The Colorado River Upper Initial Units Take Center Stage, Eric Kuhn, Anne Castle, Jack Schmidt, Kathryn Sorensen, Katherine Tara
The Traveling Wilburys of the Colorado River
In 1956, Congress authorized the Upper Initial Units—Flaming Gorge Reservoir,
Navajo Reservoir, and the Aspinall Unit (UIUs)—for a variety of water use
purposes in the Upper Colorado River Basin, including compliance with the
1922 Colorado River Compact (1922 Compact). The historical record is clear
that the primary reason these reservoirs exist is to satisfy the math of the 1922
Compact and the obligations it imposed on the Upper Division States
regarding flows at Lee Ferry.

The flour mills along the upper Mora River constitute the largest number of still standing commercial mills in the State of New Mexico, namely the Cleveland Roller Mill, the St. Vrain Mill, the Gordon-Sánchez Mill, and the La Cueva Mill at the Houser Raspberry Ranch. Notably, all four mills are listed in the National Register of Historic Places. During their heyday, 1964-1920, Mora County was seen as the “breadbasket of New Mexico” due to its bountiful supply of cereal and cool climate vegetables. Local acequia farmers supplied the mills with the input of wheat, corn and other grains that led …

Nepal’s catastrophic 26 August 2026 Bhote Koshi–Trishuli flood should be understood not only as a humanitarian tragedy but also as a potentially major turning point in updating national settlement and reconstruction policy. Engineers and scientists have described the floods as a glacier–bedrock collapse that triggered an ice-rock avalanche and debris flow. As per the live updates on September 7, 2026, the total death toll was 1,355, and 4,996 people were missing (The Hindu, 2026). Indian and Nepali rescuers worked urgently to locate and rescue people buried under hydropower tunnels, buildings, mud, and landslide debris.

On the morning of 26 August 2026, the mountains above Nepal’s northern frontier delivered a disaster of almost unimaginable speed and scale. A massive mass of ice, rock, and sediment detached in the high Himalayan terrain near the Nepal–Tibet border, descended roughly 1,200 metres, interacted with the Lhende Khola system, and generated a debris-rich flood that surged through the Bhote Koshi and Trishuli river corridors, destroying settlements, markets, roads, bridges, hydropower facilities, and an international border crossing and transforming them into fields of mud, boulders, and wreckage within minutes (ICIMOD, 2026b; Reuters, 2026a). Satellite analysis indicates that a substantial section …

Special Issue Of The International Academic Meeting At Universidad Bernardo O'Higgins, Santiago, Chile (2026), Maikel Yelandi Leyva Vazquez, Alexis Matheu Perez, Florentin Smarandache
Neutrosophic Sets and Systems
This special issue collects the papers presented at, and derived from, the international academic meeting held at Universidad Bernardo O'Higgins (UBO) in Santiago, Chile, over two days: Tuesday, June 30 and Wednesday, July 1, 2026. The meeting, organized by Professors Maikel Yelandi Leyva Vazquez and Alexis Matheu Perez, was honored by the presence of Professor Florentin Smarandache, founder of neutrosophy. Sessions covered the foundations of neutrosophic logic, NeutroAlgebra and AntiAlgebra, plithogenic statistics and probability, the epistemic auditing of large language models, and their applications to higher education, institutional evaluation, and public policy, in connection with the FONDECYT Regular 2026 project …

Internal Verdicts Track Evidence: A Template-Controlled Neutrosophic Reading Of Epistemic States In Large Language Models Via The Jacobian Lens, Maikel Leyva, Alexis Matheu Perez, Florentin Smarandache
Neutrosophic Sets and Systems
For twenty-five years, neutrosophic logic has assigned independent degrees of truth (T), indeterminacy (I), and falsity (F) to model epistemic states that classical and fuzzy semantics cannot express. All previous applications, however, measured these components on outputs: answers, judgments, expert evaluations. This paper reports, to our knowledge, the first neutrosophic reading of components inside the internal representations of a large language model. Using the recently released Jacobian lens on Qwen3.5-4B, we project intermediate-layer readouts onto lexicons of support, refutation, and hedging, obtaining layer-wise (T, I, F) profiles under three epistemic conditions (conflicting evidence, first-person false belief, factual control; n = …

