The Traveling Wilburys of the Colorado River

In 1956, Congress authorized the Upper Initial Units—Flaming Gorge Reservoir,

Navajo Reservoir, and the Aspinall Unit (UIUs)—for a variety of water use

purposes in the Upper Colorado River Basin, including compliance with the

1922 Colorado River Compact (1922 Compact). The historical record is clear

that the primary reason these reservoirs exist is to satisfy the math of the 1922

Compact and the obligations it imposed on the Upper Division States

regarding flows at Lee Ferry.

Unbroken Sovereignty: Land, Water, Education, And Nakoda And Oc̣Eti Ṡaḳowiŋ Tribes Of The Fort Peck Indian Reservation, 1850–1935, Richard Joseph Maska

This dissertation explores the intersection of sovereignty and development among the Nakoda (Assiniboine) and Oc̣eti Ṡaḳowiŋ (Sioux) Tribes of the Fort Peck Indian Reservation during the late nineteenth and early twentieth centuries. Methodologically, it draws on a critical reading of archival sources in conjunction with community input. It traces the emergence of reservation policy, government sponsored education, the imposition of allotment policy and private landownership, and the impact of state-sponsored irrigation and other development projects. I argue that the Tribes forged webs of affiliation and kinship to both assert their nationhood and navigate their involvement in such projects. These expressions …

Motherhood and child welfare became central organizing principles for reform during the United States Progressive Era.  From these guiding principles, the government formed the United States Children’s Bureau. It was the country's first governmental agency that focused solely on the welfare of children. Mothers writing to the federal government for motherhood advice was a phenomenon that was completely new to twentieth century mothers. Women took pride in their roles as mothers, particularly when it came to child health matters. The thermoresponsive polymers elastin-like polypeptides (ELPs) and poly(N-isopropylacrylamide) (PNIPAM) have served as a programmable bioseparation tool for applications in nanoparticle capture due to biocompatibility and tunable properties. This work investigates how the polymer composition of ELP and PNIPAM coacervates influences their phase behavior, structural morphology, and nanoparticle recruitment. In addition, the influence of interfacial interactions in nanoparticle recruitment using Tween 80 as a mechanistic probe was also investigated. Predicting gas transport in nanoporous geological material requires understanding competitive adsorption and transport under humid conditions. However, most adsorption studies rely on single-component equilibrium measurements that do not capture these effects. This dissertation develops an experimental methodology to directly quantify multicomponent gas adsorption and breakthrough behavior under controlled relative humidity. The method was first applied to the Kr/Xe–N2–H2O system, where it resolved competitive adsorption behavior in humid porous media and produced a bivariate model relating noble gas adsorption to noble gas partial pressure and water saturation. The methodology was then extended to the CO2–N2 H2O system. Results showed that water …

As urban-rural disparities drive depopulation in rural areas worldwide, local strategies emerge as pathways for resilience. Research on Ojika, a Japanese island that has lost 75% of its population since the 1960s, reveals an Abandonment Gradient: a nuanced pattern of disuse adapted to modern polycrises. Extending the concept of "lying fallow" to homes and infrastructure, this thesis focuses on abandonment practices that reflect complex realities of labor, capital, and climate uncertainty. Rather than viewing depopulating communities as passive victims of out-migration, this paper argues they are critical sites for generating crisis response. This thesis considers Tamarind Institute in Albuquerque, New Mexico (originally established as Tamarind Lithography Workshop in Los Angeles, CA), and its contributions to collaborative printmaking. Originally founded in 1960 by June Wayne with Clinton Adams and Garo Antreasian, Tamarind Lithography Workshop (the precursor to Tamarind Institute) revitalized lithography through structured collaboration between artists and master printers, alongside rigorous training programs. This thesis provides an institutional history of the workshop during its relocation to the University of New Mexico, highlighting its transformation into a university-based institute that integrated education and professional production. Concentrated solar power (CSP) systems offer a promising method of renewable energy generation by using heliostats to focus sunlight onto a falling particle receiver. At the National Solar Thermal Testing Facility (NSTTF), particles absorb and store solar energy for later power generation. A major source of efficiency loss is wind-driven particle escape through the receiver aperture. This thesis develops computational fluid dynamics (CFD) simulations to characterize wind flow around the G3P3 falling particle receiver and support future wind mitigation strategies. The purpose of this thesis is to investigate and develop dynamic proof-mass configurations for broadband piezoelectric energy harvesting. Conventional piezoelectric energy harvesters are typically limited by narrow operating bandwidths, restricting their performance under variable-frequency excitation. This research presents the design, fabrication, and experimental evaluation of multiple proof-mass concepts intended to increase the usable frequency range of cantilever-based piezoelectric energy harvesters. Several dynamic mass configurations were developed using additive manufacturing techniques and integrated with commercially available piezoelectric cantilevers. Experimental testing was conducted under controlled vibration conditions to characterize voltage response, resonant behavior, and bandwidth performance. This paper tackles the challenges inherent in crowdsourcing dynamics by introducing the CROWDMATCH mechanism. Aimed at enabling crowdworkers to strategically select suitable crowdsourcers while contributing information to crowdsourcing tasks, CROWDMATCH considers incentives, information availability and cost, and the decisions of fellow crowdworkers to model the utility functions for both the crowdworkers and the crowdsourcers. Specifically, the paper presents an initial Approximate CROWDMATCH mechanism grounded in matching theory principles, eliminating externalities from crowdworkers’ decisions and enabling each entity to maximize its utility. Gender inequities rooted in patriarchal norms shape the experiences of college-going emerging adults across many domains, often to the detriment of young women. In this study, we applied a mixed-methods approach to analyzing how college students interpret and make meaning from gendered experiences, and how the meaning making process relates to these emerging adults’ sense of university belonging. Participants provided written narratives of a gendered experience and completed a survey about university belonging. Through our qualitative analyses of the narrative responses, we identified four themes that represent cultural socialization messages that these participants engaged with in their narratives: bioessentialism, expectations …

