collectively the Services, withdraw the September 29, 1995, proposed rule (60 FR 50530) to list a distinct population segment (DPS) of Atlantic salmon (Salmo salar) in seven Maine rivers as threatened under the Endangered Species Act (Act) of 1973, as amended (16 U.S.C. 1531 et seq.). The objective of this model-data intercomparison is to determine the feasibility of deriving an useful index for fluctuations in the Pacific to Indian Ocean throughflow volume transport. Due to insufficient direct observations and the present limitations in numerical models, accurate estimation of variations in the throughflow transport on seasonal to interannual timescales is not yet possible; however, an index based on weighted, monthly mean sea level anomalies in different regions of the western Pacific and eastern Indian Oceans is presented. Effective Elastic Thickness Of The Lithosphere Along The Easter Seamount Chain, Sarah E. Kruse, Zhengro J. Liu, David F. Naar, Robert A. Duncan

Bathymetry and gravity data collected during Legs 5, 6, and 7 of the 1993 GLORIA Expedition and the recently released 2-min altimetry-derived global gravity grid are used to determine the effective elastic thickness of the lithosphere along the Easter Seamount Chain (ESC). Forward modeling, admittance, and coherence methods yield consistent results. With the exception of the eastern and western ends of the ESC the effective elastic thickness along the chain is ∼1–4 km. The thin elastic thickness for the majority of the ESC seamounts is compatible with a young seafloor age at the time of loading derived from new radiometric …

This report was prepared under a contract between Limno-Tech, Inc. (L TI) and the Southwest Florida Water Management District (SWFWMD) for a diagnostic assessment study of the Upper Hillsborough River watershed. The Hillsborough River drains more than 695 mi2 of predominantly agricultural lands in Pasco, Polk, and Hillsborough Counties. The present investigation focused on a 650 mi2 area encompassing the northern and central drainage segments of the Hillsborough River Watershed (Figure E-1). Of particular concern to this investigation is the Hillsborough River reservoir, which is designated as a Class I water based on its use as a potable water supply. …

Mixed‐layer CFC‐11 saturations measured in the northwestern Indian Ocean during the 1995 World Ocean Circulation Experiment (WOCE) along I7N are compared to those from a numerical model using three alternative parametrizations for the air‐sea flux of CFC‐11. The Wanninkhof [1992] gas flux parametrization for climatological winds gives gas saturations which agree best with those observed. The observed and model mixed‐layers are in equilibrium with the contemporary atmosphere to within 1% (the experimental error) in the summer of 1995, excluding cold coastal upwelled waters. As a result of legislative action in 1975 (Florida Administrative Code Section 16C-16, 16C-17), landscape reclamation is required on all lands mined for phosphate in the State of Florida. Between 1975 and 1991, for example, approximately 40,000 ha of land in Florida were strip mined for phosphate and thus subject to provisions of this legislation. In excess of 2,700 ha of mitigation wetlands have been constructed as part of the land reclamation effort, but the degree to which these systems mimic both the structural and functional properties of natural wetlands is poorly known.

Linking Transport Infrastructure Investments And Economic Development In Sub-Saharan Africa, Ambe J. Njoh

The study explores the link between investments in transportation infrastructure, operationalized in terms of road density, and economic development, defined in terms of gross domestic product per capita (GDP/Cap), in sub-Saharan Africa (SSA). The findings support the hypothesis of a positive association between the two variables. The association is stronger for paved, than for all, roads in general. Furthermore, a negative but statistically insignificant relationship is observed between unpaved roads and economic development. Thus, economic development is a function more of quality, than quantity of roads in SSA. Therefore, a more judicious use of the scarce resource of sub-Saharan African …

Although volcanic cooling events have been detected in tree ring records, their occurrence in marine records has received much less attention, Herein we report results from a 335-year oxygen isotope record (1657-1992) from a New Caredonia coral indicating that as many as 16 interannual-scale cooling events occur within 1 year of a volcanic eruption as determined by ice core records, There are also pentadal/decadal-scale cooling events beginning in 1675, 1813, and 1903 that immediately postdate volcanic eruptions. However, the interannual correspondences are complicated by the fact that some of the cooling events also coincide with El Ninos, which cause cooling …

Moving Along: An Exploratory Study Of Homeless Women With Children Using A Transitional Housing Program, Sondra J. Fogel

The increase in the number of women and children who are homeless, particularly in the last fifteen years, has generated the innovation of shelters that combine longer term housing arrangements and social services. These organizations are usually called "transitional housing," intended to assist this population toward the economic goal of "self-sufficiency." The impact and success of this strategy is often debated. However, there has been scant research investigating how residents of this setting use skills and resources to secure housing outcomes and community re-integration. Stable carbon and nitrogen isotope data, complemented with other geochemical parame ters, were used to identify the sources of organic matter that support the food web of an anchialine cave ecosystem in the northeastern Yucatan Peninsula, Mexico. Anchialine caves, common along tropical karstic and volcanic coastlines, are completely or partially inundated by highly stratified layers of fresh and marine waters. Stable isotope data from the cave fauna, the particulate organic matter (POM) from the cenote pool and from the cave, the forest soil and the cave sediments indicated that at least 3 sources of nutritive organics could support the anchialine …