Project-Based Learning And Mathematical Competencies In Primary Education: A Neutrosophic Cognitive Map Reading Of A Critical Integrative Review, Uriostegui Adan Yurithzi Majogani
Neutrosophic Sets and Systems
Developing mathematical competencies in primary school is essential for interacting with the environment. Faced with the limitations of traditional direct instruction, project-based learning (PBL) has emerged as an active alternative. This study analyzes, through a critical integrative review of ten reference studies (2016-2026), whether PBL determines the development of basic mathematical competencies in primary school students, and formalizes the resulting conceptual system as a neutrosophic cognitive map (NCM) with eight concepts and nine causal connections classified as positive, negative, or indeterminate. The static analysis of the map identifies PBL as the most central concept and makes explicit that the direct …
The Absorption Problem In Software-Planning Assessment: A Single-Valued Neutrosophic Model With Deferral, Angela Olivia Yanza Montalvan, Omar Mar Cornelio
The Absorption Problem In Software-Planning Assessment: A Single-Valued Neutrosophic Model With Deferral, Angela Olivia Yanza Montalvan, Omar Mar Cornelio
Neutrosophic Sets and Systems
Planning the software production process is a knowledge-intensive activity whose assessment relies on expert, linguistic and frequently conflicting indicators. Deterministic and fuzzy models compress each assessment into a single membership value and therefore cannot distinguish ignorance from contradiction. We formalise this Absorption Problem and propose a Single-Valued Neutrosophic (SVN) model that represents each indicator as a truth-indeterminacy-falsity triple, aggregates them with an SVN weighted average under AHP-derived weights, computes a structural-indeterminacy operator from inter-indicator disagreement, and applies a deferral rule that routes high-indeterminacy projects to expert review. On a real project-management dataset (n = 199), gating on structural indeterminacy raises …
Beyond Scalar Uncertainty: Independent Neutrosophic Evidence Coordinates For Conflict-Aware Retrieval-Augmented Generation, Florentin Smarandache, Maikel Yelandi Leyva Vazquez
Beyond Scalar Uncertainty: Independent Neutrosophic Evidence Coordinates For Conflict-Aware Retrieval-Augmented Generation, Florentin Smarandache, Maikel Yelandi Leyva Vazquez
Neutrosophic Sets and Systems
Retrieval-augmented generation (RAG) pipelines reduce the quality of retrieved evidence to one number, and common scalar uncertainty summaries conflate evidential distinctions that a three-coordinate representation keeps apart: insufficient, contradictory and explicitly indeterminate evidence. We use the non-normalized neutrosophic triple (T, I, F) as a testable multidimensional evidence representation, with independent channels for support, explicit indeterminacy and opposition, and subject its defining design principle to a controlled empirical test on a pre-specified battery built on Climate-FEVER, validated externally on ConfRAG. The independent triple gives the best five-way behaviour with the LLM evaluator; normalization deletes the magnitude that signals insufficiency. The benefit …

Generative Ai For Curriculum And Assessment Design In Competency-Based Tvet: An Exploratory Evidence Map With Neutrosophic Annotations, Maria Del Refugio Patino Cayetano, Blanca Estela Calderon Munoz
Neutrosophic Sets and Systems
Technological and polytechnic universities in Mexico revise their competency-based study plans on a multi-year cycle, and generative AI (GAI) tools are increasingly used informally by faculty to draft curriculum documents and evaluation instruments, without a published evidence base for the practice. This paper reports an exploratory, non-registered scoping search of the OpenAlex database for evidence on GAI use in curriculum and assessment design, read against four explicit propositions. What remains undocumented is narrower: authoring of curriculum or evaluation documents by GAI inside a multi-year, institutional, competency-based TVET/polytechnic revision cycle, specifically within the Textile Design and Fashion Engineering discipline.

Neutrosophic Sets and Systems
Previous studies on finger-jointed glued laminated timber typically compare mechanical properties in isolation through classical statistical tests, which limits the ability to answer a question of greater relevance for structural design: which species most consistently retains its mechanical performance under experimental uncertainty and contradictory behavior across indicators. This study comparatively assessed the structural performance of finger-jointed glued laminated timber from five tropical forest species by integrating physical-mechanical indicators, inferential statistics and a neutrosophic CRITIC-TOPSIS multi-criteria model. The CRITIC-TOPSIS model ranked moena itauba and tornillo with the highest structural aptitude under uncertainty, results confirmed as reasonably robust by a sensitivity analysis …