This dissertation examines how indirect media effects operate through normative perceptions within a gendered and stigmatized health context of HPV vaccination. Specifically, this study investigates how these normative mediation processes are conditioned by traditional family gender role expectations at the norm formation stage and stigmatizing beliefs about HPV vaccination at the normative influence stage. A cross-sectional survey was conducted with mothers of children aged 9 – 12 in the United States in June 2025. The key findings show that while gendered perceptions of HPV vaccination persist, the underlying normative mechanism operated in similar ways across gender-referent contexts. Nucleotide Excision Repair (NER) is a fundamental cellular process that removes bulky and helical distorting lesions from the genome through the separate responses of its two subpathways – global genomic (GG-NER) and transcription coupled (TC-NER) DNA repair. The pathways converge with the recruitment of the TFIIH complex, a key step that is mediated by the translocase and helicase activities of  its XPD subunit. Early life adversity (ELA) increases lifelong neuropsychiatric vulnerability. Yet how ELA reorganizes brain-wide activity and circuit coordination across later experience remains unclear. This dissertation tests the hypothesis that ELA alters adult brain-wide activity and responses to threat through disrupted coordination among neural systems that regulate emotional experience, including prefrontal-limbic and monoaminergic systems. Longitudinal manganese-enhanced MRI of adult mice exposed to standard or fragmented early care, combined with computational processing and statistical modeling, quantified brain states before, during, and long after innate predator threat. Survey platforms such as Google Forms and Microsoft Forms are widely used for feedback, data collection, and engagement, but scammers increasingly exploit them to distribute phishing and deceptive attacks. This thesis presents a large-scale study of survey-form abuse across ten major providers. We collected 140,000 forms from three sources: public posts on X, search-engine results, and web pages from the top 10 million DomCop-ranked domains. Using automated filtering and manual qualitative review, we identified 2,645 forms requesting sensitive information and classified 566 as scams. Historical redlining practices initiated by Home Owners’ Loan Corporation (HOLC) in the 1930s have produced enduring persistent socioeconomic and environmental disparities in U.S. cities. This dissertation examines their long-term impacts on social vulnerability, urban flood risk, along with public discourse about redlining practices. Results indicate that neighborhoods with HOLC grade A (greenlined) exhibit the lowest overall social vulnerability, while those graded D (redlined) face the highest across U.S. cities. In Chicago, associations between redlining practices and flood risk disparities are stronger than in Los Angeles, reflecting place-specific characteristics among environmental, socioeconomic, and demographic factors shaping flood risk disparities in long …

This dissertation explores how land-based writing and Indigenous Futurisms can reshape writing pedagogy in higher education, focusing on English courses at the University of New Mexico. At the center of this project is the Land Memoirs assignment, which I designed to encourage students to engage land as a living relative and active participant in the learning process. Through the frameworks of Indigenous Futurisms, Land as Pedagogy, Rhetorical Sovereignty, and Pueblo understandings of marking, I analyze the rhetorical choices across student multimodal narratives, reflections, and interviews to examine the assignment’s pedagogical impact. This thesis explores the light propagation characteristics in Y-junction couplers based on the Helmholtz reciprocity principle. The Helmholtz reciprocity principle is a crucial concept in optical system design, and it has primarily been understood based on input-output symmetry. However, this study emphasizes reciprocity needs to consider the entire system, beyond the traditional input-output symmetry reciprocity interpretation. For this study, we specifically examined the direction-dependent asymmetrical outputs, in the Whistle-geometry Ring Laser (WRL) structure. There is a need for mid-infrared(MIR) lasers in defense, medical, and environmental monitoring. A large part of this technological development is the study of gain media. One class of materials of special interest is glasses with a low maximum phonon energy. These have the fiberization and broad spectral features of glass, whereas glasses with high maximum phonon energy exhibit higher rates of multi-phonon relaxation and can be opaque in the MIR, both of which are detrimental to laser operation. This dissertation investigates the relational conditions enabling institutional transformation and diversity, equity, inclusion, and justice (DEIJ) within STEM higher education. Despite needs for systemic change, sustaining faculty engagement remains difficult due to entrenched power dynamics, lack of pedagogical training, and political repression. To address these barriers this research introduces Organizational Citizenship Behaviors (OCB) as an analytic lens and functional infrastructure for change.

Photoionization is a key mechanism governing the formation and propagation of streamer discharges in air by generating electron-ion pairs ahead of the streamer front. Accurate and computationally efficient modeling of this non-local process is essential for reliable plasma simulations. However, the widely used Zheleznyak photoionization model relies on empirical assumptions and requires computationally expensive domain-wide integration.
