"Smart" Cities And Due Care With Emerging Technologies, Anthony J. Luppino
The University of New Hampshire Law Review
The rapid development of increasingly powerful technologies presents new opportunities to produce public benefits, as exemplified by the “Smart Cities” movement. Conversely, emerging technologies pose significant threats to public safety and individual rights, as evidenced by high-profile cyberattacks and other technology-related incidents, and in warnings issued by some Artificial Intelligence experts. This article examines the responsibilities of local governments in the United States as users of technology and as regulators of uses by other actors—arguing that they have a duty of care, traceable to the Preamble to the U.S. Constitution, to act diligently in that dual role whether or not …

Charting Reciprocity: The Mapping Of Knowledge Production In Collaborative Community Networks, Nicole Cunningham-Frisbey

Abstract
This dissertation reconceptualizes community-based literacy and writing practices as dynamic processes of reciprocal textual production grounded in feminist and Indigenous methodologies. It challenges traditional hierarchical structures by foregrounding community-generated epistemologies, emphasizing relational accountability, iterative reflexivity, and sustained ethical engagement. Using qualitative methods—including practitioner-created knowledge and social network maps and an analytical mapping method—the study explores how community practitioners strategically leverage their cultural identities and epistemological frameworks within collaborative writing and advocacy.Empirical case studies illustrate reciprocal knowledge production in action, showcasing intentional approaches such as oral storytelling, collaborative writing, and policy advocacy. A Global Gene Expression Approach To Exploring Rock Colonization By Blastococcus Saxobsidens, Ryan Patrick Wilmot

Introduction: Blastococcus saxobsidens is an endolithic bacterium associated with biodegradation of stone monuments across the Mediterranean basin. Recently, strains of the bacterium have been isolated from high altitude deserts in Chile, volcanic glass in Iceland, and from masonry of several cultural heritage sites across Europe and the Americas. Blastococcus saxobsidens global dispersion has been linked to patterns of wind distributed dust particles. The physiology that this bacterium uses to colonize a wide range of rock types in such distinct locations has not been previously explored however.