Hera 2.0: Human-Governed Agentic Software Development With External Cognitive Orchestration -- An Industrial Experience Report On Ai-Dlc With Chatgpt Web As Cognitive Continuity Layer, Manuel-Enrique Puebla-Martinez
Neutrosophic Sets and Systems
The adoption of LLM-based agents in industrial software engineering has surfaced a structural problem: local agents can conduct AI-DLC workflows correctly while simultaneously pursuing incomplete or misguided problem interpretations when context is fragmented or prompts are imprecise. This experience report presents HERA 2.0, a methodology that addresses this problem through architectural separation of responsibilities: local agents perform situated execution, while ChatGPT Web acts as an external cognitive continuity layer. Evidence classification in HERA uses four operational states that naturally corresponds to the (T, I, F) structure of neutrosophic evidence degrees. An anonymized industrial case on POS-switch integration illustrates differences between …

How Much Of A Multicriteria Ranking Is The Data And How Much Is The Arithmetic? A Neutrosophic Stress Test On Stakeholder Perception Data, Leili Genoveva Lopezdominguez Rivas, Sol David Lopezdominguez Rivas, Dixie Marisol Lopezdominguez Rivas, Franklin Parrales-Bravo
Neutrosophic Sets and Systems
Multicriteria rankings computed on aggregated survey means are routinely used to allocate improvement budgets in higher education, and they are read as if the closeness coefficients were ratios of need. This paper shows, on real data, that a large part of what such a ranking reports is arithmetic rather than evidence. Using doctoral survey data on university-society engagement from two state universities in Guayaquil, Ecuador, we compare a crisp entropy-TOPSIS treatment with a single-valued neutrosophic treatment in which the indeterminacy component is measured from inter-stakeholder dissent. We report that the fine order of the ranking is not identifiable from these …
Ahp-Topsis-Based Cybersecurity Control Prioritization For Local E-Government: Integrating Cobit 2019 And Iso/Iec 27001:2022 In Ecuador, Gabriel Neptali Bailon Arcentales, Jair Andres Semblantes Pinto, Noel Batista Hernandez

Neutrosophic Sets and Systems
Local governments in Ecuador manage critical citizen services yet operate with limited cybersecurity maturity. This paper presents MPEC-GAD, a cybersecurity governance model integrating COBIT 2019 strategic alignment with ISO/IEC 27001:2022 technical controls, using AHP-TOPSIS multi-criteria prioritization. Applied to GAD Jaramijo (Manabi, Ecuador), the four decision criteria weight risk reduction, implementation cost, deployment time, and technical complexity (AHP Consistency Ratio CR = 0.0054 < 0.10). The TOPSIS ranking directs scarce resources toward the 47 mandatory EGSI controls with highest risk-reduction per investment unit. A single-round structured review by seven experts rated pertinence, viability and completeness with mean scores >=4.0/5.0.

Multi-Criteria Credit Risk Prioritization In Cooperative Smes Using Ahp-Topsis: A Reproducible Pilot With Pseudonymized Data, Ramiro Javier Castillo Herrera, Dayron Rumbaut Rangel
Neutrosophic Sets and Systems
Credit risk assessment in small and medium-sized enterprises (SMEs) within savings and credit cooperatives presents persistent challenges due to incomplete, heterogeneous, and dispersed information. This paper reports and audits a pilot AHP-TOPSIS multi-criteria model for relative credit risk prioritization using a pseudonymized pilot dataset of seven SMEs (n=7) with active loans, implemented as a fully Excel-reproducible framework without proprietary software. AHP pairwise comparisons yield validated criterion weights (CR=0.0440 < 0.10). Results demonstrate the model's interpretability, traceability, and operational applicability for credit portfolio management in resource-constrained cooperative financial environments.

How Certain Is An Institutional Research Profile? Three Undeclared Decisions, And A Neutrosophic Reading Of What They Cost, Alexis Matheu Perez, Bastian Gutierrez
Neutrosophic Sets and Systems
Institutional bibliometric profiles report Lotka's exponent, a Bradford core and a Price ratio as if they were properties of the institution. They are properties of the institution together with three decisions that the reporting almost never states: which source defines the corpus, which document types are compared, and which population of authors the laws are fitted on. This article measures what each decision is worth, using Universidad Bernardo O'Higgins (UBO, Santiago, Chile) as the case and Universidad Bolivariana del Ecuador as a control. Since the resulting uncertainty is not sampling error, we give it a place to be reported: a …

Typed Abstention For Llm-Elicited Fuzzy Criteria In Multicriteria Transportation Decisions, Maikel Maikel Leyva-Vazquez, Nezir Aydin
Neutrosophic Sets and Systems
Fuzzy multicriteria decision-making (MCDM) increasingly draws its criterion evaluations from large language models (LLMs), but the aggregation step typically treats these elicited judgments as interchangeable with expert opinion, with no mechanism to flag disagreement, insufficiency, or unreliable sources. We port a source-preserving, typed-abstention decision policy into fuzzy-MCDM pipelines, instantiated on a four-alternative sustainable-transportation case, and report two live pilots. Pilot 1 returns all-coherent; Pilot 2, redesigned with criteria of greater normative dependence, shows the gate firing on real disagreement. We report both pilots candidly and verify the gate's logic with synthetic unit tests.

Mountain Development In Nepal: Settlements, Infrastructure, And Economic Transformation, Keshav Bhattarai, Ambika P. Adhikari
Mountain Development In Nepal: Settlements, Infrastructure, And Economic Transformation, Keshav Bhattarai, Ambika P. Adhikari
Himalayan Research Papers Archive
As Nepal urbanizes, expands infrastructure, strengthens local governments, and explores deeper connectivity with India and China, climate change is increasing floods, landslides, heat, and water insecurity. Rapid internal migration, rising disaster risks, youth outmigration, and dependence on remittances are also revealing the limits of conventional urban development, especially in the mountainous region. The central challenge for Nepal is no longer just to accommodate growing towns and cities, but to build settlements that are safe, productive, environmentally resilient, and capable of sustaining long-term prosperity.
This paper argues that Nepal's urban future must be guided by a new development paradigm centered on …

Enhanced Computational Modeling Of Photoionization And Streamer Formation, Anahita Alibalazadeh
Enhanced Computational Modeling Of Photoionization And Streamer Formation, Anahita Alibalazadeh
Electrical and Computer Engineering ETDs
Photoionization is a key mechanism governing the formation and propagation of streamer discharges in air by generating electron-ion pairs ahead of the streamer front. Accurate and computationally efficient modeling of this non-local process is essential for reliable plasma simulations. However, the widely used Zheleznyak photoionization model relies on empirical assumptions and requires computationally expensive domain-wide integration.
This dissertation advances photoionization modeling in three ways. First, the classical integral model is enhanced by incorporating experimentally measured vacuum ultraviolet (VUV) emission spectra together with photoabsorption and photoionization cross-section data, enabling direct calculation of the photoionization source term as a function of pressure …
Developing A Dispersion Interferometer For Characterizing Power Flow Plasma Formation And Transport Studies, Nathan R. Hines
Developing A Dispersion Interferometer For Characterizing Power Flow Plasma Formation And Transport Studies, Nathan R. Hines
Electrical and Computer Engineering ETDs
Sandia's refurbished $Z$-pinch machine experiences persistent current loss in its post-hole convolute and inner magnetically insulated transmission line regions, widely attributed to low-density electrode plasmas whose formation and transport remain poorly constrained by existing diagnostics. This dissertation develops and validates a fiber-coupled, continuous-wave, second-harmonic orthogonally polarized dispersion interferometer for time-resolved measurements of electron areal density in millimeter-scale gaps. The diagnostic employs single-laser second-harmonic generation, non-steering differential phase control, and polarization-based phase retrieval to achieve sub-$10^{15}$~cm$^{-2}$ sensitivity, multi-hundred-megahertz bandwidth, and sub-$200$~$\mu$m effective cross-gap spatial resolution. Performance is benchmarked against a $94$~GHz interferometer on the UNM Helicon-Cathode plasma device and then fielded …
Simulating Quantum Field Theories On Fault-Tolerant Quantum Computers, Mason L. Rhodes
Simulating Quantum Field Theories On Fault-Tolerant Quantum Computers, Mason L. Rhodes
Physics & Astronomy ETDs
Quantum field theories are an essential framework in modeling fundamental interactions in nature, yet reliable simulations consume large portions of the world's most powerful supercomputers. In this Dissertation, we explore an alternative simulation paradigm on fault-tolerant quantum hardware, discussing both algorithmic and model advancements. In the former, we construct state-of-the-art algorithmic subroutines that take advantage of useful properties of the Hamiltonian describing the theory to achieve an exponential improvement in resources over prior quantum algorithms. In the latter, we simplify the structure of the Hamiltonian, making it more amenable to quantum simulation. First, we present an improved regularization of the …
Quantum Control Of Qubits And Qudits In Neutral Atom Systems, Sri Datta Vikas Buchemmavari
Quantum Control Of Qubits And Qudits In Neutral Atom Systems, Sri Datta Vikas Buchemmavari
Physics & Astronomy ETDs
This dissertation explores control of neutral atom quantum systems across multiple levels of abstraction, from atomic physics to system-level fault tolerance, using optimal control to improve performance. First, we propose a Rydberg entangling gate based on dressing with only the qubit control field; an interaction energy near the Rabi frequency benefits both gate speed and Rydberg decay. Second, with Sandia National Laboratories, we show that leakage errors in neutral atom systems can be converted to atom loss errors and detected using two entangling gates with an auxiliary atom, where a SWAP-based leakage detection unit outperforms the standard design. Next, we …

The Curiosity rover has been exploring Gale crater, a large impact basin near the Mars equator since 2012. This mission has greatly improved our ability to explore the surface of Mars with a suite of geologic tools and cameras and has revealed that Mars likely once resembled present-day Earth. In this dissertation, I utilize measurements and data taken by Curiosity to analyze the distribution and preservation of small impact craters at meter scales, I quantify the formation characteristics of a small impact crater cluster, and I examine the presence of barium in a geologic unit with high-Si to constrain sediment …
Helmholtz Reciprocity In Bidirectional Y-Junction Couplers, Hosuk Lee
Helmholtz Reciprocity In Bidirectional Y-Junction Couplers, Hosuk Lee
Optical Science and Engineering ETDs
This thesis explores the light propagation characteristics in Y-junction couplers based on the Helmholtz reciprocity principle. The Helmholtz reciprocity principle is a crucial concept in optical system design, and it has primarily been understood based on input-output symmetry. However, this study emphasizes reciprocity needs to consider the entire system, beyond the traditional input-output symmetry reciprocity interpretation. For this study, we specifically examined the direction-dependent asymmetrical outputs, in the Whistle-geometry Ring Laser (WRL) structure. And the WRL results cannot be fully explained by simple input-output symmetry for reciprocity. The Y-junction coupler in the WRL structure makes different output characteristics based on …
Algorithmic Sculpting Of Complex Fused Silica Surfaces For Nondestructive, Mode-Matched Cavity Quantum Electrodynamics: Adaptive Co2 Milling And Simulation-Guided Ultrafast Inscription, From Fiber Fabry-Perot Cavities To Monolithic Architectures, Meagan E. Parker
Optical Science and Engineering ETDs
Quantum sensors achieve exceptional measurement sensitivity through coherent, well-isolated quantum systems, but practical deployment is hindered by destructive readouts that require repeated state preparation and create long system dead times. Optical cavities enable continuous, nondestructive measurements with minimal back-action, yet integrating high-finesse cavities into scalable quantum devices remains limited by existing fabrication methods. To overcome these constraints, an adaptive CO₂ laser-milling platform was developed. Guided by glass thermodynamics and melt dynamics, this closed-loop system uses in-situ phase-shifting interferometry to sculpt complex fused-silica surfaces with sub-nanometer root-mean-square roughness. The platform was validated by fabricating extended-length fiber Fabry–Pérot cavities and monolithic micro-cavity …

Non-Traditional Rare-Earth-Doped Oxide Glass As A Gain Medium, Jared S. Tolliver
Optical Science and Engineering ETDs
There is a need for mid-infrared(MIR) lasers in defense, medical, and environmental monitoring. A large part of this technological development is the study of gain media. One class of materials of special interest is glasses with a low maximum phonon energy. These have the fiberization and broad spectral features of glass, whereas glasses with high maximum phonon energy exhibit higher rates of multi-phonon relaxation and can be opaque in the MIR, both of which are detrimental to laser operation. Recent advances in container-less processing have allowed for the study of new glasses that aren’t possible with conventional fabrication techniques. One …

Transforming Faculty Development: Organizational Citizenship Behavior, Arts-Based Design, And Communities Of Transformation In Stem Education, Kristen L. Ferris
Organization, Information and Learning Sciences ETDs
This dissertation investigates the relational conditions enabling institutional transformation and diversity, equity, inclusion, and justice (DEIJ) within STEM higher education. Despite needs for systemic change, sustaining faculty engagement remains difficult due to entrenched power dynamics, lack of pedagogical training, and political repression. To address these barriers this research introduces Organizational Citizenship Behaviors (OCB) as an analytic lens and functional infrastructure for change.
Through three papers, this study 1) establishes OCB via a systemic literature review as an actionable metric for faculty development; 2) details the design of a cross-institutional Community of Transformation (CoT) as a design case; and 3) Presents …
